SAN DIEGO (KGTV) — San Diego Police have made an arrest in the death of a 20-year-old in the Bay Terraces area last year.Police said 26-year-old John Orozco was arrested Wednesday for the murder of Joaquin Ruiz of San Diego.On July 12, 2019, Ruiz was found in a vehicle off the side of the road just before midnight in the 7000 block of Paradise Valley Rd. He was suffering from a bullet wound to his upper body.Police began first aid at the scene, but Ruiz died of his injuries on the way to the hospital.The investigation into Orozco is ongoing, and no other details surrounding his arrest or involvement in the murder were released.SDPD asked that anyone who may have information related to the case to call the department's Homicide Unit at 619-531-2293 or Crime Stoppers at 888-580-8477. 800

SAN DIEGO (KGTV) -- San Diego Mayor Kevin Faulconer Monday announced new limitations on public gatherings, as well as bar closures and restaurant restrictions. In the announcement, Faulconer echoed an declaration made earlier in the day by county health and elected officials. During that news conference, county officials announced that they would legally enforce new public health orders over COVID-19. Faulconer said he signed an executive order forcing all bars and nightclubs to close to the public. "This is not optional, this is mandatory," Faulconer said. The measures don't apply to grocery stores or restaurants located inside nursing facilities. All city public buildings will also be closed to the public. During the news conference, Faulconer discouraged residents from attending any non-essential gatherings. The order takes effect at 11:59 p.m. Monday and will last through March 31, unless otherwise extended. The city is set to maintain police, fire, water, trash and sewage services. SAN DIEGO (KGTV) - San Diego could become the first local police department to provide a low-cost, late-night daycare facility for officers' kids. The San Diego Police Officers Association (SDPOA) has a new plan to help struggling offers who are trying to make it in San Diego.Kelly Stinnette has two full-time jobs. She's a mother to her toddler, Landon, and she’s a detective with San Diego Police Department's Sex Crimes Unit. At times, she can be on-call for 24-hour periods.“It's a lot of anxiety and stress because you're thinking [that when] somebody's called the police [it] could be the worst day of their life and I need to be there 100% for them but still taking care of my son,” she tells 10News.To complicate matters, her husband is an SDPD SWAT officer.“With his team, they basically need to be able to respond at anytime, anywhere in the City of San Diego,” says Det. Stinnette.Parenting gets difficult when both she and her husband have to rush to work but need someone to watch Landon. “We basically have to have friends or family on backup,” she adds.“There's obviously an overwhelming need,” says Det. Jack Schaeffer with the San Diego Police Officers Association. He’s referring to the need for a special daycare for officers’ kids. He’s now working to make it a reality.“Our goal is to basically cut the cost in half or better for our members while staying open for 20 hours a day,” he tells 10News.According to a report from childcareaware.org, the cost of infant care in California averages more than ,000 a year.Det. Schaeffer adds, “Some of our members are spending around ,000 a month to have their kids watched if they have two or three kids.”The idea is that a low-cost daycare for officers’ kids would attract more applicants in a department that's faced a shortage of officers.“It not only does good things for recruiting, but for our mental wellness,” says Det. Stinnette.Det. Schaeffer's team is building the program from scratch. Initially, it'll only be available to San Diego police officers who are members of the SDPOA. “This is going to be the first big city that I know of that'll have something like this,” adds Det. SAN DIEGO (KGTV) - Restaurants are feeling backed into a corner after the pandemic forced them to add outdoor seating and Saturday brought cold rain and high winds.As the clouds rolled in, businesses across San Diego braced for impact."We were planning on covering everything up but we were kind of waiting and seeing just how big the storm was going to be," Whiskey Girl Manager Jake Southworth said.In the Gaslamp, he says they've been lucky this weekend, "We were ready to go with more of the tarps, to put out but waited till midnight when we were closed anyway, so definitely dodged a bullet there and today again it looks like it's going to hold off until later so I feel like we're still going to be doing good."Whiskey Girl is on a section of Fifth Avenue that shuts down to vehicle traffic Thursday through Saturday, allowing restaurants to spill into the street and seat more customers.The extra chairs help them stay afloat, but outside the rain and future winter weather are putting a damper on their options.Some businesses put up pop-up shades and umbrellas to provide some shelter against the weather."I mean it does open a lot more seating having outside but we'll see what the weather sends us," Southworth said.Every restaurant is also holding its breath, waiting to see if the county drops into the purple most restrictive tier next week, which would mean no indoor dining at all."How can I ask someone to spend, you know - on a drink if they're sitting outside shivering and the rain's coming through?" SAN DIEGO (KGTV) -- San Diego immigration advocates say they are feeling a sense of hope after the election of Joe Biden and Kamala Harris. "I was definitely hopeful that, once again, we’ll have a process of consulting with an administration that wants to do something in regards to immigration versus what I would describe as an iron fist against anyone who’s coming into the country," says Pedro Rios, the director of the American Friends Service Committee.President-elect Biden has already shared some of his immigration related plans once he takes office. Biden has vowed to reinstate the Deferred Action for Childhood Arrivals (DACA) for children brought to the U.S. by their parents. The former vice president has also said he plans to halt funding for the border wall and reverse the Migrant Protection Protocols, allowing asylum seekers to wait in the United States, instead of Mexico, until their asylum case is heard. During the last presidential debate, Biden also promised a pathway to citizenship during his first 100 days in office. Rios says the passing of that plan would depend on who controls the senate come January.
