Kentucky Speaker of the House Jeff Hoover resigned from his position Sunday amid sexual harassment allegations, saying he had made "mistakes."Hoover, who The Courier-Journal newspaper in Louisville reported had secretly settled a sexual harassment allegation by a woman on his legislative staff, did not resign as a state representative, however, and has denied all allegations."I did make mistakes, in that I engaged in inappropriate text messages," the Republican lawmaker said at a press conference announcing his decision. "I engaged in banter that was consensual, yet make no mistake, it was wrong on my part to do that. And for that I am truly sorry."The Courier-Journal was the first to report Hoover's settlement last week, citing sources with direct knowledge of the matter. The settlement involved three other Republican state representatives and Hoover's chief of staff, the newspaper reported.Hoover and his accuser, whom the Courier-Journal has not identified because she says she was sexually harassed, declined to comment, as did a lawyer for the woman, the newspaper said.Hoover asked for the public's forgiveness in a tearful statement on Sunday, saying, "To say that the past few weeks and days have been trying and difficult for me and my family would be an understatement."Kentucky's House speaker pro tempore, Republican David Osborne, said in a statement that he will be assuming operational control of the chamber as acting speaker.Hoover's resignation comes a day after Kentucky Gov. Matt Bevin, also a Republican, called for "the immediate resignation of every individual who has settled a sexual harassment case, who is party to trying to hide this type of behavior."In a press conference Saturday, Bevin drew a "clear line in the sand for every elected official in Kentucky. These actions that have been alleged, not denied, and increasingly corroborated, and that are increasing in specificity and in number, were not isolated to a single person, or a single event, but involved multiple events and multiple people.""They know who they are, some have been named," Bevin said. "I would simply say this: For the sake of themselves, for the sake of their families and for the sake of Kentucky, they should resign. Period. The people of Kentucky deserve better than the type of shenanigans that have gone on for far too long in this town.""I expect the immediate resignation of everyone named," Bevin concluded.Hours after Bevin's speech, Hoover issued a statement that stopped short of confirming the Courier-Journal report."I am disappointed that our Governor in his press conference Saturday afternoon would call not only for my resignation but the resignation of other individuals who have no involvement in this matter," he said. "The governor has yet to ask our side of the story. He and I have not spoken since the story broke, and I did not receive a courtesy call from him before his grandstanding today. Instead, he has accepted as fact only, one side of the story.""In effect, the governor seeks to be judge, jury, and executioner without hearing the evidence," Hoover said, adding then that he had no plans to resign, and was "more resolved than ever to continue my work as speaker thru the 2018 session." 3264

JULIAN, Calif., (KGTV)— Firefighters in Julian are hoping to keep San Diego’s last volunteer fire department alive, despite being voted to shut down last week. The Julian Cuyamaca Fire Protection District is now suing the County, alleging the decision to dissolve the department was made in secret meetings. The court hearing for Wednesday was postponed in Downtown San Diego after a judge recused himself from the case. Two weeks ago, Debbie Mushet voted to have the county take over the Julian Cuyamaca Fire Protection District [JCFPD]. “I definitely voted yes for it, and I thought that was the end of it,” Mushet said. In this special election, 56% of Julian residents voted to have the San Diego County Fire overtake the historic volunteer department. “It’s worked as long as I’ve been up here, but it doesn’t work anymore. There’s a time when things just need to change,” Mushet said. “The volunteers have done a great job ion the past, but it’s just the money wasn’t going to be there.”Despite losing the special election and a unanimous vote by the Local Agency Formation Commission to officially dissolve the department, volunteer firemen are not ready to give up. Attorney Cory Briggs, who represents JCFPD said that decision was made through secret meetings. Therefore, the election results and the commission votes are “null and void.” When the County transition team came to the station on Monday, protestors staged a sit-in, refusing the leave the premises. JCFPD said in a statement, the County sent armed Sheriffs Deputies to “intimidate the unarmed JCFPD personnel who were peaceful truing to secure their facilities and equipment while the new lawsuit works its way through the courts.”“CalFire and the Julian Fire Department that exists now, I don’t understand why we can’t coexist,” Debbie Hickey said. “Every time it’s been really good response times. They knew right where to come.”For years, Hickey has relied on the Julian Fire Department for emergency care for her ill husband. She said she trusts the locals more than an outsider who would be assigned to cover the Julian area. “If I was to call 9-1-1, I don’t know who will come, I don’t know what the response time will be, and that’s a very scary situation to be in,” Hickey said. “My husband is staying down in the city during this time because quite frankly, I’m scared to death to let him come home to Julian.”A volunteer fireman told 10News off camera that since Monday they have not been allowed to respond to emergency incidents. In fact, they said their radios were disconnected. In the meantime, all 9-1-1 calls are being handled by Cal-Fire Station 50, down the street from the JCFPD station. While there is no official sit-in happening now, there are still many volunteers at the station. Volunteer crews have barricaded their engines inside the garage with their SUV’s, to try to stop the county from towing their vehicles. Either way, Mushet said this back and forth is getting out of control. “Let the vote speak for itself, let the count come in, volunteers step back, and it’s over and done,” Mushet said. “This is ridiculous. They asked for the vote they got their vote, and they were not happy with the decision, so they’re refusing to give in and it’s just sad. I’ve never seen this town so divided.”Wednesday’s court hearing scheduled for 8:30 a.m. was delayed after the assigned judge recused himself from the case. No reason was given for his recusal. The hearing was postponed until next Wednesday, April 17, 2019. 3522

LA JOLLA, Calif. (KGTV) -- A group of San Diego conservationists is testing a high-tech approach to catch poachers illegally fishing in marine protected areas. The Imperial Beach-based non-profit Wildcoast is in the midst of a pilot study with the Scripps Institution of Oceanography to examine the effectiveness of land-based radar as a real-time monitoring tool for law enforcement.A single radar station can send a signal up to three miles and detect vessels as small as a kayak, said Wildcoast conservationist Cory Pukini."Enforcement officers will be able to open up a laptop or look at their cell phone to see if people are in compliance without actually deploying resources to come out here," Pukini said while boating through one of the marine protected areas (MPAs).There are 11 MPAs in San Diego County which have restrictions on fishing, including one near Crystal Pier in Pacific Beach and another near the La Jolla Children's Pool. The areas are designed to help fish populations rebound, provide a buffer zone for the effects of climate change, and preserve other resources.A new law that took effect this year allows wardens to issue heftier fines to people caught fishing for profit in an MPA. The penalty for a first offense now ranges from ,000 to ,000, up from 0 to ,000. Although wardens have issued more fines and warnings in recent years, enforcement remains elusive. The California Department of Fish and Wildlife has just one boat and five wardens to patrol 18 MPAs in San Diego and Orange Counties. That's where the land-based radar and app could make an impact, according to Pukini."It'll help them more efficiently deploy resources to the field," he said.Together with ocean temperatures and weather data, information gathered by the radar could be used to forecast the times and locations where poaching is most likely, Pukini said. The Marine Monitor Radar Project study is in its second year. If it's shown to be effective, the approach could help protect marine preserves around the world, Pukini said. 2050

Jeopardy! announced that Alex Trebek’s final episode as the game show’s host will air on Christmas.Trebek died on Sunday at the age of 80 following a battle with stage 4 pancreatic cancer. In March 2019, Trebek announced he had been diagnosed with stage 4 pancreatic cancer. He immediately started treatment, but made no plans to retire. In fact, he kept hosting and taping new episodes.Trebek taped his final episode of Jeopardy on October 29. Jeopardy generally tapes a single week of episodes on one day.The game show stopped filming new episodes in March during the onset of the coronavirus pandemic. When new episodes resumed filming during the summer, and given Trebek’s health status, some minor changes were made in the studio. Contestants were separated by several feet, and Trebek stopped shaking the hands of contestants. As for the future of Jeopardy after Trebek, that remains in question. Trebek was Jeopardy’s second host after Art Flemming hosted the original version of Jeopardy.Prior to the onset of the pandemic, Trebek took Jeopardy to primetime in January, inviting back three of the game show’s most successful players for a “Greatest of All Time” series. The series ended after four nights when Ken Jennings, who once rattled off 74 wins in a row, defeated James Holzhauer and Brad Rutter to claim the title.Jennings has since been hired by the show to serve as a producer and ambassador, leading to speculation that he would be next in line to replace Trebek. 1489

John Kelly is expected to resign as White House chief of staff in the coming days, two sources familiar with the situation unfolding in the West Wing tell CNN.Seventeen months in, Kelly and President Donald Trump have reached a stalemate in their relationship and it is no longer seen as tenable by either party. Though Trump asked Kelly over the summer to stay on as chief of staff for two more years, the two have stopped speaking in recent days.Trump is actively discussing a replacement plan, though a person involved in the process said nothing is final right now and ultimately it is up to Trump. Potential replacements include Nick Ayers, Vice President Mike Pence's chief of staff, who is still seen as a leading contender.News of Kelly's imminent departure was first reported by Axios.Kelly has seen his status as chief of staff diminished in recent months, with the President circumventing many of the policies and protocols the retired Marine Corps general put in place when he entered the West Wing last year.In July, Kelly announced to White House staff that Trump had asked him to stay on as chief of staff until at least 2020, and that he had agreed.CNN reported last month that Trump was considering potential replacements for several senior positions in his administration as part of a post-midterms staff shakeup.The-CNN-Wire 1351
