(KGTV) - Neighbors are calling for action from the City of Encinitas after a pair of crashes along a stretch of Manchester Avenue."It's too fast," says Judy Blanchard, who lives on Manchester. "They need to do some traffic calming."Friday, a car lost control coming around a curve near the 4200 block of Manchester Avenue and crashed into a light pole. Two days before that, a pair of cars collided near the same spot.People who live nearby say speed on the road is a constant problem."People gun it. They really do," says Blanchard. "All these wannabe fast drivers, it's exciting for them to come through the curve."Blanchard had a car crash through her front yard a few years ago. It almost knocked down her prized palm tree, Bubba.City officials tell 10News they studied the road in 2017. They sent this statement from the City Manager's Office:“Based on the California Vehicle Code (CVC) and California Manual on Uniform Traffic Control Devices (CA-MUTCD), an Engineering and Traffic Study (Speed Survey) was conducted in 2017 which showed the 85th percentile speed (the speed at or below which 85 percent of all vehicles are observed to travel under) on this roadway was 47 mph. As a result, the speed limit was set by the City at 40 mph which is the lowest speed limit legally allowed based on the results of the Speed Survey. The Sheriff’s Office has been notified to increase enforcement efforts along the corridor.” Neighbors say that may not be enough. They say the street needs more warning signs and the city should reduce lanes from two to one near Rancho Santa Fe Road. ENCINITAS, Calif. (KGTV) - Three weeks after the deadly bluff collapse in Encinitas, the community is urging city and state leaders to make some changes.Three women were killed during the collapse. A tribute was held this week at the Encinitas City Council meeting for the victims. That’s where father and husband Pat Davis spoke out, saying healing will take time. “There will be a new normal in my life without these three gifted women,” says Davis. Davis lost his wife Julie, daughter Anne Clave, and wife’s sister in the bluff collapse. The family was out for a day at the beach on August 2 when the sand and large rocks came crashing down. “We do not have to accept tragedy if it is preventable.”Davis is urging the city to stabilize the bluff by adding concrete walls against the cliffs, sand replenishment or even cutting off some public access to the beach. Some California lawmakers are pushing for the government to pay for the stabilization after congress approved the Storm Damage Project in 2016. (CNS) - A motorcyclist was traveling at high speed when he collided with a pick-up truck on Interstate 15 in Escondido and was thrown into traffic lanes, where he was struck by multiple vehicles, the California Highway Patrol reported Monday.The CHP is seeing witnesses to the collision, which occurred about 9:55 p.m. Sunday near Via Rancho Parkway.A 48-year-old man from Chula Vista was riding a Harley Davidson Softail on the Centre City Parkway on-ramp to the southbound I-15 at a high rate of speed, according to CHP Officer Mark Latulippe. As the motorcyclist transitioned from the ramp onto the freeway, he sideswiped a Toyota Tundra traveling in the far right lane, the officer said.The initial contact between the Toyota and the Harley Davidson caused the motorcyclist to lose control, and the rider to be ejected, he said. Before emergency personnel arrived at the scene, multiple vehicles struck the motorcyclist, who was pronounced dead at the scene.He was not immediately identified. 1022
