Airlines are prohibited from banning specific breeds of dogs on board flights as service or emotional support animals, the US Transportation Department said Thursday, amid controversy over safety and passengers abusing the policies for emotional support animals.The guidelines outlined by department officials appear to invalidate a recently-announced Delta Air Lines policy barring "pit bull type dogs" from traveling as service or emotional support animals.Airlines are allowed a case-by-case determination of whether an animal is safe to travel, and airlines can also require people traveling with emotional support animals to check in at the airport lobby, rather than online, to allow an airline official to review the animal."The airline does have the authority to do an individualized assessment of any dog, every breed of dog, and if any dog -- no matter the breed -- is determined to pose, or deemed to pose a risk to the health or safety of other passengers, the airline is free to deny boarding," a department official, who spoke on the condition of anonymity, told reporters on a conference call explaining the change.The Transportation Department is developing new long-term rules for passengers with service animals.The department will not seek to invalidate any airline policies prohibiting animals other than dogs, cats and miniature horses -- the most common species of service animals -- from traveling as emotional support animals, the officials said.Airlines will have one month to change any policies that do not comply with the interpretation. They did not specify which policies or airlines they believe are not in compliance.The airline industry said it supports the DOT guidelines because of its concerns about passengers abusing the allowances for emotional support animals, or ESAs."The availability of fraudulent ESA credentials online has enabled people who are not truly in need of animal assistance to abuse the rules and evade airline policies regarding animals in the cabin," said Airlines for America, an industry group. A weather system heading toward the Gulf Coast now has a 90% chance of becoming a tropical storm, putting cities from Houston to Mobile, Alabama on alert and prompting oil rig evacuations in the Gulf of Mexico.The low-pressure system is now over the Florida panhandle, but is expected to travel into the Gulf of Mexico on Wednesday, where it will meet warm, open waters that will fuel the storm's intensity, according to CNN meteorologist Haley Brink.There, it has a 90% chance of developing into a tropical storm over the next 48 hours, according to the National Hurricane Center. An Air Force Reserve Unit reconnaissance aircraft is scheduled to investigate the disturbance tomorrow afternoon," the National Hurricane Service said.Oil production companies operating in the Gulf of Mexico have also started to enact precautions.Shell has evacuated all non-essential staff from eastern Gulf drilling rigs, with more action on the horizon depending on how the storm develops, spokeswoman Cindy Babski told CNN."Our top priorities are ensuring the safety of personnel, protecting the environment and minimizing impact to production and operations," Babski said.Chevron has also evacuated some non-essential employees from the Jack St. Malo facility, with shut-in procedures initiated at five other facilities, spokeswoman Veronica Flores-Paniagua told CNN.Potential storm surge has caused the National Weather Service to issue a flood warning for the Mississippi River, including New Orleans, through Saturday. The NWS said that the river could crest at 19 feet, or 2.3 feet below the record. A teenager has been arrested on suspicion of attempted murder after a boy was thrown from the 10th floor at the Tate Modern gallery in central London on Sunday, the city's Metropolitan Police said.The 6-year-old was found badly injured on a fifth-floor roof and was taken to a hospital by a helicopter, police said.Officers initially said the boy was in critical condition. In an update on Monday, they said he was in "critical but stable condition." They added the boy's family was being supported by police.Police said the 17-year-old male suspect had remained with members of the public on the 10th-floor viewing platform and was taken into police custody."There is nothing to suggest that he is known to the victim," the statement added.The London Ambulance said it received the first call about the incident at 2:40 p.m. local time (9:40 a.m. ET)."We sent two ambulance crews, an incident response officer, a medic in a response car and an advanced paramedic to the scene. We also dispatched London's Air Ambulance and our Hazardous Area Response Team," a spokesperson for the service said in an emailed statement.Nancy Barnfield, from Manchester, was on the 10th floor of the gallery with her two sons at the time of the incident.She said she heard a loud bang as she was walking away, and saw several people restraining a young man whom she said she previously noticed acting suspiciously.She said the man, who appeared to be 19 to 21 years old, looked very calm and was not fighting back.Police said a number of people have given them witness statements.Visitors to the gallery reported on social media that the landmark building, on the south bank of the Thames, was locked down as a result of the incident. The Metropolitan Police later allowed visitors to leave. The gallery was closed to visitors following the incident. Security guards at the scene told CNN it was unlikely to be reopened on Sunday.The Tate Modern was the most visited tourist attraction in the United Kingdom in 2018, according to the Association of Leading Visitor Attractions.
