SAN DIEGO (KGTV) - The City of San Diego Public Utilities department has spend almost 8 million since 2013 to repair and replace 116 miles of water transmission and distribution pipes as part of a program to upgrade it's aging water system, according to documents given to 10News.Most of those repairs (72 miles) were on cast iron pipes, the oldest ones in the system."We have more than 3,000 miles of pipeline," said department spokesperson Brent Eidson, "To do it properly, we're probably always going to be replacing pipes."The project began in 2007 with a rate increase to pay for the work. As older pipes have been replaced, city officials say the number of water main breaks has decreased.The Public Utilities Department gave 10News the following numbers about the amount of breaks over the past 6 years:2012: 1022013: 952014: 742015: 632016: 852017: 66 (as of October 20)"We know we're not going to stop every break," said Eidson. "But if you look at our track record and our pace of replacement, we've seen a significant decline in the number of breaks that we've had."The project replaces aging pipes made out of cast iron or concrete with new PVC pipes. Eidson said that's the industry standard and they have a life expectancy of 50-75 years. He says economics and budgeting led to delays in the older pipes not being replaced sooner.That changed when the rate increase was approved. Now the goal is to replace 30 miles per year.The city says its water system extends over 400 square miles and moves approximately 172 million gallons per day. It includes 49 water pump stations, 29 treated water storage facilities, three water treatment plants and more than 3,300 miles of pipelines.Through the replacement project, the department hopes to have all of the cast iron distribution lines (6-12 inches) replaced by 2018-19. Their goal for the larger cast iron transmission mains (16 inches or bigger) should be finished by 2023.Right now, they say there are still about 46 miles of cast iron pipes in the system, some of them almost 100 years old.Once the cast iron lines are replaced, they'll shift the focus to the older concrete lines."I look at it like painting the Golden Gate Bridge," said Eidson. Peck's back yard from a canyon. "The full mask is the scary part. Notice he has gloves," said Peck.In the video, the burglar discovers an unlocked door and enters a bedroom. More than 10 minutes later, he emerges with a briefcase. He drops it off before heading back inside. Not long after, the cameras show Peck wheeling in the trash can near the front of the home after returning home from running errands. At the same time, the intruder — likely hearing Peck return — bails out of the house through the back entrance. A flash of a knife seen in his hand."I walk in and see a mess ... Oh my God. SAN DIEGO (KGTV) — The Camp Pendleton Marine accused of trying to smuggle migrants through the San Ysidro Port of Entry this month has been identified.Bryan Oneal Newell Jr. was arrested Dec. 2 by U.S. Customs and Border Protection personnel at the San Ysidro Port of Entry, according to Camp Pendleton. Newell is accused of trying to bring undocumented immigrants into the U.S.Newell, a junior-enlisted Marine, was being held in civilian custody while CBP and the Naval Criminal Investigative Service investigated.RELATED: Marine accused of trying to smuggle immigrants through San Ysidro Port of EntryCamp Pendleton said Newell was not part of military personnel sent to the border to assist personnel with border operations.Newell is the most recent Marine from Camp Pendleton to be charged in an immigration scandal. In July, 23 Marines were detained over human trafficking, drug distribution, and weapons charges, according to the base.Of those 1st Marine Division Marines, six have pleaded guilty at court martial appearances while 13 have approved agreements to leave the Marines rather than go through court martials or waiving separation board processes. SAN DIEGO (KGTV) -- The man accused of killing his wife in their City Heights apartment appeared in court Tuesday. Bail was set at million at the arraignment for Abdiaziz Kerow, 45, who was arrested in Panama on March 20 and extradited to San Diego.Kerow is accused of killing his 36-year-old wife, Muna Salad Kuri. Kuri’s sister found the victim’s body in a bed in the couple’s home on the 4000 block of Van Dyke Avenue on March 4. Hundreds of Kuri's family members as well as members of the community attended the arraignment. So many people showed up, the courtroom was unable to accommodate the crowd. The victim's sister, Amiina Salad said her sister was "sweet, humble, she's funny. She's always there for you, no matter what happens, she's there."Salad also had a message for Kerow. "My sister is in heaven. You're going to rot in here and you're going to rot in hellfire.''Somali community leader says this is the first time domestic violence death that has affected a Somali woman in their San Diego community. SAN DIEGO (KGTV) - Students in the San Diego Continuing Education welding class have found their own unique way to honor the legacy of Dr. Martin Luther King Jr.They're building a scale replica of the Liberty Bell to enter as a float in this year's MLK Day Parade."The parade theme, every year, is Let Freedom Ring," says instructor Mike Bradbury. "So you have to come up with something that revolves around Let Freedom Ring."Recreating the Liberty Bell seemed like a natural fit, as it echos Dr. King's call for liberty and freedom."We talked about what that means to all Americans, not just a certain race," says Bradbury. "So they get to learn a lot of different aspects of what the man, Martin Luther King, stood for."They also learn about project management from a welding perspective. Students say it was a good way to break up the tedium of every day classes."This is a real world project," says second semester student Josh Zazueta. "We have a deadline. We have a budget.""With regular welding, there is problem solving," says student Donasia Brown. "But with this, it's about encountering issues and all of us saying how we're going to solve this together."The bell itself is quite an undertaking. It required more than 10,000 welding notches and about a mile of wiring to build.
