SAN DIEGO (KGTV) - While America's current border with Mexico has stood since 1848, the wall — or "barrier" — between the two countries is not as old.The divide has seen patchwork fencing over much of the area, largely leading to President Donald Trump calling for a new wall to be constructed.Here's how the current U.S.-Mexico border stands:THE CURRENT WALL...The current barrier between the U.S. and Mexico was settled in the Boundary Treaty of 1970. The treaty resolved any pending differences the countries had regarding the dividing line.This physical border stretches 654 miles from California into Texas, until hitting 1,300 miles of borderless separation. The full border, however, runs from the Pacific Ocean to the Gulf of Mexico.Congress passed the Secure Fence Act of 2006, which called for a permanent wall to be constructed along the U.S.-Mexico border, along with technologic improvements in surveillance and security. SAN DIEGO (KGTV) - Astronaut Mark Kelly and Former US Representative Gabrielle Giffords were honored aboard the USS Midway Thursday evening.The Annual American Patriot Award Gala specifically honors, "extraordinary individuals who exemplify the finest of American ideals, recognizing individual acts as well as cumulative lifetime achievement."Kelly said he was transported back to his first day on the Midway when he stepped aboard, "this is like where I grew up, I showed up on this ship, I was 25 years old.:" 545
SAN DIEGO (KGTV)- A judge ruled Friday that Alvin Quarles, known as the “Bolder Than Most Rapist," will continue to stay in a state hospital until at least December. A status hearing was held Friday morning to get an update on the location of where he will live. The search is still ongoing to find a location, and the judge has given the court a 90-day extension to do that. In the meantime, the San Diego County District Attorney’s Office has issued an appeal to pump the brakes on Quarles’ release. The Deputy District Attorney, Jessica Coto, says they are attempting to make sure Quarles is not released into the public before he is ready. “The evidence showed that the release of Mr. Quarles was premature and that he still poses a danger to the community,” says Coto. There have been many evidentiary hearings during this process that have not been open to the public. Quarles' victims feel they should have a right to know what was said behind closed doors. The DA's office is hoping that will be reversed during the appeal process. “It makes me shaky for myself personally, and it makes me shaky for the young people of our community, who is his demographic, and who I think really will be at risk,” said survivor Mary Taylor. In the 1980s, Quarles sexually assaulted more than 10 women, often holding them at knifepoint, forcing their boyfriends or husbands to watch as be brutally attacked them. He was sentenced to 50 years behind bars but was moved to Colinga State Hospital years ago to get treatment for sexually violent predators. Quarles was initially set to be housed in Jacumba Hot Springs, but that idea was shut down. Another status hearing has been set for Dec. 6. 1694
SAN DIEGO (KGTV) -- Tracking citizen complaints about law enforcement is a requirement of California law. However, some say there needs to be a significant improvement in that process."Police officers have tremendous authority," said former police officer and criminal justice professor Kevin LaChapelle. He broke down how the process works."[In] a formal complaint, there should be written documentation and the agency is accountable for reporting that to the Department of Justice," LaChapelle said. LaChapelle says the formal complaint process differs from an informal complaint, where someone may talk to an officer or supervisor but no documentation is required. Those interactions are not included in DOJ numbers. When it comes to two of the largest departments in the county, Team 10 found the number of complaints differ drastically. In 2018, the San Diego Sheriff's Department reported nine complaints. In 2017, there were six reported complaints.San Diego Police Department reported 74 complaints last year. In 2017, there were 97 reported to the DOJ.Each department reports to the state both substantiated and unsubstantiated complaints. 1156
