WASHINGTON (AP) — A statue of Confederate Gen. Robert E. Lee that represented Virginia in the U.S. Capitol has been removed.Virginia Gov. Ralph Northam said in a statement that workers removed the statue from the National Statuary Hall Collection early Monday.“The Confederacy is a symbol of Virginia’s racist and divisive history, and it is past time we tell our story with images of perseverance, diversity, and inclusion,” said Northam.Each state is entitled to display two statues in the collection. Lee’s statue had stood with George Washington’s statue since 1909 as Virginia’s representatives in the Capitol.The Lee statue had been one among 13 located in the Crypt of the Capitol, representing the 13 original colonies.Northam had requested its removal and a state commission has recommended replacing Lee’s statue with a likeness of Barbara Johns.Johns was an American civil rights leader who protested poor conditions at her all-Black high school in the town of Farmville in 1951. Her court case became part of a landmark U.S. Supreme Court decision that struck down racial segregation in public schools.Virginia’s General Assembly must approve the replacement before a sculptor can be commissioned for the new statue. If approved, Johns would stand alongside Washington, and would be the only teenager represented in the collection.“I look forward to seeing a trailblazing young woman of color represent Virginia in the U.S. Capitol, where visitors will learn about Barbara Johns’ contributions to America and be empowered to create positive change in their communities just like she did,” said the governor.U.S. Sen. National Guard Maj. Adam DeMarco says the Defense Department’s lead military police officer for the National Capital Region sent an email asking if the D.C. National Guard possessed a long-range acoustic device — used to transmit loud noises — or an “Active Denial System," the so-called heat ray. DeMarco said he responded that the Guard was not in possession of either device. National Public Radio and The Washington Post first reported DeMarco’s testimony. 746

VISTA, Calif. (CNS) - The Vista Unified School District fully reopened its schools Tuesday morning, becoming one of the first in the region to do so, even as San Diego County appears poised to slip back toward more restrictive COVID-19 tiers as infections surge.The district, which has 29 elementary, middle and high schools, eschewed the more cautious measures some other school districts are taking, moving into its "Phase 3" reopening plan. The plan, "Vista Classic" allows every school in the district to reopen at full capacity. Parents and guardians will still be able to keep students in "Vista Virtual," the district's distance-learning program, if they so choose.The district said it will attempt to have social distancing as much as possible but will allow as many as 38 students in a single classroom, so desks will not be spaced six feet apart.ABC 10News was at Vista High School as, for the first time in more than seven months, students with backpacks were seen walking to school.Some students told ABC 10News they with had mixed reactions to coming back.One Vista High student said, “I’ve been wanting to come back because I miss going out and interacting with people.”Another student added, “I don’t want to catch the virus and spread it to my family.”A rally last Thursday by teachers and parents at Foothill Oaks Elementary School attempted to dissuade the Vista Unified School Board from reopening Tuesday, with many educators believing the safety measures inadequate.According to KPBS, plexiglass barriers were not provided to teachers. Instead, they were given PVC pipes and plastic liner to create makeshift protection from students returning to in-person learning.Keri Avila, president of the Vista Teachers Association, said on the first day back they’re already seeing issues that need to be addressed to ensure that everyone stays safe.“The problem is it’s not equitable throughout the district. What other classrooms have others don’t have. And we just want the safety for all of our members and students,” Avila said.The reopening of the Vista district comes as the county is expecting to receive bad news about its reopening status with the California Department of Public Health. Rising case numbers could tip the region into the "purple" tier, the state's most restrictive, as soon as next week. The state's plan requires a county to post statistics in a lower tier for two consecutive weeks before it is moved down.Avila told ABC 10News that if the county moves into the purple tier, there are plans for a special board meeting where they will discuss the situation. 2606

  

WASHINGTON (AP) — Melania Trump has announced plans to renovate the White House Rose Garden. It's the outdoor space steps away from the Oval Office. President Donald Trump has been using the Rose Garden a lot more lately for statements and news conferences in the age of coronavirus. The first lady says the renovation will make the garden more accessible to people with disabilities, and make improvements for audiovisual and broadcasting needs. It will also provide improve drainage and conditions for the plants and flowers. Since moving to the White House, Mrs. Trump has renovated the White House bowling alley, and refreshed the Red and Blue Rooms, among other projects. 684

  

VISTA (CNS) - A 24-year-old man was behind bars today for reportedly crashing his car into a freeway work zone in the far northern reaches of San Diego County while drunk, injuring himself along with two construction crew members.Ross Rodgers, 24, was headed south on Interstate 15 near Mission Road in the unincorporated Rainbow community about 10:50 p.m.Sunday when his 2008 Toyota Prius veered over traffic cones and entered the closure area, where it hit the back end of a stationary 2008 Ford F-250, according to the California Highway Patrol.A worker behind the wheel of the pickup truck and a second one on foot nearby suffered apparently minor injuries in the wreck.Medics took the two men, ages 30 and 36, to Palomar Medical Center in Escondido for evaluations, CHP Officer Kevin Smale said. Rodgers was arrested on suspicion of drunken driving and transported to the same hospital for treatment of a broken bone in his right foot.Upon his release from medical care, the San Diego resident was booked into the county jail in Vista on suspicion of felony DUI.The crash led to intermittent closures of parts of the freeway in the area until about 5 a.m., Smale said. 1186
