ORANGE COUNTY, Calif. (KGTV) -- Southern California is getting a new tool in the state's fight against wildfires. A new program, called Fire Integrated Real-Time Intelligence System launched September 1. The system uses a fixed-wing aircraft that can see through smoke using using infrared and radar sensors. The plane, according to the Orange County Fire Authority, provides real-time perimeter mapping and live, high definition video to support predictive spread modeling. “The State of California must shift strategies to address the constant crisis of wildfires – this is no longer a seasonal threat,” stated Assemblywoman Petrie-Norris. “I am proud to have partnered with the Orange County Fire Authority in securing .5 million in state funds for technology that will protect lives and property by giving first responders better, stronger tools to use against the threat of wildfires.”The UCSD WIFIRE wildfire spread modeling also projects where and how large the fire will before over a 6-hour time period. The model is built to adjust for successful suppression actions by fire crews. The pilot program is being made available in San Diego, Orange, Los Angeles, Riverside and Ventura Counties. 1211

ODESSA, Texas (KGSTV) - A man with San Diego ties who survived the Texas shooting rampage Saturday is recounting the moment he drove into the crosshairs.Daniel Munoz, 28, moved from San Diego to Texas a year ago to work in the oil industry. He was in his car on the way to meet a friend for a drink, when he yielded to a car coming off an interstate. He immediately saw what appeared to be a rifle barrel in the hands of a driver and the shooter, Seth Ator.Earlier, the shooting spree had started with a routine traffic stop, when Ator suddenly started shooting at officers. During the ensuing chase in the Odessa/Midland area, he shot at other drivers. One of those drivers was Munoz. After he saw the rifle barrel, he told the Associated Press, "This is my street instincts. When a car is approaching you and you see a gun of any type, just get down. Luckily I got down … sure enough, I hear the shots go off. He let off at least three shots on me."Munoz believes one shot hit the engine, another struck the driver's side window, and a third hit a rear window. Some shattered glass punctured his left shoulder, causing him to bleed heavily. As he made the frenzied drive to a hospital, the shooting rampage continued.The gunman would hijack a mail truck, before ramming police vehicles outside a theater, where police would shoot and kill him. In the end, Ator would kill seven and injure 22. As for Munoz, he says he's physically okay but shaken."I'm just trying to turn the corner and I got shot. I'm getting shot at? What's the world coming to? For real? OCEANSIDE, Calif. (KGTV) - A fire broke out Tuesday morning at Fire Station 3 in Oceanside when no first responders were inside to put it out. The flames broke out in a rear dorm room on the second floor adjacent to a furnace in the wall, said Oceanside Fire Department Battalion Chief Scott Stein. People driving by saw the fire at 3101 Oceanside Blvd. and reported it, said Stein. Twenty-seven firefighters from Carlsbad and other stations in Oceanside responded to the scene to put out the fire. The five Oceanside firefighters who were on duty with Station 3 were not available at the time the flames broke out. The second floor of the station was damaged by smoke and flames, Stein said. The first floor had minimal damage. “This is really a hit to the city because it’s centrally located,” Stein said. Although Stein did not have an estimate on when repairs would be completed, he said Fire Station 3 firefighters would be displaced at least a month. “We’re relocating them to other fire stations throughout the city,” said Stein. The investigation into the cause of the fire is being handled by the Vista Fire Department. 1136
