Gavin Newsom announced Friday that the city of San Diego is one of four cities in the state that will receive 0,000 in state funding to support residents affected by power shutoffs due to the threat of wildfires.While visiting Sonoma County emergency responders, local officials and residents affected by the Kincade Fire, Newsom announced the establishment of the Local Government Public Safety Power Shutoffs Resiliency Program, which will provide funding to local governments to maintain power service to high- risk areas affected by power shutoffs.San Diego, Los Angeles, San Jose and Oakland will each receive 0,000 in state funding through the program and all 58 counties in the state will receive at least 0,000 each. An additional million will be made available through a competitive grant process for incorporated areas of the state and .5 million will be available for tribal governments.The state included million in one-time funding in the state's 2019 budget to maintain public safety and limit the effects of power shutoffs by companies like San Diego Gas & Electric and Pacific Gas & Electric. Half of that funding will go to local governments and half will fund state agencies and departments to continue providing public services in the state."We must do everything we can to support Californians, especially those most vulnerable to these events," Newsom said. SAN DIEGO (CNS) - A person at Southwestern College has tested positive for tuberculosis and may have exposed others to the disease, the San Diego County Health and Human Services Agency announced Tuesday.The agency is working with the college to notify people who were possible exposed to TB. The period of possible exposure is from last Sept. 10 through Feb. 21, according to the HHSA.Tuberculosis is transmitted from person to person through indoor air during prolonged contact with an infectious person. Most people who are exposed do not become infected."We are recommending that all the identified people get tested to make sure they are not infected," said Dr. Wilma Wooten, the county's public health officer. "Early diagnosis and prompt treatment can prevent the infectious form of the disease."The HHSA and college are reaching out to students and other members of the public who possibly interacted with the positive-testing individual. They can go to the college's Student Health Services Student Center, Room 601F, 900 Otay Lakes Road, Wednesday and Friday from 8 a.m. to 3 p.m.Affected college employees will be tested separately by Occupational Health.The infected person was not publicly identified, nor did officials specify whether it was a student or staffer.Symptoms of active tuberculosis include persistent cough, fever, night sweats and unexplained weight loss. SAN DIEGO (CNS) - A man who wounded an off-duty sheriff's deputy and a bystander by opening fire in the Gaslamp District two years ago was convicted of assault with a firearm Thursday in his third trial in the case. Ray Pitoau, 39, was convicted of two counts of assault with a firearm for the Aug. 7, 2017 shooting that injured Deputy Jason Philpot, who was walking through downtown with his two brothers following a Metallica concert at Petco Park. Also injured was bystander Vladimir Shvets, a passerby in San Diego for a convention. Pitoau was also convicted of a lesser charge of assault on Philpot's younger sibling, Joshua, who Pitoau initially got into an argument with on Island Avenue near Sixth Avenue just after 1 a.m. RELATED: Gaslamp deputy shooting suspect escapes Spring Valley SWAT standoffSentencing is scheduled for Dec. 11. Pitoau was convicted in a prior trial of three felony firearm possession counts and was sentenced to 27-years-to-life for those convictions. However, both of his previous trials in the case resulted in hung juries regarding the assault charges. Jason Philpot testified that he tried to wrap his arms around Pitoau and get the gun away, but the defendant was able to pull the trigger, wounding the deputy in the chest and right arm. A second round also passed through his right arm. One of the rounds ricocheted off the sidewalk and struck Shvets. Pitoau testified that he grabbed a gun in self-defense because a group of men, including Philpot, were advancing on him. SAN DIEGO (CNS) - A pick-up truck drove through a highway center divider today near Alpine, overturned and caught fire, authorities said.The crash happened at 7:26 a.m. when a Ford truck lost its brakes going eastbound on Interstate 8, overturned on westbound I-8, landed on the right shoulder and became fully engulfed, the California Highway Patrol said.The wreck started a minor brush fire. All westbound lanes of I-8 were shut down from West Willows Road to East Willows Road until 8:23 a.m., where one westbound lane was reopened, the CHP said.It was not immediately known how many people were in the truck or whether there were any injuries. 655
