SAN DIEGO (KGTV) - One of the top brass at the San Diego Sheriff’s Department is facing an allegation of inappropriate conduct, Team 10 confirmed.A San Diego Sheriff’s spokesperson confirmed that Assistant Sheriff Rich Miller received a complaint and released this statement to Team 10:"The Department has received a complaint alleging inappropriate conduct by Mr. Miller. The San Diego County Sheriff's Department takes all allegations of misconduct very seriously.  As a result, an investigation is underway.  Mr. Miller is currently using accumulated leave time until his planned retirement date.  We cannot comment further based on the pending investigation." 686

SAN DIEGO (KGTV) - Parents at a charter school in Chollas View are sounding the alarm after learning the fate of their founder and current director is now uncertain.This past spring, Patricio Ramirez graduated from Gompers Preparatory Academy with a full scholarship to San Diego State University."My son is first generation. This is a dream come true," said his mother, Theressah Rodirugez.But Theressah and her husband Victor, who have another son in 9th grade, are suddenly worried for his future."I am heartbroken," said Victor Ramirez.He's heartbroken after learning San Diego Unified plans to end a unique agreement to loan out staff to the school, which began when the school was founded in 2004."It was one of the lowest performing schools in the district. Very violent campus and gang infected," said school alum and education advocate Ellen Nash.Nash says when the school made the switch to a charter school, the district agreed to loan out a handful of staff, including then principal Vincent Riveroll, along with college counselors and support staff."He changed the culture to a college-going campus," said Nash.Nash says Riveroll set high educational standards, recruited and trained teachers, and implemented tutoring, after-school and summer school programs.This past spring, nearly 100% of the school's senior class was college bound."In an underserved community, they have a star in that community," said Nash.She worries it will turn into a fallen star without the school district's longstanding support, and the presence of Riveroll.In a memo released by the school district, officials point out there is more legal liability in loaning out staff, as the district has ended these agreements district-wide, thus turning the schools into traditional charter schools.School district officials points out the school already reimburses the them for the staff members' salaries. SAN DIEGO (KGTV) -- Police are investigating after a 19-year-old was shot in Chicano Park Wednesday night. According to San Diego Police, the teen was walking with a group of men in the park just before 7 p.m. when an argument broke out and an unknown suspect pulled out a handgun. Several shots were fired at the 19-year-old, who was hit twice by the gunfire, police say. The victim ran away from the scene and was taken to the hospital by an acquaintance. He sustained non-life threatening injuries, police say. Both the victim and acquaintance were unable to provide any details about the shooting. SAN DIEGO (KGTV) -- Nearly 1,500 people throughout San Diego County are without power as winter storms sweep through the area. According to the San Diego Gas and Electric outage map, 1,494 people are without power due to an unplanned outage. Affected communities stretch from the South Bay into North and East County. SDG&E says it expects to have all power restored by 11 p.m. At this time, it’s unclear what caused the outages. Click here to view the outage map. Cooler weather, rain and thunderstorms are expected to continue through Thursday before tapering off. “Tropical moisture is building around the county from a storm surging from Baja. A cold system will bring colder air and heavier rainfall and possible flash flooding,” said 10News Meteorologist Angelica Campos. Rainfall accumulations are expected to average between .50 and 1.50 inches for the coast and valleys, 2 to 3 inches for the mountains and .10 to .25 inches for the deserts.
