SAN DIEGO (KGTV) — San Diego's shifting real-estate market could mean new opportunities for entry-level home buyers.A new study from realestate.com says the rate of appreciation for homes at the lower third of the price range are appreciating at 2.2 percent annually. That's a large drop off from the 10.4 percent price growth those homes saw from 2017 to 2018. “Those homes, priced in the bottom third of the market, have been appreciating the fastest and have seen the least inventory in recent years and price cuts are becoming more common as the balance between buyers and sellers is trending toward evening out," said Skylar Olsen, director of economic research for Zillow Group, which owns realestate.com "That’s not a huge surprise, as annual home-value appreciation has been well above historic norms for some time, and was due to slow back toward normal.”The typical entry level home in San Diego County is now worth 4,500. That's still a hefty price for San Diego renters who are paying an average of about ,000 a month and struggling to save for a down payment. Still, down payment assistance programs are available through the County and San Diego Housing Commission. Additionally, potential buyers can qualify for an F.H.A. loan with as little as 3.5 percent down. And Veterans can buy homes with nothing down through a V.A. loan. Carlos Espinoza and his wife Esther are buying a two-bedroom condo in Rancho Penasquitos for 9,000, the full asking price. They put 12 percent down, which they accumulated by increasing contributions to Carlos's 401(K), then borrowing from that fund. "Save as much as you can, even though sometimes you may feel like it's not enough," Carlos said. "The American Dream is alive again."Rich Kushner, a realtor with Burke Real Estate Consultants, said the most important thing an entry level buyer can do is get pre-approved for a loan. That will cause a seller to take an offer more seriously."Everything's negotiable when you write a contract, but you're going to have a stronger offer if you have a pre-approval letter," Kushner said. Realestate.com says inventory of entry level homes is up 21 percent annually in San Diego. Still, challenges remain. SAN DIEGO (KGTV) — San Diego's Maritime Museum is giving families the chance to spend the night on the seas — but stay in San Diego.The museum's "Family Overnight" program offers a stay aboard the Star of India, the oldest active sailing ship in the world. Families will embark on imaginary voyage learning about the lives and times of the India's passengers in the 19th century.Instructors will be in character and in costume, as they teach various ship-centric tasks like moving cargo and raising sails. SAN DIEGO (KGTV) - Southcrest neighbors banned together to file a lawsuit against the City of San Diego, claiming a city park was not designed to properly drain and therefore floods the neighborhood each time it rains.Last December was the breaking point for neighbors near Southcrest Trails Park, at S. 37th Street and a dirt road behind houses situated on Beta Street. They say feet of water flooded into their homes."This actually becomes a sinkhole, this area," said Greg Montoya, who is leading the charge with his hefty binder full of decades of documentation of the problem. Montoya has pictures of his white pickup truck sunken rims-deep into his yard due to saturation.The lawsuit describes it as "a 66-acre, 1.2-mile corridor in the Southcrest neighborhood of San Diego to construct Highway 252, which would connect Interstate 805 and lnterstates 5 and 15."The project never materialized, Montoya says, because St. Jude, thinking of the school, put up a fight."So then the City of San Diego put dirt berms in to keep people from driving back here, to keep people from throwing trash back here, because it became a dump," Montoya said. The park took shape in 2003, according to the lawsuit.Montoya and other neighbors say there was not enough drainage put in, sending water running down the five-foot berm every time it rains.A storm in December 2018 left many stranded, including Ricky Vasquez, who was trying to pick up his one-year-old son."Other cars were stuck in the middle of the street because the water was so high," said Vasquez.Neighbor Pastor Nicolas Martinez said his home flooded, ultimately costing ,000.Montoya was fed up."San Diego's America's Finest City for some but not for all because I've got documentation for over 30 years for asking for help for this situation that they've created and I'm just ignored," said Montoya.He went to attorney Evan Walker, who said his team found one of the two storm drains at the park "is not connected to any sort of system despite the city's own plans to connect them to the system."Montoya hopes the lawsuit causes the city to step up.10News reached out to the City of San Diego who said they could not comment on ongoing litigation. 2211

SAN DIEGO (KGTV) - San Diego Police said a mother was drunk and driving her children when she crashed going the wrong way on a Rancho Bernardo street Monday morning.The crash happened about 4:30 a.m. on Camino del Norte, just west of Interstate 15. The woman drove her Chevy SUV east in the westbound lanes of the road, hitting a man in a Jeep Liberty.Officers told 10News the mother, who is in her 30s, had her 8-year-old child in the backseat with her 2-year-old child in a car seat. An infant was also in the car, unrestrained.RELATED: Check traffic conditionsThe infant was taken to Rady Children’s hospital with major injuries. The other children had minor injuries and were rushed to Palomar Hospital.The mother, who had minor injuries, was also taken to Palomar Hospital, along with the male driver of the Jeep. SAN DIEGO (KGTV) - Since the deadly shooting in Parkland, Florida last month, the San Diego County District Attorney's office has seen 19 cases of local school threats.Nine juveniles so far have been charged criminally, according to District Attorney Summer Stephan."We can't assume that the threat is a joke," Stephan said.Stephan said that even though there is not an intent to carry out a school shooting, the person behind a social media threat could face a felony charge if they determine there is an intent to cause fear.Students could receive consequences ranging from custody time, community service, additional mental health services, restorative justice, or access to social media taken away ordered by a judge.San Diego County school threat timeline:"When they hear the judge mention taking their social media away, you can see their faces change over that," Stephan said. "It's important that parents and [the] community really talk to their kids."Stephan said investigators look at a number of factors when determining which cases rise to the level of charges."We have to look at do they have access to weapons? Have they acquired weapons recently? Have they visited websites that indicate a fascination with school shootings and violence?" Stephan said.Of the 19 cases, Stephan said eight cases "did not rise to the level" of criminal charges. However, she said they will work with the minor and the family to prevent a similar situation in the future. A couple of the other cases are still under investigation. 1533
