SAN DIEGO (KGTV) - A man accused of sexually assaulting women at knife-point across San Diego will face trial. On Tuesday, Judge Maureen F. Hallahan bound over eight felony counts against 19-year-old Seth Roberts.Three of his alleged victims gave testimony on Tuesday, describing their encounters with him.The first was an 18-year-old woman who said she had dated Roberts for about two months last year. They had been living in Oklahoma but both decided to hitchhike to California in October. RELATED: Former pro skateboarder convicted of rape and murder granted paroleThe woman, whose name was not released, said they stayed in Los Angeles for a week before coming down to San Diego where they were staying in a tent at a campground. She told the judge Roberts forcibly raped her one morning, holding her hands above her head.“I was telling him it was wrong, saying it was rape,” she said. After, she said Roberts left to go to work and she called a Lyft car which drove her all the way to Arizona where she called police and reported the alleged rape. The second victim said she met Roberts while walking near the beach in Pacific Beach in November of 2018.“He seemed like a very nice person,” she said through an interpreter.RELATED: Police searching for additional victims in sex assault caseThe woman said she is from Brazil but had been living in Washington, DC working as an au pair for a family. She traveled with them to San Diego for vacation and bumped into Roberts on her day off.She said he began making small talk and told her his roommate had a Brazilian girlfriend. He convinced her to walk with him towards his apartment to meet her.But she said before they made it there, he directed her to an area on the side of a home and pulled out a knife. She told the court that Roberts put his hand down her pants and inserted his finger into her anus while holding a knife to her throat.“I thought of my family. I thought of my dreams, how much I wanted to come here,” she said. “I could have never imagined this would happen to me.”A third woman also testified, saying Roberts raped her in her home at knife-point after she refused his advances.Roberts is being held on ,000,000 bail. He is due back in court January 6th, 2020. 2242

SAN DIEGO (KGTV) — A San Diego hairstylist is suing Governor Gavin Newsom over closures of indoor salons. It comes even after a revised order that allows them to operate outside.Amy Mullins-Boychack doesn’t take just any client.“They might have to pace for 15 minutes before they can regulate their anxiety to get a hair cut,” she said. She’s been cutting hair for children with special needs at her salon “THAIRapy” for eight years. Under restrictions from the state, salons are only allowed to operate outdoors. She says that’s not an option with her clients.“I have clients that don’t have impulse control,” said Mullins-Boychack. “They don’t have the ability to just sit anywhere and get a hair cut.”So she joined a lawsuit filed against the governor in March. The plaintiff, JD Bols, is a landlord to several churches and beauty salons in San Diego. The lawsuit also names Mayor Kevin Faulconer, Sheriff Bill Gore, and the County Board of Supervisors as defendants. It claims the pandemic-related restrictions violate civil rights and have financially crippled businesses deemed non-essential.“This isn’t about vanity," says Mullins-Boychack. “This is a life skill for them, this is routine, this is repetition, this is part of their livelihood, part of their social skills.”In addition to the lawsuit, she’s working to get an exemption from the governor to continue her business indoors. 1398

SAN DIEGO (KGTV) - A local dreamer is fighting for a chance to see his dying grandfather in Mexico.Luis Tinoco, who was brought to the United States in 1989 when he was five-years-old, received protective status under DACA, the Deferred Action for Childhood Arrivals program enacted during the Obama Administration. In the past, DACA recipients have been allowed to travel to their country of origin during emergencies if they obtained an “advanced parole” permit from U.S. Citizenship and Immigration Services. On Thursday, Tinoco and his lawyer submitted an application at the UCIS office in Downtown San Diego. But they said it was denied.Tinoco can still apply by mail but he predicts it could be months before he gets a response.“There’s a high chance it might get accepted, but meanwhile, I don’t know what’s going to happen to my grandpa,” he said.Tinoco says he hasn’t seen his grandpa since he was five. All his other grandparents have passed away. 968

SAN DIEGO (KGTV) - A heat wave expected to bring record high temperatures to San Diego County this weekend will also bring a double whammy of wildfire danger and energy concerns to the area."We ramp up. We get ready," said Cal Fire Capt. Kendal Bortisser. "We'll have extra engines in place and extra personnel on duty."Cal Fire is already stretched thin, as they continue to help with wildfire efforts across the state. Already in 2020 there have been around 7,400 fires with 1.8 million acres burned so far.Last year at the same time, California had only seen 4,500 fires, burning 63,000 acres.Bortisser said prolonged drought created excess fuel."We're starting to see fires get into those areas where dead trees are, and we're seeing these huge fires burning throughout the state,” Bortisser said. There haven't been any major fires in San Diego County this year. Bortisser said people in San Diego can help lower the fire risk this weekend by putting off any activities that could create sparks."We want you do the right thing, but we want you do the right thing at the right time," said Bortisser. "This weekend is not the time to be out there with the power tools trying to clear weeds, chainsaws and things like that."Bortisser added that there is still some time Friday to clear defensible space around your home, so firefighters can protect it if a wildfire starts.Meanwhile, San Diego Gas & Electric is preparing for the surge of energy demand that comes with high temperatures. The California Independent Systems Operator (CAISO), which manages the state's electric grid, issued a Flex Alert for the weekend. They're telling people to avoid heavy energy usage between 3 p.m. and 9 p.m. from Friday through Monday.SDG&E officials say that means San Diegans should not run major appliances like dishwashers or laundry machines during those hours. They also suggest setting air conditioners to 78 degrees to conserve energy."We are staying in very close touch with CAISO," said SDG&E spokesperson Helen Gao. "We're monitoring the weather and grid conditions, so we are ready to respond."At CAISO's command, SDG&E did temporary blackouts for some customers in August during the last heat wave. It was the first time in 20 years that CAISO implemented statewide rolling blackouts. If that needs to happen again this weekend, SDG&E says they'll spread the blackouts across the county so no one area is affected more than another."We'll go by group," said Gao. "You go through the first group, move to the second group, and after you've exhausted the entire list you go back to the top." 2617
