VISTA (CNS) - A male recently reported missing from Oceanside was hospitalized this morning after he was struck by an SUV in Vista. The collision was reported just before 3 a.m. at 2405 N. Santa Fe Ave., said San Diego County sheriff's Sgt. Kevin Johnston. The pedestrian was struck by a red Dodge Dakota that was southbound on Santa Fe Avenue. ``The driver of the Dodge Dakota looked down briefly and when he looked back up a pedestrian was standing in the middle of the roadway in front of him,'' Johnston said. ``The driver of the Dodge Dakota attempted to swerve but collided with the pedestrian.''Oceanside firefighters provided first aid to the pedestrian who suffered an apparent broken leg and was unconscious with what appeared to be severe head trauma, the sergeant said.He was taken to Palomar Medical Center for treatment, Johnston said. The SUV driver remained at the scene and speed or alcohol do not appear to be factors in the crash, he said. 964

WASHINGTON (AP) — A federal judge on Thursday halted a deportation in progress and threatened to hold Attorney General Jeff Sessions in contempt if the mother and daughter weren't returned to the U.S.U.S. District Judge Emmet G. Sullivan of Washington learned in court that the two plaintiffs in a lawsuit before him were being removed from the United States and confirmed later that they were on a plane headed to Central America. He said any delay in bringing them back would be intolerable. If they fail to comply, the judge said, Sessions, Homeland Security Secretary Kirstjen Nielsen and other senior Homeland Security officials would have to convince him not to hold them in contempt of court. The Department of Homeland Security was bringing the pair back to the United States on Thursday after the plane landed in El Salvador. The mother and daughter did not disembark in the Central American country."This is pretty outrageous," Sullivan said in court, according to The Washington Post. "That someone seeking justice in U.S. court is spirited away while her attorneys are arguing for justice for her?""I'm not happy about this at all," the judge said, according to the Post. "This is not acceptable."The woman — identified in court as Carmen — is a plaintiff in a lawsuit filed this week against the administration by the American Civil Liberties Union over efforts to prevent immigrants from seeking asylum because of domestic and gang violence in their home countries. The lawsuit asks the judge to invalidate Sessions' June 11 decision to restrict the kinds of cases that qualify for asylum. The judge imposed a halt Thursday on deporting Carmen, her daughter and six other plaintiffs. The Justice Department declined to comment on the judge's threat of contempt. 1780

WASHINGTON — The Supreme Court has upheld Trump administration rules allowing some employers to refuse to provide free contraceptive coverage on religious grounds. The high court on Wednesday said the Trump administration acted properly when it allowed more employers who cite a religious or moral objection to opt out of covering birth control. The Obama-era health law said most employers must cover birth control as a preventive service, at no charge to women, in their insurance plans. The government had estimated that the Trump administration rule changes would cause about 70,000 women, and at most 126,000 women, to lose contraception coverage in one year. 672

WASHINGTON (AP) — Federal officials are outlining new rules that will let operators fly small drones over people and at night. Most drones will need to be equipped with remote identification that can be tracked by law enforcement officials. The final rules announced Monday by the Federal Aviation Administration could boost the commercial use of drones, which has been slowed by regulatory hurdles. UPS, Amazon.com, and Google parent Alphabet are among many companies exploring the potential for making deliveries to consumers with drones.“These final rules carefully address safety, security and privacy concerns while advancing opportunities for innovation and utilization of drone technology,” said U.S. Secretary of Transportation Elaine L. Chao. The FAA issued the following three operational requirements:1. Operate a standard Remote ID drone that broadcasts identification and location information of the drone and control station;2. Operate a drone with a Remote ID broadcast module (may be a separate device attached to the drone), which broadcasts identification, location, and take-off information; or3. Operate a drone without Remote ID but at specific FAA-recognized identification areas.According to the FAA, the Remote ID will help mitigate risks associated with expanded drone operations, such as flights over people and at night, and both rules support technological and operational innovation and advancements. 1436

WASHINGTON — The vote to renominate President Donald Trump is set to be conducted in private later this month, without members of the news media present. A spokeswoman for the Republican National Convention cites the coronavirus for restricting press coverage from the Aug. 24 vote in Charlotte, North Carolina. Nominating conventions are traditionally meant to be media bonanzas, as political parties seek to leverage the attention the events draw to spread their message to as many voters as possible. If the GOP decision stands, it will mark the first party nominating convention in modern history to be closed to reporters. 635
