CHULA VISTA, Calif. (KGTV) — Seniors living at Volta Apartments in Otay Ranch say an elevator at the five-story complex has been broken for more than a month, leaving many residents feeling trapped. They also say management has been giving them the runaround, refusing to lay out a process or timeline for repairs."I would believe you probably two or three days, but not a month or two months. That's way too much time for the seniors," said the son of one of the residents.RELATED: Residents concerned over rash of vandalism in Chula VistaThere is a second elevator, but because of the large size of the complex, some residents now have to walk a city block to get there, which is beyond the capacity of some of the most disabled residents. "It's ridiculous. It's been over a month. How long do they have to wait?" the son said.10News left voice mails at the office and with the management company, but those calls were not returned. A visit to the office was unsuccessful, as the outside door was locked. 1014

Chris Tafoya may have skipped an entire season of providing locals and tourists their morning pickup but what better season than fall, for a comeback when it comes to selling hot beverages. "Old Town looks normal on weekends believe it or not. Parking is hard to find, it's encouraging for us," said Tafoya. His tiny shop, The American House, nestled in the historic district has been closed for nearly half a year and survived thanks to online sales. "We tried to do curbside for bulk items, and online helped us out."He's now ready to pivot from virtual communication, back to in-person. "We're doing kind of a like a walk-by. They walk through the front, order through an old fashioned window, and grab their drink. If they want to buy bulk, they just walk in," Tofoya described. They'll start slow and open on weekends but will extend hours if needed, "If business picks up, we're ready to go."While online sales helped during their store closure, they also had to file unemployment. "We're hopeful obviously. We're reopening, and a lot of businesses didn't reopen." 1077

CHULA VISTA, Calif (KGTV) -- As Chula Vista continues to grow, so does the need for police officers in the city. Last June, voters approved a half cent sales tax increase, giving Chula Vista the highest sales tax in San Diego County. The money goes into the general fund, but os designated for hiring more police and firefighters. Despite the new sales tax, some business owners say they are still having issues with the department's response times. A bakery owner on Third Avenue tells 10News she sometimes has to call police multiple times a week to report a crime, but that sometimes police don't show up or shows up hours after the crime. See complete coverage of Life in Chula VistaChula Vista Police say things are already improving. Captain Phil Collum says the department has hired nine of the 12 officers currently allowed by Measure A. According to SANDAG, crime in Chula Vista is actually down 3 percent in 2019, including property and violent crimes. "Sometimes the perception that crime is on the rise or perception that things feel less safe than they were, in fact all of the data suggests otherwise," said Collum. In a recent survey, 91 percent of Chula Vistans said they are "very satisfied" with the department, despite not meeting response times for priority one and priority two calls. Collum said those response times are slowly improving. The police department says additional positions will be filled through the Measure A sales tax, meaning 31 additional officers by 2023. The Chula Vista Police Officers' Association sent 10News the following statement: 1587
