SAN DIEGO (KGTV)— In the wake of two serious e-scooter accidents over the weekend, San Diego city leaders are working to update e-scooter regulations. While the scooters are off-limits on all city sidewalks, they are allowed on beach boardwalks. While some believe they are instrumental in freeing up car traffic and parking, others believe scooters just bring the congestion straight onto the boardwalks.Chase McKenna enjoys riding e-scooters at Pacific Beach. He says it is the best way to enjoy the boardwalk."Cruise around the strip right here and that's fun,” McKenna said. “They're convenient because down here, they're everywhere."But what is fun and convenient for McKenna, is a total nightmare for Paul Thackery."PB's great. The scooters are out of control,” Thackery said. He says some areas along the boardwalk are beginning to look like a scooter graveyard. He has also been hit by several intoxicated scooterists in the last several months. "I can't stand them. I ride my bike down here every day, and scooters are in the way, it's dangerous,” Thackery said. “I think they should get rid of them all together. "This weekend alone, at least two e-scooterists in San Diego were sent to the hospital for severe injuries. San Diego Police said a 39-year-old man fell off a scooter just before 10 pm Saturday in Mission Beach. He suffered life-threatening head injuries. Then at 12:30 am Sunday, just a mile away, a 62-year-old man lost control of his scooter, and crashed into a sidewalk. He suffered a neck fracture and facial abrasions.Since February 2018, two people in San Diego County have even died in scooter crashes. The city of San Diego is now defending against four e-scooter lawsuits that claim the city needed to enforce stronger regulations to prevent collisions and accidents.But in a crowded place like a boardwalk, McKenna says scooters are not the only issue."A person on their bicycle can be just as inconsiderate,” McKenna said. That is why McKenna says it is vital that each rider regulates themselves. We met Tracy Grimmett, a visitor from Modesto, doing a few practice laps before taking off for the first time. “Yes, without running into all the people around here. Yes, trying!” she laughed. She hopes to have fun while being considerate, as they share the busy boardwalk with thousands of weekenders."Be courteous around people, go slow,” McKenna said. “If there's a lot of people, you have to slow down, and you have to give other people the right of way."The city of San Diego is now considering making companies install “geo-fencing” on the scooters. (KGTV) - Assemblywoman Lorena Gonzalez announced she will introduce two new housing bills in the state assembly this week.One of them aims to prohibit developers from separating affordable housing units from market rate units in the same building.The bill came in response to a fight last summer between Canadian developer, Pinnacle and Civic San Diego, the city agency that was responsible for overseeing design approval.Pinnacle had submitted plans for a building on 11th Avenue between A & B Streets. The main tower was 32 stories tall and would be available at market rates. The tower was attached to an eight-story building that would house 58 affordable units, in order to satisfy the density bonus granted to Pinnacle for this and two other projects in the area.But Civic San Diego rejected the plan on the grounds that the affordable housing units had a separate entrance and restricted access to amenities in the 32-story tower, including the pool.“We can’t create a system that allows developers to separate out folks,” said Gonzalez at a press conference on Monday.A draft summary of the bill, AB 2344, stated it will “prohibit the owner or agent of an owner from isolation the affordable housing units within that structure to a specific floor or area within the structure.”After Civic San Diego rejected the proposal from Pinnacle, the developer came back with a new plan that eliminated the eight-story affordable housing section entirely. (KGTV) -- Family members have identified three of the four teens involved in a deadly accident in Mt Hope.Three teens died at the scene, a fourth is in ICU at the hospital.Dwayne Heard is Dashaun Heard’s father, one of the teens that did not survive the crash. Dashaun was just 17-years-old. Heard says his family is still in disbelief about what happened, saying his son was a good kid that was outgoing and enjoyed being with his friends.Rose Monta?o is the mom of two of the teens in the car, 17-year-old Daniel and 15-year-old Julian Monta?o. Daniel did not survive the crash. Julian is in ICU and doctors had to amputate one of his legs.Monta?o says her son Daniel had a loving heart, was positive and enthusiastic about life.Both Heard and Monta?o say they still have many questions about what happened that night.The crash happened around 11 p.m. Tuesday night. Police say an officer ran the car’s plates and noticed it was reported stolen. SDPD says the driver ran a red light, refusing to pull over. According to police, the officer lost sight of the car, but the helicopter followed. SAN DIEGO (KGTV)- The San Diego chapter of Alpha Kappa Alpha Sorority Incorporated is celebrating 65 years of their Leadership AKAdemy. The program mentors a group of teenage girls every year. The AKAdemy ends with a memorable ball. The AKA San Diego chapter has one mission: encourage scholastic achievement, strong ethical standards, and "be a service to all mankind." For over six decades, those values have been used to mentor girls around the county. During the 1950s, the chapter held its first debutante ball to expose young girls to cultural opportunities. It was historically the debut of young ladies ages 16 to 19 as official members of society. "Now it has grown into a leadership academy to where we equip the young people with life skills," says Chapter President, Deborah Davis-Gillespie. The teens attend different workshops, like college readiness and etiquette, each week for the months' long program. This year's Leadership AKAdemy has a total of 16 girls. "I'm just really happy to be a part of the whole process and the whole experience," says participant Kennedy Harris. Community service is also at the top of the list for the program. The girls participate in community events like the Martin Luther King Jr. Parade and the MLK Day of Service in Balboa Park. The goal is to help others and for the girls to have an appreciation for the communities in which they live. "It's really nice to be able to make those connections early on in my life," says participant Sanai Mitchell. After months of workshops, events, and dance practice with their escorts for the ball, the girls are now just a few weeks away from their big night. They will be presented to their families and community as young women, ready to take on the world. SAN FRANCISCO (AP) — Apple is paying Intel billion for the chip maker's smartphone modem division in a deal driven by the upcoming transition to the next generation of wireless technology.The agreement announced Thursday comes three months after Apple ended a long-running dispute with one of Intel's rivals, Qualcomm. That ensured Apple would have a pipeline of chips it needs for future iPhones to work on ultrafast wireless networks known as 5G.The Apple-Qualcomm truce prompted Intel to abandon its attempts to make chips for 5G modems, effectively putting that part of its business up for grabs.Once the sale is completed later this year Apple will be picking up about 2,200 Intel employees and 17,000 wireless technology patents. Barring any complications, the deal is expected to close sometime between October and December.Apple's purchase of Intel's smartphone modem patents and other technology could bolster its attempt to build its own line 5G chips and lessen its dependence on Qualcomm.
