OCEANSIDE, Calif. (KGTV) - The United States Department of Veterans Affairs is being sued in federal court over an Oceanside doctor who is accused of sexually assaulting multiple patients. According to the lawsuit filed this week, the VA is being sued for alleged negligence. Dr. Edgar Manzanera is criminally accused of sexually assaulting five female patients but has pleaded not guilty. One of his accusers who is a veteran is a plaintiff in the new federal suit. According to the complaint, she claims that the Oceanside clinic failed to warn her that several patients had already complained about the doctor's alleged inappropriate sexual contact. According to the court documents, the "…VA did not investigate these prior complaints, or suspend Manzanera from evaluating women for VA."In an email to 10News, a VA spokesperson wrote, “VA does not typically comment on pending litigation.”Dr. Manzanera’s criminal trial starts in September. 952

OCEANSIDE (CNS) - A pedestrian was hit and killed while crossing an Oceanside highway late Saturday night, police said.The crash was reported to police shortly before 10 p.m. Saturday at the intersection of state Route 76 and Douglas Drive, according to Oceanside police Sgt. Rick Davis.Officers found a man lying unresponsive in eastbound lanes of Route 76.Davis said according to witness statements and evidence at the crash scene, investigators believe the pedestrian was crossing Route 76 from north to south against a red light, and was hit by a car heading east on the highway with a green light.The driver, who was not injured, immediately stopped and waited for police to arrive, Davis said. Police did not suspect alcohol or drugs were factors in the crash.The name of the victim was not immediately released. 826

  

OCEANSIDE, Calif. (KGTV) - A North County non-profit is helping homeless veterans get back on their feet and transition from military to civilian life.Wounded Warrior Homes runs three houses in Oceanside, Vista and Escondido.They help homeless veterans with "invisible" wounds like PTSD or brain injuries.Co-Founder Mia Roseberry says getting the vets into a safe, reliable home is often the most important step towards recovery."When you have a safe place to sleep, and you know you’re going to be safe when you open your eyes, and you’re going to be able to eat and have a place to take a shower and you’re safe, then you can go, "Oh, what’s next?'" says Co-Founder Mia Roseberry.According to the latest Point in Time count of the homeless, there are approximately 1,100 homeless veterans in San Diego County.Army Veteran Russ Hudson was one of them. After serving from 2009 to 2013, he suffered from PTSD. Hudson struggled with drug addiction and was in and out of shelters and assistance homes."I was in a dark place," he says. "I was stressed out, I wasn't able to sleep at night." trouble sleeping.Now, he's found stability with Wounded Warrior Homes. He's begun work training service dogs for other veterans dealing with PTSD."I love animals," Hudson says. "I’m from Mississippi, I grew up on a farm, I love dogs, and I was like, hey I’ll give it a try."He's the kind of success story that Wounded Warrior Homes helps create. Roseberry says housing a few veterans in each home helps keep them connected to the community."If you live in your own place, like in a one bedroom apartment, no one really knows you’re isolating yourself," she says. "With this, your roommates will ask why they didn’t see you at breakfast, or at dinner or during the day. They will call each other on it and drag each other out of the room."Volunteers help refurbish the homes and the organization offers weekly check-ins for the veterans. Officials broke ground on a new national memorial in Washington, D.C. Thursday to honor the millions of Americans who served in World War I, 100 years after the United States got involved in the conflict.The memorial will be built in Pershing Park, a small plaza about a block away from the White House.More than 100,000 Americans died in the war and more than 200,000 others were injured. Now, nearly 100 later, there are no living survivors from World War I."It's a national tragedy that the millions of veterans of the Great War have not been memorialized in our capitol,” said Terry Hamby, commissioner of the United States World War I Centennial Commission."There was so much sacrifice in World War I, it's time for America to build a memorial to the forgotten war." Hamby’s grandfather fought in the war. His uncle died in it.“It means a lot to me, personally, because when you have a memorial and you can go stand in front of it, the emotion burst forth,” Hamby said.In Washington, D.C., other American wars are honored with a national memorial, including World War II, as well as the wars in Korea and Vietnam.The Centennial Commission was established by Congress in 2013 and authorized to create a new national-level memorial in the nation's capital, to honor the men and women who served.Denise Rohan, National Commander of the American Legion, expressed support for the memorial and the veterans it will honor.“Their legacy is one of freedom and heroism. Some paid the ultimate price. The American Legion supports this overdue memorial because the world must forever remember the story of those men and women who liberated a continent. Sadly, it was not the war to end all wars. But, by studying their legacy, tyrants should be on notice that America will not allow evil to go unchallenged,” Rohan said.The goal is to build the memorial by Veterans Day of 2018, which would mark the 100th anniversary of the agreement that brought an end to the war.While this will become the first national monument to World War I in Washington, D.C., there is a National World War I Museum and Memorial in Kansas City, dedicated to honoring those who served in the war. 2218
