Crews in Baltimore County, Maryland are at the scene of an explosion inside of an apartment building on Wednesday. Officials say the explosion happened on the second floor of the apartment building in the 3400 block of Carriage Hill Circle. CLEVELAND — Three suspects were arrested after an officer was shot and killed in Cleveland's Stockyard neighborhood Thursday evening.The unidentified suspects was arrested Friday morning.The shooting occurred around 10 p.m. in the 3200 block of West 65th Street near Storer Avenue, police said.The officer, later identified as Det. James Skernivitz, was rushed to MetroHealth Medical Center where he died from his injuries, according to the Cleveland Police Patrolmen's Association.Police said another person was confirmed dead on the scene but was not a suspect.Skernivitz's identity was held pending the notification of his family, as he is married with children, police said.Cleveland Police Patrolmen's Association said Skernivitz has been on the force for "a while," was "well-liked" and was a "good man.""This one hurts," Cleveland Police Patrolmen's Association president Jeff Follmer said.Skernivitz was a 25-year veteran of the Cleveland Division of Police, authorities said."We definitely need the prayers of the people in the city. (AP) — A fatal shooting inside a Costco Wholesale warehouse store Friday night took place after a man attacked an off-duty police officer, the Corona Police Department said.Kenneth French, 32, of Riverside assaulted the Los Angeles Police Department officer while he was holding his young child, the department said in a statement Saturday night. The officer fired his gun, hitting French and two of French's relatives, the department said.French was killed, the department said. The relatives are in critical conditions at hospitals.The officer, whose identity is being withheld, was treated and released at a nearby hospital, and the officer's child was not injured, the department said.The officer was the only person who fired shots in the store, the department said.The shooting prompted a stampede of frightened shoppers to flee the store east of Los Angeles and seek cover inside.Witnesses said they saw a man with a Mohawk haircut arguing with someone near a freezer section when shots rang out at least six times. She dropped to the ground and crawled toward her daughter who was at the other end. "I didn't know if this was a random thing or a domestic thing or if this was a mass shooting. CORONADO (KGTV) — New rules go into effect on Thursday, August 16, restricting where people can and can't use e-cigarettes in Coronado.The City Council passed an ordinance on July 17 to make the popular devices subject to the same rules as regular cigarettes, banning their use in many public places.According to the new law, e-cigarettes will no longer be allowed in the following unenclosed areas:1. All public property including, but not limited to, streets, highways, alleys, rights-of-way, parkways, sidewalks, parking lots and pathways; 2. Outdoor public places; 3. Outdoor recreational areas; 4. Outdoor service areas; 5. Outdoor dining areas.An exception has been made for the Municipal Golf Course, where smoking is also allowed.Anyone caught breaking the new rule could be subject to a 0 fine. The city will put up new signs to let people know of the change.Language in the City Council proposition showed that city leaders feared vaping devices and the smoke from them could be dangerous to the public health. They also wanted to eliminate confusion by having different rules for different kinds of smoking.E-cigarette advocates say bans like these are counter-productive.The Consumer Advocates for Smoke-Free Alternatives Association sent a statement to 10News that reads, in part, "Smoking laws that include a ban on vaping send the inaccurate and misleading message that e-cigarettes are just as harmful as smoking. To date, there is no credible scientific evidence to support this claim. Arguably, vaping bans do more harm than good as smokers see switching to smoke-free products as having no advantage over the combustible products they will continue to use." 1712

Companies can stop collecting employees’ payroll taxes starting Tuesday, September 1, after an executive order in early August gave workers a tax holiday.The deferral of payroll taxes applies to employees making less than 4,000 a year. Employees are taxed 6.2 percent that goes toward the Social Security Trust Fund and another 1.45 percent for Medicare.It’s a deferral because the payroll taxes are still due to the IRS by April 30, 2021, which they made clear in new guidance released last week with the US Treasury Department.What this means to employees: It depends on your employer. Starting September 1, employers can stop withholding taxes, but many business leaders have said they will not since the taxes will eventually be due. The decision is up to each company and is not required.If a company stops withholding payroll taxes, employees will have more money in their paychecks through the end of the year. Then on January 1, companies will need to withhold more from paychecks to collect all that is owed in April 2021.For employees making ,000 a year, the elimination of Social Security taxes would result in an extra per paycheck every two weeks. Assuming the employee has eight paychecks left in 2020, that would result in 2 in taxes deferred in 2020, which would be repaid in 2021. For employees making ,000 per year, those figures would be doubled.If an employee leaves their job before all of the appropriate taxes are collected, the guidance only states that companies can "make arrangements to otherwise collect the total applicable taxes from the employee."President Trump has stated he would “terminate” the tax if he was elected in November.
