SAN DIEGO (KGTV) -- Gubernatorial candidates were in San Diego Sunday morning to debate numerous issues. More than 1,000 were expected to attend the forum that was held at the Town and Country Resort and Conference Center.Republican Travis Allen, a member of the California State Assembly, Democrat Antonio Villaraigosa, the former Mayor of Los Angeles, Democrat Delaine Eastin, the former State Superintendent of Public Instruction and Republican John Cox, a business executive, all attended the forum.All four candidates made their positions clear on a number of issues facing California, from homelessness and housing to that state of education. Watch the full debate in the player below:  725

SAN DIEGO (KGTV) -- Despite the still-high cost of living, San Diego’s housing market is beginning to cool down, according to a new report by Zillow. San Diego ranked third on the list of housing markets seeing the biggest slowdown. San Jose and San Francisco, two markets also known for their high costs of living, places first and second on the list The report shows that conditions in San Diego’s market are favoring buyers more than they did a year ago. RELATED: Home prices rise, sales plungeMore than 20 percent of homes for sale in America’s Finest City had a price cut in January of 2019, compared with only 12.4 percent of homes that saw a cut in January of 2018. Of the homes that have sold, 95.7 percent sell for their listing price. At this time last year, 97.7 percent of homes sold for their list price. The amount of time it takes to sell homes is also on the rise. In 2018, homes sold in 60 days, including time to close, Zillow reports. So far this year, homes are selling in 75 days. In comparison, the national median is just 5,300. “It is no surprise that the markets which pushed the bounds of affordability over the housing recovery are now experiencing significant cooling,” said Skylar Olsen, Zillow Director of Economic Research. “As down payments and mortgage payments far outpaced incomes, buyer demand eventually exhausted itself. Those buyers looking in cooling markets will likely welcome the relief, although the entry price is still high. Gavin Newsom on Thursday ordered a statewide "limited Stay at Home Order" for San Diego County and other counties in the state's COVID-19 purple tier.In a release on the governor’s website, the state’s curfew will take effect Saturday, Nov. 21. It will be from 10 p.m.-5 a.m.The curfew is set to expire on Dec. 21 at 5 a.m.The state said the restrictions are similar to the stay at home order issued in March.This time, however, the order only applies to counties in California's purple tier status under its COVID-19 reopening plan.Newsom said, “The virus is spreading at a pace we haven’t seen since the start of this pandemic and the next several days and weeks will be critical to stop the surge. We are sounding the alarm. It is crucial that we act to decrease transmission and slow hospitalizations before the death count surges. We’ve done it before and we must do it again."San Diego County Supervisor Greg Cox, in response to the statewide curfew, said, "Look, we know we all want to see this pandemic end. And believe me, we do too. But those who float the public health orders, those who refuse to use masks and facial coverings are just prolonging the misery."“Bottom line is, wear those damn masks out there. Socially distance. And the sooner we do that, the sooner we’re going to get through this crisis,” said San Diego County Sheriff Bill Gore.Gore says they are devoting four two-men deputy teams to work full time with county compliance officers.He says they are not going door-to-door but following up on complaints about businesses or entities violating public health orders. They will attempt voluntary compliance and education first. If that doesn't work, it could lead to citations.He says when it comes to enforcement, they want to work with local jurisdictions and police departments, but they will serve citations with or without their help."If they're not going to join with us in enforcement action, if that becomes necessary, we will issue those citations by ourselves without their assistance," Gore said.Since Monday, the county has issued 52 cease-and-desist orders for businesses not in compliance.Last week, California, Washington, and Oregon issued travel advisories that urge visitors from out-of-state or residents returning home from outside travel to self-quarantine for 14 days. 2351

SAN DIEGO (KGTV) -- Hours after Navy officials said all fires aboard the USS Bonhomme Richard were extinguished, smoke was visible coming from the vessel at Naval Base San Diego early Friday morning.Radio scanner traffic obtained by ABC 10News indicated crews at the scene reported at least two fires onboard the ship and called for evacuations at around 1 a.m. Friday. The 10News Breaking News Tracker observed smoke coming from the ship’s front end.At around 5 a.m., a Navy spokesperson confirmed to ABC 10News that no evacuations were ordered and all fires were out. The spokesperson said investigators were looking into the matter.On Thursday afternoon, Navy officials said all known fires aboard the USS Bonhomme Richard were declared out. The blaze on the ship erupted on the morning of July 12, and the firefighting efforts involving hundreds of crew members and thousands of aerial water drops took four full days.Navy officials said they will not know the exact cause of the fire until the ship can be inspected fully.ABC 10News learned Chief of Naval Operations Adm. Mike Gilday will be at Naval Base San Diego on Friday to inspect the USS Bonhomme Richard.During a Thursday afternoon press briefing, Rear Adm. Philip Sobeck described the 22-year-old ship as ravaged -- its melted aluminum superstructure bent at a 45-degree angle -- but not dead in the water."The ship can be repaired," he said. "Whether or not it will be repaired will be determined."A total of 40 sailors and 23 civilian firefighters suffered various minor injuries, mostly heat exhaustion and smoke inhalation, while taking part in the battle to defeat the blaze, Navy officials said.The Bonhomme Richard is the third warship in U.S. naval history to bear the name, which means "Good Man Richard" in French and honors Benjamin Franklin's "Poor Richard's Almanac."The vessel has been homeported at Naval Base San Diego since the spring of 2018, when it returned from a six-year port switch to Sasebo, Japan, while becoming the command ship for Navy Expeditionary Strike Group Seven.City News Service contributed to this report 2114

SAN DIEGO (KGTV) - Feeling overwhelmed by bills? 10News is exploring solutions for making it in San Diego and found there may be a way around the mountain of debt.A recent study by Lendedu suggests companies are open to allowing consumers to negotiate their bills. Using data provided by the company Truebill, Lendedu analyzed which companies tend to be more generous in negotiating with customers.Satellite service providers were analyzed in the report. Customers of SiriusXM had the highest success rate in negotiations, according to Lendedu. Consumers had negotiation success rates in the 80s with three other companies, Suddenlink, Centurylink, and Dish Network, the report showed.The study went on to note, “When it came to how much companies actually knocked off the average customer’s bill, SiriusXM once again led the way; the average SiriusXM customer was able to decrease that monthly charge by 40 percent or more. Immediately behind SiriusXM was CenturyLink, ADT Security, and DirectTV, who all fell into the 25 to 29 percent range in terms of the percentage the bill was decreased by post-negotiations.”RELATED: Making it in San Diego: How to deal with large medical bills"They're looking at who you are as a consumer," said Steven Osinski, a sales and direct marketing professor at San Diego State University. Osinski says the way businesses make their money, especially when it comes to services, is through recurring revenue.
