BEIJING, July 1 (Xinhua) -- The State Council, or China's cabinet, has approved a plan which calls for combining four key administrative districts of Beijing, the national capital, into two larger ones.According to the plan proposed by the Beijing Municipal Government, the former Dongcheng, Xicheng, Chongwen and Xuanwu districts at the core of Beijing will merge to form the new Dongcheng and Xicheng districts.The new Dongcheng District, composed of the former Dongcheng and Chongwen districts, would have an area of 41.84 square km and a permanent population of 865,000; the new Xicheng District, including the former Xicheng and Xuanwu districts, would cover 50.7 square km, with about 1.25 million residents, as outlined in the plan.The adjustment of Beijing's administrative divisions was aimed at balancing the development of the city's core districts, said a spokesman with the municipal government.Among the four core districts of Beijing, the development of Chongwen and Xuanwu in the south was lagging behind that of Dongcheng and Xicheng in the north, said the spokesman.The action could optimize the district' social resources, reduce administrative costs and enhance Beijing's core area, he said.Further, the move was expected to speed the renovation of Beijing's Old City, which basically included the four districts, and make for better protection of the historical cultural sites in the Old City, he said.The municipal government has been striving to achieve the transformation of Beijing into a "world city", which has a global influence in terms of politics, economy and culture, by 2050.
TAIYUAN/HARBIN, Aug. 1 (Xinhua) -- The death toll in an explosion at a coal mine in Linfen City of north China's Shanxi Province early Saturday has risen to 17 after another two bodies were found, local authorities said.The blast at Liugou Coal Mine of Yicheng County also left 104 persons injured, seven of them seriously, as of 11 p.m. Saturday, said Wang Jianshe, head of the county's People's Hospital, where all the injured were admitted.All the injured are in stable condition, Wang said.Basic search and rescue work is over, said a senior official of Yangquan Coal Industry (Group) Co. Ltd, which owns the mine. The official said that the blast took place in the dormitory area, where most of buildings were destroyed by the powerful explosion.A miner surnamed Zhang told Xinhua that families of many miners had come to live here because the children were currently on their summer vacation.But officials so far have not disclosed how many children and women had died during the accident.Zhang said he saw a couple died after huge stones fell on them in a dormitory room.Initial investigation showed that the blast was caused by explosives hidden illegally in the area, and a suspect has been detained by the police, the official said.A further Investigation into the cause of the blast is underway.Also on Saturday, 24 people were trapped in a flooded coal mine in northeast China's Jixi City, Heilongjiang Province.The city government said the accident at Hengxinyuan Mine took place at around 5 p.m. Saturday. No further detail is available immediately.

ZHOUQU, Gansu, Aug. 9 (Xinhua)-- Premier Wen Jiabao has urged rescuers to race against time to search survivors after catastrophic mudslides hit a northwest China county and left nearly 1,300 people missing Sunday.At least 127 people have been confirmed dead and 1,294 others were reported missing in rain-triggered mudslides in Zhouqu County, Gannan Tibetan Autonomous Prefecture in Gansu Province, early Sunday morning."For those who were buried under the debris, now it's the most crucial time to save their lives," Wen stressed during a meeting held at the county government late Sunday night.He said the search and rescue work must not be halted as long as the possibility for finding survivors still exists.He instructed the rescuers to locate places where most people were buried or trapped and to clean the sludge as soon as possible.Wen also demanded that traffic, power supply and telecommunication in the county should be resumed as soon as possible."And people who have been evacuated should be taken good care of," Wen stressed.
BEIJING, Aug. 19 (Xinhua) -- China's domestic corn supply was adequate, and a recent price increase was the result of market speculation, a senior official told Xinhua Thursday.Shang Qiangmin, director at the China National Grain and Oils Information Center, said both the supply and corn reserves were adequate in China and the government was determined to regulate the corn market."Imbalance between corn supply and demand is a misjudgement," Shang said.Although floods that ravaged the country's northeastern regions in late July have caused adverse impacts on regional corn growing, final output was expected to increase from one year earlier due to the expanding of planting areas, Shang said."China has enough corn reserves to meet market demand," he said.The buying boom in the northeastern region is currently caused by enterprises' increasing corn stocks on speculation of price increase, he said.According to Shang, corn stocks at major grain enterprises in northeastern Jilin, Liaoning and Heilongjiang provinces, and Inner Mongolia Autonomous Region, increased by 5.12 million tonnes at the end of July compared with one year earlier.The Chinese government has strengthened macro control of corn market by increasing supply and cracking down on illegal activities that force up corn prices.As the world's major corn producer and consumer, China's annual corn production and consumption both exceed 150 million tonnes.
SHANGHAI, Aug. 13 (Xinhua) - Swiss President Doris Leuthard Thursday said the rise in bilateral trade between Switzerland and China is a delightful surprise, as she seeks to expand economic cooperation with China through a free trade agreement.The trade increase was a surprise as it came during the economic crisis last year, Leuthard said.In the first six months of 2010, Swiss exports to China increased more than 30 percent and Chinese exports to Switzerland increased more than 16 percent.Total trade volume between the two countries during the period hit 6.2 billion Swiss Francs (5.86 billion U.S. dollars), she added.Leuthard said she is optimistic about the future of Sino-Swiss bilateral trade, as the two countries are working on a free trade agreement."We are ending feasibility study (for the agreement) so both sides know the market, the opportunities and the risks very well. It is very promising," she said.After the joint feasibility study, the two sides will enter the final stage ahead of the signing of the deal, she added.Talks on the free trade agreement began in 2007 when Leuthard, as head of the Federal Department of Economic Affairs, signed an agreement with then-Minister of Commerce Bo Xilai. The agreement recognized the full market status of China.Switzerland hopes to be the first European country to have a free trade agreement with China, Leuthard told Xinhua in an interview last year.China is Switzerland's second largest trade partner in Asia after Japan.
