SAN DIEGO (KGTV) -- Boulevard Fitness in University Heights is open for business, with a line of people wrapped around the building waiting to go inside to workout on Tuesday, even though they’re not supposed to be open.Last week, San Diego County Supervisors said the county would be cracking down on businesses that violate public health orders put into place due to the coronavirus pandemic.A gym owner in Ramona was recently charged with several misdemeanors for staying open for indoor workouts. The San Diego County District Attorney’s Office said Peter San Nicolas, owner of Ramona Fitness Center, faces five charges that each carry ,000 fines.However, at Boulevard Fitness, staff members told ABC 10News they’ve had visits from police telling them they should not be open, but nothing more.The gym on El Cajon Boulevard is limiting the number of people inside and increasing cleaning and other measures to try to limit the risk of potential virus exposure to gym members.A San Diego Police Department spokesperson said officers are responding to complaints about businesses that are open when they’re not supposed to be, but police are -- at this point -- only educating businesses that may be in violation of the health order and not physically forcing any shutdowns.San Nicolas is holding a rally in Ramona Tuesday night in hopes of getting the word out that small businesses, including gyms like his, are still trying desperately to survive -- even if, in some cases, it means facing charges to stay open. 1526
SAN DIEGO (KGTV) — Chicken Charlie Boghosian is best known for the deep-fried concoctions he cooks up at the San Diego County Fair.But with fairs off the table for 2020, his work has taken a turn. Instead, he's set up a Christmas tree farm in the parking lot of Grossmont Center, with a pop-up eatery right next to it. "We're just trying to stay busy and trying to make money to keep the employees working and myself to keep playing the bills," Boghosian said. This — just one of the unique things happening in 2020 at malls across the county — which normally are preparing all sorts of events to welcome holiday shoppers."We feel with our outdoor setting, our big, wide-open spaces to walk, shopping here is as safe as it could be in this time," said Trevor Moore, marketing director at Grossmont Center.Moore said the mall had to cancel traditional events, including Santa's appearances, in exchange for a series of socially distant ones. On Thursday, it held a blood drive with hundreds of appointments.But Moore said the holiday decorations are up, the music is playing, and the mall's giving out free masks.Larger retailers, such as Best Buy and Target, have spread out their Black Friday specials over days or weeks. However, the retailers are under capacity limitations amid coronavirus restrictions. While that could hit the bottom line, customers who do go may benefit."A lot of consumers don't want to be bothered but if there is a question, there will be somebody there to answer that question and you're not going to go around the store trying to find somebody," said Miro Copic, a marketing professor at San Diego State University.Copic said the question moving forward is whether in 2021, whether consumers who buy all online this year come back to the malls, or whether their habits changed forever. 1822
SAN DIEGO (KGTV) -- COVID-19 outreach in the Latino community is getting a boost after San Diego County partnered with promotoras to help with contact tracing. Promotoras, which literally means promoters, are bilingual community health workers. The goal is to lower the high number of COVID-19 cases among Latinos in the county. Latinos and Hispanics make up almost 63% of COVID-19 cases in the county, but Latinos make up only 34% of the population.The promotoras are members of the communities where they will be working. The county announced the partnership at the beginning of August and now the promotoras are out in the community helping with contact tracing. The promotoras will work in underserved communities and Latino neighborhoods. ABC 10News spoke to two promotoras working with South Bay Community Services. They are getting ready to start on September 1st. In total, 17 promotoras with the organization will start on that day. They've all received hours of training and are certified contact tracers. The promotoras will have the task of reaching out to the close contacts of positive COVID-19 cases. The contact is made over the phone or via email and text and the promotoras will ask things about testing and if they're presenting any symptoms. The county's partnership also includes promotoras from San Diego State and will include promotoras that speak other languages like Tagalog and Arabic. 1421

Since 2011, the San Diego metro has seen rates rise 45 percent, more than doubling the 20 percent increase nationwide.California doesn’t factor things like credit and education into car insurance rates.According to the report, rising insurance rates are likely due to a combination of severe weather and more drivers on the road.Overall, California is the ninth most expensive state for car insurance with the most expensive being Michigan and the least expensive North Carolina. 822
SAN DIEGO (KGTV) - Creating a future has its hurdles, and can be especially tricky for people facing poverty or with criminal backgrounds. A San Diego organization is making sure the future is within reach. “I was on probation… I had to go to sober living to get my life right,” said Anthony Johnson. Johnson is a recent graduate of Second Chance, an organization in Encanto that helps kids and adults who have criminal backgrounds or are facing poverty get back on the right track through their programs and job training. “They changed my life," said Johnson. Covering the walls of the classrooms at Second Chance are notes illustrate the hope and want students have for a better future. “Our mission statement starts with the word disrupt. If we can break the past now, then the future has a chance to come into that person’s life,” said Robert Coleman.Coleman is the President and CEO of Second Chance and has been helping people create a future where they can provide for themselves and their families. “Isn’t it better to have people in our community who have hope and have a sense of direction and career and housing and not a journey of crime?
