SAN DIEGO (KGTV) - The City of San Diego released Friday body-worn camera video and hundreds of pages of documents related to a 2018 officer-involved shooting. Raul Rivera was shot and killed by police on Hollister Street and Tocayo Avenue in May 2018 after police say he came at them with a knife. The new documents show police collected 28 9mm cartridge casings, nine bean bag cartridge casings, and four Taser cartridges from the scene. At one point, the video shows police tasing Rivera. He appears to rip off the barbs and continued to struggle. After several minutes, the violent scene comes to an end when police shoot and kill Rivera. They say he charged them with a knife. The San Diego County District Attorney's office did not bring charges against any of the three officers who fired.The report noted, "law enforcement officers were confronted by an agitated subject who was armed with a knife and was under the influence of narcotics. Mr. Rivera urged officers to shoot him as he advanced toward them."  At the time of the shooting, family members told 10News Rivera was in a bad mental state and wished the police had helped him, not hurt him. On Friday Rivera's sister told Team 10 investigator Adam Racusin she was too shaken to talk about the loss of her brother. She would only say that she loves him and is disappointed in the way police have handled things to this point.  1495

SAN DIEGO (KGTV) -- The co-founder and CEO of the Super Dentists said that during the current COVID-19 pandemic, patients have been hesitant to get dental work done."The American Dental Association did a survey, and about 75 to 80 percent of the patients across the country feel comfortable about going back to the dentist. SAN DIEGO (KGTV) -- The Historic Balboa Theatre will be celebrating a milestone Monday night. The famed venue will host a party in honor of its 95th birthday. The celebration will pay special tribute to the USO in a performance produced by Ric Henry, a San Diego song-and-dance sensation. The musical review will depict the musical history of the USO from the 1940s to the present. SAN DIEGO (KGTV) -- The names Linda and Charles Van Kessler might have sounded new, but their efforts were anything but."I started the charity in 1978 and I had to work very hard through jobs when I came here to California," Charles Van Kessler said.Charles was an orphan at a young age in Europe when he arrived to the states and met his wife, Linda."I just felt I needed to do something and it's been phenomenal since," Charles described. "We want to help children that don't have it as easy and are bearing burdens that are too much for their age."That's when the couple created Passion4Kids, a non-profit that helped handicapped, abused and neglected children."We bring toys we bring games we pray with them, we play with them. We do just a lot of stuff to make these kids happier."They felt the effects of COVID-19 like many other organizations.
