SAN DIEGO (KGTV) -- Some San Diegans are pushing back against the county’s order to wear face coverings in public.The face coverings requirement in San Diego County -- prompted by the COVID-19 pandemic -- has been in effect since early May, but in other California counties, rules are starting to change.Last week, Orange County officials decided to roll back their mandate and only “strongly recommended” that masks be worn in public settings.Riverside and San Bernardino counties have also relaxed their respective mask mandates.“It's a hard thing to draw the lines. There’s human nature, there’s a concern about such a ramp-up of state enforcement of things,” said University of St. Thomas Law School Professor Robert Kahn.Kahn, an expert in mask law and history, said one of the biggest issues is people are not used to taking orders from health officials.That feeling is evident in social media postings on pages like Reopen San Diego on Facebook, where there is a growing push to rescind San Diego’s mask mandate.Many health officials still agree that face coverings can block transmission of the respiratory droplets released by people when breathing or talking.During a Monday press briefing, San Diego County Public Health Officer Wilma Wooten said, “Every jurisdiction is different, but San Diego will continue mandatory face coverings.”Kahn said no matter what rules or laws government might put in place, people will ultimately have to abide by what businesses want their customers to do.“Businesses will make their decision; private business, free enterprise understands this,” he said.Orange County’s public health officer resigned rather than remove the county’s mask order. SAN DIEGO (KGTV) - San Diego Unified School District is moving forward with plans to build a new elementary school in the Civita neighborhood of Mission Valley.In May, the District approved a plan to purchase land from Civita developer Sudberry Properties. Now, SDUSD has plans ready for a 2-story, 24 classroom campus, full of modern amenities. It will be able to hold 5-600 students."With new development in the area, we expect new families to come in. Those families are going to need an elementary school to attend," says District Facilities Communications Supervisor Samer Naji."Right now if you live in Mission Valley and have a young kid, you gotta drive out of Mission Valley to get them to school and get them from school. So a local school for those families is absolutely necessary," Naji adds.Sudberry has plans to build 5,000 new homes in the neighborhood. That, combined with other development on the north side of Mission Valley, is expected to bring a population boom. The District says they're trying to be ahead of the curve when it comes to having a school ready to serve the area.The new school will be on the corner of Civita Boulevard and Via Alta, just west of the new Civita Park. Right now, the land is occupied by a small grassy area and a dog park."The idea was to locate the school in a central location for the community that was really kind of civic heart or the social hub of the community," says Sudberry VP Marco Sessa. "We tried to create an environment here where really you can live, play, and work. A school is a big component of that."People who live in Civita say they're excited about the news, but also want to make sure it lives up to high academic standards."It's all about the level of education," says Russell Pontone. "It's one thing to build a beautiful building. But are you going to have the best teachers there? What kind of programs and resources are actually going to be available?"The District has not said how much it will cost to build the new school. Money from Proposition Z and local development impact fees will pay for the construction. The District plans to begin building in the spring of 2020 and have the school ready to open in the fall of 2022. 2219

SAN DIEGO (KGTV) - San Diego Police searched Tuesday for the man who may have groped several women in the South Bay.The most recent encounter happened Sunday at 7:30 p.m. as the woman was walking on Iris Ave. and Oro Vista Rd. in Nestor, police said.A man walking the opposite direction grabbed the woman’s breast, then ran away.The woman wasn’t hurt and told police the man didn’t appear to have a weapon.Police said the man was Hispanic, in his early 20’s, 5’6” tall with a heavy build. He was wearing a gray hooded sweatshirt with the hood up, black athletic shorts, and black shoes.The man may be responsible for two similar attacks in the same area, said officers.The first incident happened October 30 at 7:30 pm. and the second was January 17 at 9:30 p.m., both on Oro Vista Rd. near the I-5 and 905 interchange.Anyone with information is asked to call the San Diego Police Department at 619-531-2000. 916

  

SAN DIEGO (KGTV) – San Diego’s unemployment rate is near historic lows, but plenty of people are still out of work. 10News is exploring ways to help you improve your competitive edge in the job market. “I freelance, and I have a part-time job that has been helping me get through,” said Katie Orchard, who has been looking for full-time work for the past four months. Orchard is in search of stability, but in a competitive job market, that search becomes more difficult. I think showing that at the top of their resume is really going to highlight and give you those extra buzzwords,” said Barara. Another way to make your resume stand out is including or obtaining certificates in your specific field of interest. According to Dana Ellison, a senior recruiter, a common mistake job seekers make is not applying for the right job.“I say titles are a little nebulous. If you see a job and say hey this describes all the skill sets I do, but it’s not how I’m marketing myself, that would be a great way to start,” said Ellison. Ellison also suggests job seekers ditch the fluff words to make room for things that matter. “If someone says they are a good communicator, a team player, a fast learner, those are things literally everyone says, so those things can be left off,” said Ellison.
