SAN DIEGO (KGTV) — City leaders say they're making strides in overhauling its water department after a disastrous 2018. In a presentation to the Audit Committee Wednesday, city public utilities managers said they had implemented about a dozen reforms after a series of missteps last year. In 2018, thousands of San Diegans received erroneous water bills, which an audit largely blamed on human error. A later audit found that some meter box and lid replacement workers were fudging time cards amid a 22,000 unit backlog. RELATED: New round of complaints on high water bills"We needed to change the culture and make sure that all these issues were addressed," said Johnnie Perkins, San Diego's deputy chief operating officer. Perkins said the Public Utilities Department has implemented new, efficient work strategies. These include getting workers out to the field faster, overhauling how customer service representatives interact with residents, and using software to pick routes that make sense. Previously, for example, workers could be sent to do water meter work in Rancho Bernardo only to be sent to San Ysidro. The city auditor is currently monitoring the progress.RELATED: Audit shows City sent thousands of faulty water billsBut Rodney Fowler Sr., who heads the union that represents meter replacement workers, said the changes aren't addressing obvious issues: The department is understaffed, and the vehicle fleet is unreliable. "They're 10 years old," said Fowler Sr., president of AFSCME, AFL-CIO Local 127. "A private contractor would never use a service vehicle 10 years because it starts to cost them money."Perkins said the city could contract out for workers to address the backlog, and is currently assessing investments in new equipment.RELATED: City to begin building alternative to SDG&ECity Councilman Scott Sherman, who chairs the audit committee, said the issue is not as simple as staffing and equipment. The CHP issued an endangered missing advisory for an at-risk missing 3-year-old shortly after the alleged abduction. Authorities told 10News the girl's father was in violation of a restraining order.Police put out an alert for Henry's black 2018 Mitsubishi Outlander SUV, and a witness reported the vehicle to police after he saw it parked illegally downtown near the Balboa Theatre on Fourth Avenue.10News learned the girl's father was taken into custody, but details on when and where the child and her father were located were not released. 888

SAN DIEGO (KGTV) -- A 40-year-old San Diego cold case was solved with the help of a genealogical database, the San Diego Police Department said Thursday. 37-year-old Barbara Becker was murdered in her La Jolla home on March 21, 1979, police said. According to the department, Becker’s two young boys came home from school to discover their mother’s body. RELATED: Genetic genealogy results solve new cold case as privacy concerns continueBecker died from “numerous sharp force injuries” but, based on evidence, police say she put up a fight, injuring the suspect in the process and causing him to leave behind a trail of blood. Detectives worked to solve the crime, but police say eventually all leads were exhausted and the case went cold. In October of 2018, the San Diego Police Cold Case Unit and San Diego County’s District Attorney’s Office reached out to the FBI’s genealogy team for help solving the case. Police say the team was able to identify a possible suspect using the public-access genealogical database as well as several family members of the suspect. RELATED: Suspect in 1986 Escondido cold case homicide arrestedAfter family gave DNA samples to investigators, Paul Jean Chartrand was identified as the source of blood from the crime scene. Members of Chartrand’s family told investigators that he lived in the San Diego area at the time of Becker’s murder. Investigators also learned that Chartrand died in Arizona in 1995. “The entire investigative team is grateful the case has been solved however, it is tempered by the fact it took forty years to give Barbara Becker’s family the answers they deserved and that Chartrand was able to avoid justice for 16 years after Barbara Becker’s murder,” the San Diego Police Department said in a statement. 1777

  

SAN DIEGO (CNS) - UC San Diego Health is opening a new clinic Monday in the Carmel Valley neighborhood.The 8,700-square-foot clinic, located at 6030 Village Way, will offer primary care and women's health services, according to UCSD Health. X-ray services and express care will be added to the clinic in 2021."Like all of our clinics, the Pacific Highland Ranch clinic is designed to support appropriate physical distancing, said UCSD Health Physician Group CEO Dr. Christopher Kane. "Patients can check in for an appointment and pay any copays using a contact-free option at a guest kiosk or with a mobile application."Walk-ins will be accepted at the clinic, which will be open eight hours a day, seven days a week, to address common health needs, including coughs, colds and simple fractures or sprains.In 2019, UCSD Health opened a clinic in Encinitas -- which offers pediatrics, primary care and express care -- and a clinic in Eastlake offering primary care, express care and imaging capabilities.UCSD Health also opened a clinic in the Rancho Bernardo area in 2018 that offers urgent care, advanced imaging, an optical boutique, primary care, women's health, occupational medicine, behavioral health, cardiology, neurology, gastroenterology and a retail pharmacy open to the public.Flu immunizations are also available at all clinics for the 2020-2021 flu season.An annual flu vaccine is especially important this year with flu season coinciding with the ongoing COVID-19 pandemic, according to UCSD Health. 1522
