Watch streaming video in the player below:SAN DIEGO (KGTV) -- The journey has come to an end for hundreds of migrants seeking asylum in the U.S.A large caravan arrived in Tijuana within the last week and have waited until Sunday to cross the border into San Diego.Late Sunday afternoon, members of the caravan plan to turn themselves in to customs agents seeking asylum.Most of the roughly 400 migrants in the caravan are women and children who have been staying in shelters, seeking legal counsel before trying to cross the border.Border patrol agents released a statement Saturday saying several groups associated with the caravan have been illegally climbing a scrap metal border fence.The statement warned anyone with the caravan to “think before you act.” The Secretary of Homeland Security also said in a statement earlier this week that anyone seeking asylum “may be detained while their claims are adjudicated.”Protesters say the group is taking advantage of U.S. immigration laws. A group called San Diegans for Secure Borders plans to protest at Friendship Park.They say the migrants are unwelcome and that their claims for asylum are false. 1207

A proposed state fund would pay rent for people on the brink of eviction to help them avoid homelessness.The 0 million fund is a key part of Gov. Gavin Newsom's budget proposal to address the state's homeless crisis. The fund, called the California Access to Housing and Services fund, could also be used to support the creation of more housing units and help stabilize board and care housing facilities. Newsom is proposing a .4 billion plan as part of his annual budget. Of that, 5 million would go to investments in Medi-Cal. The proposal also calls for the state using its own excess land for the site of new shelters. That includes open space near freeways, decommissioned hospitals and fairgrounds. The Del Mar Fairgrounds board has held preliminary discussions adding housing on the property. In San Diego County, excess property locations are also in downtown, El Cajon and Oceanside. An additional location deemed excess has instead been assigned to serve as a shelter for migrants seeking asylum. Jewish Family Service will operate the facility, and has requested the location not be disclosed due to security reasons. A massive redevelopment plan that would add a hotel and convention center to Chula Vista's bayfront cleared its last major hurdle Tuesday. The Port of San Diego board of directors unanimously approved the plan, which would add a 1,600 room hotel a 400,000 square-foot convention center along the shores of Bayside Park. The project has been in the works for more than a decade, but developer RIDA can now pull permits for the .1 billion project. "It's transformational," said port commissioner Ann Moore, noting the project would add retail, restaurants, park space and create 7,000 permanent jobs. "The revenues that this project generates will actually be used to pay for the project."Chula Vista residents at Bayside Park expressed concern Tuesday that the traffic would be overwhelming. "I think that Chula Vista is already kind of crowded so I don't know if that's the best thing to have people coming into the city," said resident Sherry Hunter. Ed Conroy, who walks in the park daily, said he expected an onslaught of traffic but that the extra crowds could benefit local businesses."It looks like they're growing," he said. A massive cloud of Sahara Desert dust is blanketing the Caribbean as it heads toward the U.S. with a size and concentration that experts say hasn’t been seen in half a century. The thick dust cloud, known as the Saharan Air Layer, is making a 5,000 mile trip from the northern Africa desert to North and Central America along the east to west Trade Winds along the equator. The Saharan Air Layer is between 5,000 and 20,000 feet above the Earth's surface, and dust plumes travel over the Atlantic Ocean several times a year between spring and fall. This year's dust plume is thicker than normal, the concentration of particles in Puerto Rico are the highest in decades.
