SAN DIEGO (KGTV)-  Tens of thousands of people in San Diego are on a waiting list for rental assistance.According to the San Diego Housing Commission, the Section 8 voucher program is currently helping about 15,000 families.With the need so great, Team 10 wanted to know if everyone getting help qualifies for a voucher.RELATED: Making It in San Diego: Region needs 143,000 affordable homesUsing information from the San Diego Housing Commission, 10News compared 2017 data on family size and income limits to the maximum annual income limits allowed at the time. The comparison showed more than 20 cases where income was more than what was allowed at the time.Representatives with the housing commission said it is possible for people to be above the limit.  "We also have less than a quarter of one percent of our families who may exceed the 80 percent gross income, and that's a natural progression,” said Azucena Valladolid, Senior Vice President, Rental Assistance and Workforce Development. “Over the course of the time on our program, they may have increased their earnings.”RELATED: San Diego City Council passes affordable housing ordinanceValladolid explained that federal regulations require the San Diego Housing Commission to provide rental assistance to those families for an additional six months before they transition them off of the program.She said someone working for the housing commission determines whether or not someone qualifies for the voucher program. Valladolid says officials verify income, assets, and family composition to determine eligibility.One of the housing commission's initiatives is to help promote self-sufficiency, so instead of looking at income yearly, they re-certify every two years.RELATED: Neighbors upset about planned affordable housing development in Point Loma"In addition to streamlining the efforts for the re-certification process it was also a way for families to be encouraged to increase their earnings over the years and not face an immediate adjustment to the rent portion when their income did go up,” Valladolid said.According to the housing commission, the majority of the households they serve are currently at or below 30 percent of the county's area median income of ,800.Source: SDHCThe value of a voucher is around ,000 for an individual family per year. (KGTV) - An alleyway in Hillcrest has transformed from dark and dirty to a work of art, and the revision isn’t complete yet.Patric Stillman is the owner of The Studio Door, an art gallery positioned in front of the alleyway. He said artists have been adding their work to the walls of the alleyway and it’s now grown into its own gallery that they’ve dubbed “mural alley.”“This was a pretty grungy space and over the past year we’ve been able to bring in some remarkable local muralists,” said Stillman.While artists continue to work on blank walls in the area, the Hillcrest Business Association is stepping in to take the space to the next level. Benjamin Nicholls, the Hillcrest Business Association Executive Director, said they’re asking the community for donations to fund-raise and add string lights that zig zag across the top of the alleyway.“Hillcrest mural alley is going to become a destination and it’s going to be a creative community destination,” said Nicholls.Nicholls added that in a coronavirus era when activities are safest outdoors, they hope this space will become an outdoor entertainment and event area.Even without the addition of the lights, it’s already catching eyes. Mother daughter duo Brooke and Linda Castro said they were walking to lunch in Hillcrest and noticed the art, then changed their route to walk by it.“We saw this so we decided we needed to walk down the alley to see everything,” said Linda.They said they could envision the space with lights and would welcome the addition because it would highlight the art, but also bring a level of safety.“I think this would become a more popular area just because of the artwork and the lighting,” said Linda.Donations to the project can be made here. Nicholls said the light project will cost about ,500 and any leftover donations will be used to continue adding murals to blank walls in the area.For Stillman, the addition of the outdoor space behind his business is a welcome project during a stressful time.“I think that art always warms our hearts and for a community to have this space, I think is really important in these times that are so challenging,” said Stillman. 2189

SAN DIEGO (KGTV)-- Saturday marks the end to the San Diego Zoo's longest closure in its 103-year history. For the first time since the COVID-19 pandemic forced a shutdown in mid-March, the zoo is back open. Visitors were happy to return to one of our city's jewels, even with some changes.For the last three months, visitors have been anxious to come to the grand reopening on Saturday."The turtles are kind of big and funny," laughed little Kitara. The grade-schooler celebrated her birthday two days ago, and Saturday was her first big outing since.The zoo has made some modifications to operations and guest rules:Face coverings are required for all guests over two years of agePeople must practice social distancingThere are limited dining and shopping, overall reduced park hoursOperating at 50% guest capacityLimited guest parkingMembers and guests will not be allowed to leave the parks and re-enter on the same dayOne-way path adjustments, plexi-glass, and barriers to help guests navigate safelyIncreased number of hand-washing and sanitizing locationsRobust cleaning routineThroughout the park, staff members will guide people to move along to discourage crowding."I think they help people maintain social distancing really well," pass holder, Valerie Warren said. "They're very informative, and have all sorts of information for everybody on where to go and what to do, so I think they're doing an amazing job."The most significant change guests may see is at the primates exhibit."It can affect some of our animals," Sofia Springer, the zoo's Operations Manager said.Scientists say primates have been known to catch some human respiratory illnesses. Their immunity to COVID-19 is not certain. But the zoo isn't taking any chances."We've provided barriers and one-way pathways to keep the guests from getting too close to those areas."But there are many other exhibits where you can get up close to the animals. SAN DIEGO, Calif. (KGTV) - Realtors say all the signs point to a busy spring and summer in San Diego."It's heating up a little bit," says Markus Feldmann, with the Pacific Real Estate Center. "We see a very active market again."Home prices have come down from their record peak in August of 2018. That month, CoreLogic reported that San Diego's median home price was 3,000. In December, it had dropped to 0,000 (see chart above). That's still higher than December of 2017, but Feldmann says buyers see it as a more reasonable range for homes.RELATED: San Diego among top hot housing markets for 2019, Zillow reportsMeanwhile, a report from Zillow says that the best time to sell a house is the first half of May. According to their numbers, homes in San Diego sold for ,000 more in that period than other times of the year. Zillow also says homes are on the market for six fewer days in early May.No matter which side of the sale you're on, Feldmann says there are simple ways you can make sure you get the most for your money.If you're a buyer, he says you don't have to keep increasing your offer. Feldmann says you can increase your deposit. You can also decrease the length of inspection time from the traditional 17 days to 10.RELATED: How housing got so expensiveMost importantly, though, he says if you have a home you like, write a letter to the seller explaining what you like about the house and why you want to buy it."It personalizes the transaction," says Feldmann. "This way a seller is going to see who is the buyer and they may have a preference. They may prefer a family or a couple over an investor. He also says there are some simple ways to spruce up the house that will make it more attractive without costing too much money."Be aware of clutter and maybe move some furniture out of the house to make the rooms look bigger," he suggests. "Put a little investment into the front yard. Put some color in, put some flowers in, maybe use some bark to delineate the flower beds. Just improve on the general appeal of the house. Those small things can have a big payout."Feldmann says it's also crucial that sellers stay patient after they list a home."Let the property sit on the MLS for a few days, don't just accept the first offer that comes," he says. "Let it breathe like a good glass of wine. The agents can often work out things like escrow times, rent-back agreements and other details to make sure that things go smoothly."Don't lose hope," he says.
