SAN DIEGO (KGTV) - Nearly four thousand kids in San Diego County have tested positive for lead poisoning over the past decade, and more than 130,000 have missed crucial tests, according to a new report from the California State Auditor.State law requires all 1-and-2 year old children on Medi-Cal to get lead testing. The auditor's office says that's not happening.According to the study, 61% of the tests that should have happened since 2009 were missed. In San Diego, that number is 59%. Specifically, kids in San Diego missed 130,657 of the 220,782 tests that should have been administered.Meanwhile, 44,418 kids across the state tested positive for elevated lead levels. In San Diego, 3,395 tested positive.Local doctors say it's problematic because lead poisoning is nearly impossible to detect without proper testing."Unless you screen kids, they are almost always asymptomatic," says Dr. Kenneth Morris, the Medical Director of the Children's Primary Care Medical Group. "You have no idea until you do the routine screening."Dr. Morris says infants are especially prone to ingesting lead, which can cause developmental problems throughout life."They're crawling on the floors, and they're putting their hands in their mouth. It's just that much easier for the lead to get into their system," he says.Morris says access is a problem for many families on Medi-Cal. They go to their doctor's office for routine check-ups and appointments, but can't get to the follow up lab visits for testing."If you have to refer a child out to a laboratory, it becomes that much more challenging. Because then it falls on the family to be able to get to a lab or hospital to get their blood drawn and get the test completed," he says. "That can be a real challenge for under-served families. SAN DIEGO (KGTV) - One man is behind bars Saturday after allegedly leading police on a pursuit through North San Diego County, ending at a Riverside County casino.Augustine Robinson was arrested inside Pechanga Casino, after leading deputies on a pursuit that began in San Marcos, according to the San Diego Sheriff's Department.Deputies said Robinson stopped at a Shell gas station at 400 Sycamore Ave. in Vista at about 5:30 a.m. and told the clerk to put an undisclosed amount of money on a pump. The clerk reportedly told Robinson he had to pay for the fuel but Robinson gestured toward his pocket and said, "You should put it on the pump."MAP: Track crime in your neighborhoodThe clerk, thinking Robinson had a weapon, did as he demanded. Robinson also grabbed a drink from a refrigerator before filling his car and leaving, deputies added.Deputies came across Robinson's suspected vehicle and attempted to initiate a traffic stop. A pursuit began and lasted for about 50 minutes, taking deputies through San Marcos, Vista, Escondido, and into Riverside County.The chase ended at Pechanga, where deputies said Robinson fled and was stopped just inside the casino entrance. No injuries were reported.Deputies have booked Robinson in the Vista Detention Facility and charged him with robbery and reckless evading. 1339

SAN DIEGO (KGTV) – Monday afternoon, the San Diego City Council rescinded regulations on short-term rentals in an 8-1 vote. On Aug. 1, the council voted 6-2 in favor of rules to regulate short-term vacation rentals in San Diego. The regulations were set to take effect in July 2019.  These regulations limited the rentals to primary residences, which would force some investors or owners of more than one home to sell their properties or rent them out long-term.City Councilwoman Lorie Zapf was Monday’s lone vote against the repeal.The group Share San Diego called Monday's vote "an important step towards fair and effective short-term rental regulations." 690

SAN DIEGO (KGTV) — One man is dead and another person was injured after two separate shootings just miles apart early Saturday.The first shooting occurred in the Lincoln Park area before 3:30 a.m. near Euclid and Imperial avenues. A suspect wearing dark clothing reportedly shot at a group of transients, according to San Diego Police.One person was hit by debris from the gunshot and taken to the hospital as a precaution.MAP: Track crime happening in your neighborhoodA second shooting occurred about two miles away, an officer patrolling Mountain View heard gunshots around the same time. He arrived to find a man lying on the ground on South 45th Street, near Willy Henderson Sports Complex.The Hispanic man in his 20s to 30s was shot multiple times and died at the scene, police said. His identity has not been released.Police are searching for a white Volkswagon seen in the area by witnesses following the shooting. Police said there is no indication the shooting is gang-related.Police received calls about both shootings around the same time but said there is nothing to suggest the two are connected. 1153

SAN DIEGO (KGTV) — One person has been arrested Friday in connection with two threatening notes targeting La Jolla High School found off-campus.It's not clear whether the person was a student of the school.In a letter to parents Thursday, La Jolla High Principal Charles Podhorsky alerted the community of the notes that made mention to Oct. 31 and Dec. 10.RELATED: Point Loma Nazarene University classes canceled due to FBI investigation into possible threatPodhorsky alerted parents to the arrest Friday, and noted, "In an abundance of caution, we still plan to have additional officers on campus on these dates."It wasn't confirmed where the notes were found in the community, but students told 10News one of the notes were found at a nearby 7-Eleven location.Podhorsky also reminded parents to talk with their children regarding the notes and “If you see something, say something.”Any suspicious activity can be reported to either the Students Speak Out/Crime Stoppers hotline at 619-275-8240 or to San Diego Police at 619-531-2000. 1094
