BEIJING, Dec. 21 (Xinhua) -- Chinese President Hu Jintao has called on the country's enterprises to recruit more talents and strengthen research and innovation in order to facilitate the transition from "made in China" to "created in China."     Hu made the remarks during a two-day inspection to Zhuhai, a coastal city in China's southern economic hub of Guangdong Province, from Sunday to Monday. TAICHUNG, Dec. 22 (Xinhua) -- Negotiators of the Chinese mainland and Taiwan ended a new round of talks Tuesday as the two sides agreed to cooperate in farm produce quarantine and cross-Strait employment of fishermen, as well as to deal with different product quality standards.     In an evening banquet held by the mainland's Association for Relations Across the Taiwan Straits (ARATS) Tuesday, ARATS president Chen Yunlin expressed his gratitude to the Straits Exchange Foundation (SEF) and to those in Taiwan who had contributed to the ARATS-SEF meeting.     The fruitful meetings between the two organizations were made possible by both sides across the Taiwan Strait, Chen said.     He said the two sides should continue to contribute to the peaceful development of the cross-Strait ties despite all difficulties. "The only way to measure our efforts is whether the agreements really benefit people across the Taiwan Strait."     In the previous three rounds of talks since June 2008, the two sides reached nine agreements concerning transport, trade, tourism, cooperation in finance and fighting crime among other issues.     "We have done many things in the past one and half years that should have been done long before. We will work with our Taiwan counterparts to make sure the agreements are implemented and to close loopholes in them." Chen said.     Chiang Pin-kun said Taiwan and mainland must jointly tackle economic challenges, and the establishment of a cross-Strait economic framework should not be delayed.     He called on both sides to contribute to economic prosperity and development as well as long-term peace and stability.     The agreements reached at previous meetings between SEF and ARATS had brought substantial benefits for the normalization of cross-Strait communication and benefited people on both sides, he said.     However, there was room for improvement and both sides needed to carry out further negotiations, he said.     He called for both sides across the Taiwan Strait to continue efforts to push for the development of systematic talks and promote cross-Strait communication and cooperation.     The ARATS and SEF are expected to discuss future negotiations on the Economic Cooperation Framework Agreement (ECFA), although talks on the agreement were not on the agenda of this meeting.     The two sides reached a basic consensus on avoiding double taxation and strengthening taxation cooperation in a preparatory meeting Monday afternoon. BEIJING, Dec. 2 (Xinhua) -- Chinese vice premier Li Keqiang has called for efforts to build the South-to-North Water Diversion Project into a water-efficient and environment-friendly project.     Li made the remarks at a meeting held by the State Council on Tuesday, saying the government should stick to policies regarding resource-conservation and environment-protection in the construction work.     Li ordered relevant departments to intensify their efforts on pollution control and eco-environment protection in both the water source area and areas along the project in the course of construction.     Li, who is also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, stressed that a good job on the resettlement of residents is essential.     Addressing the meeting, vice premier Hui Liangyu ordered attaching great importance to quality and safety, strengthening pollution treatment and properly resettling local residents.     Launched in 2002, the South-to-North Water Diversion Project, consisting of eastern, middle and western routes, is designed to divert water from the water-rich south of the country, mainly the Yangtze River, to the dry north.     By the end of October, the government has invested 34 billion yuan (or 4.98 billion U.S. dollars) in the eastern and middle routes, and part of the project has contributed to alleviate the water strain in Beijing.

SEOUL, Dec. 17 (Xinhua) -- Chinese Vice President Xi Jinping put forward a four-point plan to cement China-South Korea ties when he met South Korean Prime Minister Chung Un Chan here on Thursday.     Xi said China and the South Korea were neighbors and the relationship had been promoted since they established diplomatic ties in 1992. The exchanges of the visits by the two heads of states last year upgraded the relations to strategic and cooperative partnership, which benefited both countries and helped promote regional peace, stability and prosperity.     Xi's proposal to foster the Sino-ROK relationship was:     -- To enhance high-level contact and political trust:     The two countries should also increase exchanges between the governments, parliaments and parties.
