[Agencies]The municipality's mobile population reached 5.4 million in October, accounting for nearly 30 percent of the total, the commission's deputy director Li Yunli said.More than 80 percent of the capital's mobile population belongs to the China-unique category of rural migrant workers, Li told a conference on population in Beijing on Monday. The remainder is mostly made up of people visiting for less than a month.She added that migrant workers would comprise the vast majority of both the capital's and the nation's mobile population for a long time to come. Currently, the national mobile population stands at 150 million.The most recent influx of migrant workers boosted the capital's population to about 17.4 million by October, signaling Beijing's population would likely exceed its threshold of 18 million earlier than previous forecasts, Li said.The total population would continue to grow in Beijing over the next five or 10 years, Li said, and "that would further strain scarce resources, including land, water and energy".Previous research has suggested that accommodating more than 14 million residents would exceed Beijing's food- and water-supply capacities.More than 130,000 people were born in Beijing in 2007 as of October, and more than one-third of them were born to migrant families, Li said. And according to her, there would be even more births next year.This year, most of the capital's unplanned births were to migrant families, Li said."Family planning among migrant workers is crucial to China's overall family planning, and the construction of a new socialist countryside and a harmonious society," deputy director of the State Population and Family Planning Commission Wang Guoqing was quoted as saying by Xinhua news agency earlier.In addition, most of the migrant workers in Beijing work labor-intensive jobs in fields such as manufacturing, home furnishing, catering, cleaning and domestic services.Most migrant workers received little education, with 60 percent of them dropping out after junior middle school mainly because of financial problems, Li explained.More than half of them earn less than 1,200 yuan (0) per month and live in poorly equipped rental rooms, Li added.Researcher with China Foundation for International and Strategic Studies Qin Xiaoying said that if migrant workers remain economically and socially marginalized, mental anguish could flourish among the demographic and threaten social stability.The commission urged governments at all levels to improve public services for the migrant population, protect their legal rights and interests, and reduce discrimination against them.

BEIJING -- Chinese Foreign Minister Yang Jiechi on Thursday night urged all concerned parties to resume the Iranian nuclear talks as soon as possible."The Iranian nuclear issue is now at a crucial moment. China hopes all concerned parties, including Iran, make joint efforts to resume negotiations as soon as possible in a bid to promote the comprehensive and proper settlement of this issue," Yang told Iranian chief nuclear negotiator Saeed Jalili in their talks in Beijing.Yang reiterated China's consistent position on the Iranian nuclear issue, saying China has always advocated a peaceful solution to the issue through diplomatic negotiations, supported the international non-proliferation system, safeguarded regional peace and stability and made continuous efforts in this regard. Jalili said Iran's nuclear plan is completely of a peaceful nature. He added Iran appreciates China's position of a peaceful solution and the country is ready to strengthen cooperation with the International Atomic Energy Agency (IAEA) and resolve the issue through negotiations.The two sides also exchanged views on bilateral ties. Yang said China is satisfied with the continuous progress of bilateral exchanges and cooperation in various fields in recent years and hopes both sides make joint efforts to make greater progress in the friendly and cooperative ties between the two countries.Jalili said Iran and China have a friendly relationship and share a good basis of cooperation. China has delivered the first shipment of 50,000 tons of heavy oil aid it had pledged to the Democratic People's Republic of Korea (DPRK) and the rest is being sourced, said Chinese foreign ministry spokeswoman Jiang Yu on Tuesday.The first shipment of heavy fuel oil from China arrived in the Nampo port of DPRK on September 16, said Jiang at a regular press conference.The DPRK, under a joint document issued at the six-party talks on February 13, should declare all nuclear programs and disable all existing nuclear facilities in exchange for a total of 1 million tons of heavy fuel oil or equivalent aid, with the initial shipment of 50,000 tons.The Republic of Korea (ROK) delivered 6,200 tons on July 15, sooner after which the DPRK announced its shutdown of the Yongbyon reactor, a widely regarded substantial step, after a 10-member team of U.N. inspectors arrived in the capital Pyongyang to verify and monitor the reactor sealing.Top negotiators to the six party talks from host China, the DPRK, United States, the ROK, Russia and Japan, agreed in July to provide the DPRK with economic, energy and humanitarian assistance up to the equivalent of 950,000 tons of heavy fuel oil.Envoys also agreed to meet here in early September to compile a road map for implementing the second phase of DPRK's denuclearization process which is to declare all of its nuclear programs and disable all of its existing nuclear facilities."We consider it necessary for the six parties to reconvene at a proper time. Date for next-phase nuclear talks should be decided by all parties concerned," Jiang said."China is consulting with the relevant parties on the dates for the next phase of six party talks," Jiang added.The DPRK Vice Foreign Minister in charge of Chinese and Asian affairs Kim Yong Il reportedly arrived in Beijing on Tuesday morning.In response to a request to confirm the DPRK vice foreign minister's China visit, Jiang said Kim's visit was "according to exchange plans between Chinese and the DPRK foreign ministries".Chinese foreign minister Yang Jiechi and his deputy Wu Dawei will meet him. Beside Beijing Kim will also visit other Chinese cities, Jiang said.

BEIJING -- China's education officials are joining with employment authorities to mount investigations into reports of agencies and individuals who lure minors to work, said the Ministry of Education on Thursday."We have received reports that some agencies and individuals lured minors to work on the pretense of introducing them to part-time jobs or internships," said the ministry in a circular.Education authorities across the country will join with officials who have law enforcement powers in labor departments and commerce and industry administrations to intensify supervision and management to stop illegal employment of minors by agencies and individuals, it said.The ministry asked its local branches and all schools to be aware and report illegal employment to the authorities.Chinese law bans minors under the age of 16 from working and those between 16 and 18 must be given easier and safer work than adult workers.Employers who violate the law can be fined and, if the crime is serious, their business licenses will be withdrawn.In June, private brick kilns in north China's Shanxi Province were found abusing workers, many of whom were underage, in a forced labor scandal.A total of 95 officials in the province have been punished in the wake of the forced labor scandal.The ministry also warned vocational schools not to violate regulations on internships, which ban students from interning during their first year.Most vocational schools in China take in students who finish three years in secondary school, but do not go to high school.In 2004, a private vocational school in southeast China's Jiangxi Province was caught luring first-year students to work full-time in an electronic hardware factory during their summer vacation by promising free tuition.

Online computer games and their related services topped the complaint list of Chinese consumers last year, followed by telecom services and mobile phones respectively, the China Electronic Chamber of Commerce (CECC) said here on Saturday.     The website www.315ts.net, which falls under the CECC, received 55,817 complaints in 2007, up 23.2 percent year on year. In total,24,634 cases were related to online products and included online sales fraud, website ID information theft and online games complaints.     The chamber said complaints about refrigerators surged 114.37 percent year on year to 761 cases, the highest annual growth rate among grievances of all electronic product items.     More than 60 companies, including LG, TCL, Haier, Fuji and Canon, were rated as outstanding enterprises in dealing with customer complaints, according to the body.     The CECC also named and shamed 40 companies that did a poor job in handling customer complaints last year. These included industry and retail sales giants such as Philips, Carrefour, Shinco and Hitachi.
