SAN DIEGO (KGTV) - A North County school district is fighting off potential threats with cutting-edge technology.On Thursday the school board approved plans to install an electronic access control system on its campus by the 2019-2020 school year. Funding for the 4,000 project will come out of the district's capital facilities fund. The system will provide global lockdown capability through panic buttons, card readers, computer, or mobile device.LED lights will notify teachers if their classroom door is locked, they can also lock them manually or with a key card. Teachers can also unlock the doors from the inside if they need to let a student in.Jeff Kaye, President and CEO of School Safety Operations, assesses how secure schools are and offers recommendations.He commended Rancho Santa Fe for a high baseline for emergency preparedness, but says it can always be improved. “What we see with locks at all schools is the inability to lock a door from inside of classroom without the use of keys. It makes sense because most of these schools were designed before we had this type of threat. Locks were meant to secure the school after school, not to keep something bad out during school," said Kaye.Kaye says during the Parkland, Florida shooting someone was killed opening the door to try and secure the classroom. He recommends all schools invest in electronic locks in some capacity.“Money is a tough commodity in education safety, especially in California. So when we have someone trying to sell Kevlar doors or Kevlar safe rooms or Kevlar backpacks and the school doesn't have doors that can lock, we say it's like building your swimming pool before building your house," said Kaye. He says there are more affordable options for larger school districts. “That’s where we need to go in education safety, proactive rather than reactive," Kaye.The International School Safety Institute Conference will be held in San Diego at the end of September. 1969

SAN DIEGO (KGTV) — A man was stabbed to death outside a Pacific Beach 7-Eleven store late Friday after an argument with another man.The man was stabbed moments after he walked out of the convenience store at about 1 a.m. Saturday, according to San Diego Police. The victim, a 40- to 50-year-old man, got into an argument with another man outside the store before he was stabbed in the upper torso.The suspect, a black male in his 20s or 30s and dressed in a black shirt and dark jeans, fled the scene with a skateboard, police say.San Diego Fire-Rescue paramedics performed life-saving measures upon arrival but the victim was pronounced dead at a nearby hospital. They have not been identified.A portion of Mission Blvd. at Grand Ave. was closed until about 6:30 a.m. to investigate. Police have been in contact with local businesses to gather evidence and possibly surveillance video that may have captured the incident. SAN DIEGO (KGTV) -- A San Diego family is hoping to make their way home from Mexico on Thursday after having to ride out Hurricane Delta at the hotel where they were staying. Victor Lopez is a local restaurant owner of El Pollo Grill. Lopez's family traveled to Playa Del Carmen, Mexico last week. As Hurricane Delta was approaching, they booked a flight to leave the region, but their flight was canceled as they were heading to the airport. As the hurricane was approaching, the family was moved to a hotel ballroom where they spent the night as the hurricane passed. Lopez says there were no windows in the ballroom so they could only hear the heavy rain and strong winds. Lopez admits that the ballroom was crowded and there was some concern of COVID-19, but he said the hotel staff was disinfecting constantly and everyone was wearing masks. The hurricane did little damage to the resort in Playa Del Carmen, but just 45 minutes away in Cancun's hotel zone, debris and palm fronds were scattered all over the streets. Lopez and his family are hoping to return to San Diego on Thursday afternoon. Hurricane Delta is expected to make landfall in Louisiana on Friday afternoon. 1188

SAN DIEGO (KGTV) -- A San Diego judge has ruled that demolition of the historic California Theatre would violate environmental law.The theatre, which was built in 1926, was the largest vaudeville and movie palace in San Diego.City Council approved the demolition of the theatre in 2017. The proposed demolition, however, required an environmental impact report.RELATED: San Diego approves replacement for dilapidated California Theatre?The legal challenge to the approval, filed by the Save Our Heritage Organization, said the city failed to adequately address the ability to adapt and reuse the California Theatre.The court granted SOHO’s legal petition because the review failed to comply with the California Environmental Quality Act.The demolition approved by the city would have allowed a 40-story skyscraper to be built that would have included 282 residential units."The California Theatre is an outstanding historic building that has been standing for almost 100 years, it presents many opportunities for successful adaptive reuse to revitalize the C Street corridor. When the City's EIR failed to study alternatives to demolition, we put our faith in the Court to enforce CEQA. We are grateful for the Court's comprehensive enforcement of environmental law and look forward to review of an alternative in an EIR that will allow this historic building to survive as part of a successful new project. SAN DIEGO (KGTV) -- A new report is shedding light on what the typical million home looks like in San Diego. According to Zillow, million in San Diego can buy a single-family home that has 2,410 square feet, four bedrooms and two and a half bathrooms. Families in Chula Vista can get more for their money, where million can buy a 3,890 square foot home with five bedrooms and four and a half bathrooms. RELATED: City fee could be making rents higher in smaller unitsIn contrast, the same amount of money in San Francisco can only buy a one bedroom condo with less than 900 square feet. On a slightly lighter note, million can typically buy a 1,900 square foot, three bedroom, two bathroom home in Los Angeles, Zillow reports. In the U.S., the typical million home is a detached single-family house with about 2,200 square feet with four bedrooms and two and a half bathrooms.
