BRUCE TOWNSHIP, Michigan — A company that supplies equipment to the University Hospitals fertility center said its storage tank did not malfunction. “The early stages of our investigation into this unfortunate incident indicate it was the result of human error,” Custom Biogenic Systems said in a detailed statement sent to E.W. Scripps Co. TV station WEWS in Cleveland, Ohio.In a letter to patients on March 26, University Hospitals said that a remote alarm system on a storage tank that was designed to alert a University Hospitals employee to changes like temperature swings was turned off. UH said that on the evening of Saturday, March 3, the temperature inside the tank, which contained thousands of eggs and embryos, rose. UH does not know when the alarm was turned off. During the period when the alarm was off, UH said it had been experiencing “difficulty with what is called the liquid nitrogen automatic fill on the storage tank” for “several weeks.” Liquid nitrogen is added to the storage tank to keep specimens frozen, and it can be added manually or automatically. According to UH, “We had been working with the tank manufacturer who had previously provided instructions on the necessary maintenance to ‘thaw’ the storage tank to correct this difficulty. To do that required transferring all specimens to an extra storage tank previously provided by the manufacturer. This process takes several weeks, and had begun when this event occurred, though no eggs or embryos had yet been moved to the extra tank.”Custom Biogenic Systems, of Bruce Township, Mich., says the extra tank was available to UH on Aug. 15, 2017, UH finalized its arrangements for delivery of the tank on Oct. 27, 2017, and the tank was delivered on Nov. 2, 2017. That’s almost four months to the day before 950 UH patients lost 4,000 eggs and embryos in an event the hospital would later call “catastrophic." With the automatic fill not working on the original tank, UH added liquid nitrogen to the tank manually. This was done by connecting the storage tank with a line to a tank of liquid nitrogen from the Embryology Lab. But, according to UH, “For several days prior to the weekend in question, a manual fill could not be done using the line in the Embryology Lab because there were no liquid nitrogen tanks available. So, containers of liquid nitrogen were obtained from the Andrology Lab. Those containers were then manually poured into the top of the tank, while amounts of liquid nitrogen and temperature were monitored.” Custom Biogenic Systems says its tank is not designed to be filled by liquid nitrogen poured into the top of the tank.The company said its product manual states:  2744

BONITA, Calif. (KGTV) - Hundreds of animals evacuated due to the Valley Fire are staying at county shelters.The San Diego County Department of Animal Services and the San Diego Humane Society are working together to rescue animals and care for them until they can be reunited with their owners.Nearly 300 pets and livestock are currently staying at the San Diego County of Department of Animal Services shelter in Bonita and the Iron Oak Canyon Ranch on Campo Road in Spring Valley.All horses should be brought to the Lakeside Rodeo Arena.Alma Pereda brought her dogs to the shelter in Bonita after the hotel she was evacuated to did not accept pets."Pretty hectic trying to get what we can, rescue first your family and then your pets," Pereda.Kelly Campbell is the director of the county's Department of Animal Services."We're working to try to support folks do have teams out in the field who are scouting in areas that may have been inaccessible for evacuations, welfare checks on animals, "said Campbell.They're also trying to balance the needs of pet owners with the requirements of the pandemic."They love their animals, want to come and see them, but need to make sure not in closed quarters due to COVID," said Campbell.Household pets are still being accepted at the shelter in Bonita, but it's at capacity for large animals. Brian Higgins, the Wisconsin man charged in the attempt to kidnap Michigan Gov. Gretchen Whitmer by a group called the "Wolverine Watchmen," has been released from jail on bail.Court records show Higgins paid his ,000 cash bail on Monday. He also attended his extradition hearing in the case the same day, in which a Columbia County judge ordered that as a condition of his release from jail, Higgins must stay within the boundaries of Columbia and Dane counties, surrender his passport and not have contact with the other 13 men charged in the attempted kidnapping.As TMJ4 News reported, Higgins was charged with providing material support for terrorist acts, a felony, last Thursday.Prosecutors say Higgins joined a group called the Wolverine Watchmen who had been conspiring for months to kidnap Gov. BALTIMORE (AP) — Baltimore on Wednesday filed a federal lawsuit against the Trump administration alleging that "unlawful" efforts altering a State Department policy are restricting visa applicants and deterring law-abiding immigrants from claiming public assistance.In its lawsuit, Baltimore asserts the U.S. State Department earlier this year quietly expanded its definition of "public charge" — someone the United States deems likely to be primarily dependent on government aid. It says the change is not only frightening legally entitled immigrants from applying for public programs but impeding otherwise eligible immigrants from entering the country in the first place.The lawsuit says the changes allow consular officers to consider whether green card applicants or their relatives, including U.S. citizens, ever benefited from non-cash benefits such as housing vouchers, subsidized school lunches or free vaccinations. Federal law has long required those seeking green cards to prove they won't be a burden — or a "public charge" — but new rules detail a broad range of public programs that could disqualify them.Maryland's biggest city asserts that immigrants are already fearful of using government programs that they or their families need. It notes that African immigrants' participation in the federal Head Start program has "virtually ceased" in Baltimore so far this school year.Mayor Catherine Pugh said her city is "known for embracing immigrants" and said the Trump administration's creation of "additional obstacles to those seeking to live in Baltimore" is un-American and a perversion of national ideals."We are determined to resist this latest attempt to deprive our immigrant communities of basic services," Pugh said in Baltimore, which is among the U.S. cities that have been trying to reverse population loss with various immigrant-friendly measures.The State Department did not immediately respond to an email seeking comment about Baltimore's lawsuit, which calls for the policy change to be declared unconstitutional and for the public charge provision to return to the old definition.Baltimore's lawsuit, filed in Maryland's U.S. District Court, was done in collaboration with the Democracy Forward Foundation, a group with Democratic party ties.Anne Harkavy, the Washington-based organization's director, portrays the State Department's public charge policy as "yet another example of the Trump administration's disturbing hostility toward people born in other countries and their families."Meanwhile, the U.S. Department of Homeland Security wants to redefine a "public charge" as someone who is likely to receive public benefits at any time.
