VICTORIA, Nov. 12 (Xinhua) -- At the invitation of Seychellois President James Alix Michel and Speaker of the country's National Assembly Patrick Herminie, Chinese top legislator Wu Bangguo arrived here Wednesday afternoon to begin an official visit to the country on the final leg of his five-nation African tour.     In a written statement released at the airport upon his arrival, Wu, chairman of the Standing Committee of China's National People's Congress, highlighted the rapid development of the China-Seychelles relations in the past 32 years since the two nations forged the diplomatic relations, noting that the bilateral cooperation between the two nations have brought concrete benefit to the two peoples. BEIJING, Dec. 31 (Xinhua) -- The State Council, or Cabinet, agreed in an executive meeting on Wednesday to speed up the reform and development of the inland Chongqing municipality.     China has four municipalities: Beijing, Tianjin in the north, Shanghai in the east, and Chongqing in the southwest.     "Local authorities are required to accelerate the overall development of rural and urban areas and promote environmental protection and natural resources conservation, to turn Chongqing into an important growth pole in western region," according to the meeting, presided over by Premier Wen Jiabao.     Local governments should help people in the Three Gorges area to develop local pillar industries, modern agriculture and improve rural production and living conditions, according to the meeting.     The city should also step up construction of a new district in its north and a newly-approved bonded zone and carry out regional economic cooperation.

FUZHOU, Nov. 21 (Xinhua) -- Construction on a new nuclear power plant started Friday in southeast China's Fujian Province.     The Fuqing Nuclear Power Plant, located in the coastal city of Fuqing, requires an investment of around 100 billion yuan (14.6 billion U.S. dollars).     It will have six units that generate millions of kilowatts each.     During the first phase of the project, two units will be built and put into operation in 2013 and 2014. They will use advanced second-generation pressurized water reactor technology. The two units are expected to generate more than 14 billion kilowatts of electricity annually, most of which would be consumed within the province. Ltd. will jointly build and operate the plant.     The three companies have a stake of 51 percent, 39 percent and 10 percent, respectively, in the new plant.     An unidentified local government official said three billion yuan has already been spent since preparation work for the project started in 2007.Another five billion was planned for 2009.     The project is expected to create more than 10,000 jobs.     Currently, China has 11 nuclear power reactors in operation. All reactors employ second-generation nuclear power technologies.     The country plans to have 40-million-kilowatts of installed capacity in nuclear power by 2020, accounting for four percent of China's energy production.     Right now, installed capacity of nuclear power is only about nine million kilowatts, or about two percent of the total power the country produces.

TEHRAN, Jan. 14 (Xinhua) -- Iran and China signed a 1.76 billion U.S. dollars deal here on Wednesday for the initial development of Iran's North Azadegan oil field, the official IRNA news agency reported.     The deal was signed between China National Petroleum Corporation(CNPC) and the National Iranian Oil Company (NIOC) in the presence of Iranian oil minister Gholam Hossein Nozari and Chinese ambassador Xie Xiaoyan, IRNA said.     The North Azadegan oil field which located in Iran's western province of Khuzestan has an estimated reserve of six billion barrels of oil and can produce 75,000 barrels per day for 25 years, Nozari was quoted as saying.     Under the deal, CNPC is committed to developing the oil field in two phases, IRNA said.     Oil output of the North Azadegan oil field will reach 150,000 barrels per day when both the two phases of the project are finished, Nozari added.     According to IRNA, the deal is in the form of buy-back terms, based on which CNPC hands over the operation of the field to NIOC after development and receives payment from oil production for a few years to cover its investment.     The period for the development and reimbursement for the first and the second phase of the field would be about 12 and 17 years, Nozari said. 

BEIJING, Dec. 27 (Xinhua) -- The Standing Committee of the National People's Congress (NPC), China's top legislature, concluded its week-long meeting on Saturday, with approval of the amendments of the Earthquake Prevention Law and the Patent Law.     President Hu Jintao has signed on the two amendments for them to take effect.     The session was presided by Wu Bangguo, chairman of the NPC Standing Committee and member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau.     A resolution was adopted at the meeting, deciding that the Second Session of the Eleventh NPC will be inaugurated in Beijing on March 5, 2009. He praised the State Council and local governments for their efforts to achieve these goals.     In his speech, the top legislator analyzed the international and domestic situation, and he warned that while carrying out a pro-active financial policy, substantial efforts must be made to prevent low-level and overlapped construction and a new round of urban expansion.
