SAN DIEGO (KGTV) -- Tuesday evening, San Diego’s City Council approved a strategy that will make it easier to create housing in commercial areas.The changes allow more businesses to add living spaces and authorize more locations where live/work quarters are permitted.The move created an amendment to the rules currently in place on living and working quarters as part of an earlier update to San Diego’s land development code.“This is going to put underutilized commercial and industrial spaces to work in tackling San Diego’s housing crisis,” Mayor Faulconer said. “Lifting restrictions on housing will bring new life to old buildings and allow businesses owners to live where they work. SAN DIEGO (KGTV) -- Two families will forever be connected after an organ donation saves the life of a woman struggling with heart disease for nearly a decade. Susan Amador's son, David Rivera died, at the age of 30, in 2017 of a brain bleed, caused by a rare clotting disorder. The 30-year-old left behind a 4-year-old and his fiancee. Rivera was a registered organ donor and his organs helped save the lives of five people. His heart was donated to a woman named Sandra, of Chula Vista. On Monday, Rivera's family met the woman who now carries their loved ones' heart. The meeting was made possible through Lifesharing Donate Life, an organization that coordinates organ and tissue donation in San Diego and Imperial Counties. Rivera's mom hopes her story will encourage more people to sign up to be organ donors. 824

SAN DIEGO (KGTV) - When it comes to wrong-way crashes in San Diego County, 2018 is off to an unfortunate start.There have been numerous wrong-way vehicle crashes around the county nearly eight weeks into the new year, and authorities have not been able to pinpoint what exactly is causing an uptick in these types of crashes.According to Caltrans data, from 1995-2012, an average of 23 people died each year in wrong-way crashes on California roadways.San Diego had 13 wrong-way fatalities recorded in 2015 -- the last year Caltrans data was compiled for wrong-way crashes.In 2017, Caltrans launched a two-year pilot program in San Diego and Sacramento that focuses on ways to not only prevent wrong-way crashes but to also alert authorities in the event a vehicle is traveling in the wrong direction.As part of the test program, Caltrans has deployed reflective pavement markings on off-ramps and signs with flashing lights that turn on if a wrong-way vehicle is detected.Caltrans has not yet provided data collected from the program to determine the protective measures' effectiveness.Here's a look at wrong-way crashes on San Diego County roadways in the past 12 months.Feb. 20, 2018: Driver arrested on suspicion of DUI after wrong-way crash-- A driver was hospitalized -- and also arrested -- after police said he was driving in the wrong direction on Fairmount Ave. when he hit another vehicle. SAN DIEGO (KGTV) — While the bulk of rainfall has moved out of San Diego County for the week, high winds and surf while persist through the weekend.A large west-northwest swell will bring a high surf advisory to San Diego County through Saturday until 8 p.m., with surf reaching 6 to 10 feet along the county's southern coastline. Surf will subside gradually through the end of the weekend.During that time, however, an increased risk of rip currents will create a hazard along the area's beaches.WEATHER: 10News' weekend forecastHeading into Saturday night, another storm system will bring mostly light to moderate rain Saturday night and the possibility of snow in local mountains.High winds from the west are forecasted for portions of San Diego's mountains and deserts, with a wind advisory will be in effect from 4 p.m. Saturday to 7 a.m. Sunday. Wind gusts could reach 55 mph and isolated gusts could hit 65 mph.Those winds will make driving difficult in the area, especially for high profile vehicles.
