UNITED NATIONS, Jan. 27 (Xinhua) -- Zhang Yesui, the Chinese permanent representative to the United Nations, met with Susan Rice, the new U.S. ambassador to the world body, here on Monday afternoon, and they exchanged views on the Sino-U.S. relations and other world and regional issues of common concern, diplomatic sources said here Tuesday.     During the meeting, Rice briefed Zhang on the key points of the foreign policy of the Barack Obama administration, the sources said.     The two sides also exchanged views on the Sino-U.S. relations, and other international and regional issues of common concern. They agreed to strengthen their consultation on and cooperation in the affairs of the United Nations, the sources said.     The new U.S. ambassador made her UN debut on Monday by presenting her credentials to UN Secretary-General Ban Ki-moon.

BEIJING, Jan. 21 (Xinhua) -- China's State Council, or Cabinet, passed a long awaited medical reform plan which promised to spend 850 billion yuan (123 billion U.S. dollars) by 2011 to provide universal medical service to the country's 1.3 billion population.     The plan was studied and passed at Wednesday's executive meeting of the State Council chaired by Premier Wen Jiabao.     Medical reform has been deliberated by authorities since 2006.     Growing public criticism of soaring medical fees, a lack of access to affordable medical services, poor doctor-patient relationship and low medical insurance coverage compelled the government to launch the new round of reforms.     According to the reform plan, authorities would take measures within three years to provide basic medical security to all Chinese in urban and rural areas, improve the quality of medical services, and make medical services more accessible and affordable for ordinary people.     The meeting decided to take the following five measures by 2011:     -- Increase the amount of rural and urban population covered by the basic medical insurance system or the new rural cooperative medical system to at least 90 percent by 2011. Each person covered by the systems would receive an annual subsidy of 120 yuan from 2010.     -- Build a basic medicine system that includes a catalogue of necessary drugs produced and distributed under government control and supervision starting from this year. All medicine included would be covered by medical insurance, and a special administration for the system would be established.     -- Improve services of grassroots medical institutions, especially hospitals at county levels, township clinics or those in remote villages, and community health centers in less developed cities.     -- Gradually provide equal public health services in both rural and urban areas in the country.     -- Launch a pilot program starting from this year to reform public hospitals in terms of their administration, operation and supervision, in order to improve the quality of their services.     Government at all levels would invest 850 billion yuan by 2011 in order to carry out the five measures according to preliminary estimates.     The meeting said the five measures aimed to provide universal basic medical service to all Chinese citizens, and pave the road for further medical reforms.     The meeting also decided to publish a draft amendment to the country's regulation on the administration on travel agencies for public debate.     It also ratified a list of experts and scholars who would receive special government allowances.

BEIJING, Oct. 19 (Xinhua) -- China's premium revenue is expected to hit one trillion yuan (146.3 billion U.S. dollars) this year due to strengthened promotion and increasing demand, said a senior official here on Sunday.     The premium revenue grew at an annual rate of 30 percent from 460 million yuan in 1980, when insurance business began to enter into full swing in China, to hit 703.58 billion yuan in 2007, said vice chairman of the China Insurance Regulatory Commission (CIRC) Zhou Yanli at the opening ceremony of an insurance exhibition.     The revenue in the first eight months this year rose 52.24 percent year on year to 713.40 billion yuan which exceeded the total of last year, he said.     The revenue for the whole year is likely to break one trillion yuan at the current pace, he predicted.     The development of China's insurance business had been halted for 20 years after the founding of the new China in 1949. After the opening up and reform initiated in 1979, the sector was on the way to the right track and entered into full swing.     The value of the industry assets totaled more than three trillion yuan, which is owned by more than 110 insurers, according to Zhou.     Despite of the progress, insiders noted the revenue growth is poised to slow down in the fourth quarter of 2008 and the first half of 2009 as insurers are expected to retain dividends to protect its profit margin which was hurt by stock investment returns slumps. That is likely to discourage the future premium growth.     China Life, the nation's largest life insurer, saw premium jump52.9 percent from a year ago to 23.44 billion yuan in September, much slower than the 93.7 percent growth in August. The combined revenue in the first nine months totaled 248.6 billion yuan, up 56.7 percent year on year, comparing with the 57.14 percent growth in August.

BRUSSELS, Jan. 30 (Xinhua) -- China and the European Union (EU) on Friday vowed to further enhance their partnership and deepen cooperation in various fields.     In a joint declaration issued after Chinese Premier Wen Jiabao's visit to Brussels, the two sides emphasized the importance of the strategic partnership in face of globalization and the current volatile international situation.     The document says that the China-EU relationship has gone beyond the bilateral domain and is increasingly of global strategic significance. "Both sides are of the view that it is imperative to further improve the China-EU comprehensive strategic partnership, which reflects the common wishes of the two sides and are in their interests," says the declaration. SAN JOSE, Nov. 17 (Xinhua) -- Visiting Chinese President Hu Jintao on Monday spoke highly of the rapid development of China-Costa Rica relations and pledged efforts to further expand bilateral cooperation in various fields.     During talks with Costa Rican President Oscar Arias Sanchez on the second day of his state visit to the Central American nation, Hu said mutually beneficial cooperation in various fields has been growing steadily.     Noting the fast growth in bilateral ties over the past year, the Chinese president said the two countries have also carried out fruitful cooperation in international and regional affairs. In 2007, bilateral trade amounted to 2.8 billion U.S. dollars, a 33-percentincrease over the previous year.     Also on Monday, Hu met with Francisco Pacheco, president of the Costa Rican Legislative Assembly.     The Costa Rican legislators come from different political parties, but they have the consensus on maintaining and developing the friendship between the two countries, Hu said.     The Chinese president hoped the two countries' legislative bodies would strengthen contacts and make efforts to promote mutual understanding.     He also expressed the hope that Costa Rican legislators would play a greater role as a bridge linking up the two countries' business groups, cultural bodies, scientific institutes, news media and local governments in efforts to consolidate and expand the social foundation for the friendship between the two nations, Hu said.     Pacheco said the establishment of diplomatic ties has helped promote mutual understanding and friendship between the two peoples and also created a favorable environment for strengthening bilateral economic and trade cooperation.     After the establishment of diplomatic ties with China, Costa Rica now has an "important friend and partner" in the world, he said.     Speaking at the meeting, many Costa Rican legislators from different political parties agreed that the establishment of diplomatic ties is of strategic significance. They also thanked China for providing support and help for Costa Rica in its economic and social development.     The Chinese president, who is on a five-nation tour, flew in on Sunday from Washington, where he attended a Group of 20 summit on the current international financial crisis.     This is the fist state visit by a Chinese head of state to Costa Rica and Central America.     He will also visit Cuba, Peru and Greece, and attend the Economic Leaders' Informal Meeting of the Asia-Pacific Economic Cooperation (APEC) forum in the Peruvian capital of Lima.
