SAN DIEGO (KGTV) -- San Diegans welcomed spring Tuesday as a storm raced towards Southern California. It's expected to be a pleasant and warm day with a mix of sun and clouds for San Diego County, but this is merely the calm before the storm. The latest predictions from the National Weather Service show that the storm could dump anywhere between a quarter of an inch to as much as three inches of rain in parts of the county. RELATED: Mandatory evacuations issued for Santa Barbara County ahead of winter stormAs far as timing, the first storm of the spring should fall over San Diego Thursday afternoon into the overnight hours. The public can get free sand and bags, or free bags, at locations around San Diego County. SAN DIEGO (KGTV) -- San Diego Gas and Electric has released a list and map of areas that may be affected by planned power outages amid Santa Ana winds. The National Weather Service has issued a Red Flag Warning from noon Thursday through 6 p.m. Friday for the inland valleys and mountains. East to northeast winds are expected to reach 20 to 30 miles per hour with gusts as high as 50 miles per hour and isolated gusts as high as 60 miles per hour. To make matters worse, humidity is expected to range between 5 and 10 percent with poor overnight recovery. SAN DIEGO (KGTV) - San Diego drivers will have more opportunities to take care of driver’s license renewals and vehicle-related needs thanks to longer hours at California Department of Motor Vehicles offices. Starting Monday, 69 offices will be open for customers at 7 a.m., four days a week. On Wednesdays, the offices will open at 9 a.m. The DMV is offering extended service due to the high demand for Real ID compliant drivers licenses.The early hours will be available in San Diego County at the following DMV locations: El CajonOceansidePowaySan Diego (Hillcrest)San Diego (Clairemont)San Ysidro The Chula Vista DMV office has had extended hours since last summer. SAN DIEGO (KGTV) -- San Diego County’s latest arson arrest is shedding light on an issue that can turn both dangerous and deadly in Southern California’s dry climate.Monday, 21-year-old Daniel Reyes Ortega was charged with setting fire to forest land. Ortega reportedly set fire to a dry plot of land located on the 11000 block of SR-67.That fire burned only half an acre, but isn’t the only recent example of just how dangerous arson can be. In early August, Forrest Gordon Clark, 51, was arrested for reportedly starting the Holy Fire in Orange County.RELATED: Man arrested, accused of starting fire off SR-67 in Lakeside  In video captured by 10News, Clark can be seen walking up to firefighters and asking if they stole his money.Following his second arraignment filled with outbursts, Clark was ordered to undergo psychiatric evaluations.During the second arraignment, Clark disrupted proceedings, saying he was innocent and questioning Orange County Superior Court Judge Kimberly Menninger.RELATED: Judge orders psychiatric evaluations for Holy Fire suspect  According to WebMD, psychologists and the FBI have over the years profiled arsonists to try and figure out what causes them to start fires. Though the most common reason for arson is insurance, psychologist Joel Dvoskin says anger also plays a role in a number of other cases.WebMD reports that, according to FBI reports, the majority of profiled arsonists have a below-normal IQ, typically between 70 and 90. Dvoskin told the site, "Honestly, I can't think of a single arsonist I've dealt with for whom anger wasn't the primary motivator."The FBI report further states that half of all arsons are committed by those younger than 18, the other half are typically in their late 20s. Fires started by older people are usually motivated by money. Roughly 90 percent of all arsonists are men who are typically white, the FBI says.  1920

  

SAN DIEGO (KGTV) — San Diego Police have identified the man killed in an officer-involved shooting this week in Mountain View.Police said 39-year-old Jose Alfredo Castro-Gutierrez was shot and killed after officers responded to the 300 block of South Pardee Street just before 5 a.m. on Monday over reports of a violent disturbance involving a weapon.According to SDPD, Castro-Gutierrez was staying at a home as a guest when the residents were woken up by him. He had reportedly been acting paranoid and ripped a metal curtain rod from a window and began breaking windows and other objects in the home.RELATED: San Diego Police shoot, kill vandalism suspect in Mountain ViewWhen police arrived, they saw Castro-Gutierrez in the front window and could hear him breaking objects and yelling inside.SDPD says officers gave directions in English and Spanish to try and communicate with Castro-Gutierrez but got no response. Eventually, Castro-Gutierrez crawled out of a broken window and made his way to the front of the property where officers were.Police said Castro-Gutierrez began to run at full speed toward them with the metal pole, prompting three officers to fire their weapons at him: One officer fired a bean bag round, another officer fired a Taser, and a third officer fired several rounds from his service pistol, SDPD says.Castro-Gutierrez was hit by at least one round and fell to the ground. Officers started first aid at the scene, but Castro-Gutierrez was pronounced dead at the hospital.The officer who fired his service pistol was identified as Isai Castillo, a two-year veteran of SDPD assigned to Southeastern Division.SDPD's homicide unit is currently investigating the shooting, after which the San Diego County District Attorney's Office will review the case to determine if the officers bear any criminal liability.
