SAN DIEGO (KGTV) -- In an effort to lower costs in one the country's most expensive states for medications, Gov. Gavin Newsom wants California to manufacture its own generic drugs.Newsom is expected to send a proposal as part of the new state budget to the legislature Friday that would allow the state to negotiate contracts with drugmakers to manufacture selected prescriptions on behalf of California.“The cost of health care is just too damn high, and California is fighting back,” Newsom said in a statement. “These nation-leading reforms seek to put consumers back in the driver seat and lower health care costs for every Californian.”Three of the most expensive U.S. cities for medications are San Francisco, Los Angeles, and San Diego. According to a survey by Kaiser Family Foundation, six in 10 Americans take prescription drugs, and 79 percent of those surveyed say the costs are unreasonable. Prescription drug prices have gone up 38 percent since 2017. Newsom's plan would make those medications available at an affordable price for 40 million people living in California. Details on what the drug program will look like will be available when Newsom submits his full proposal Friday afternoon.If approved, California will become the first state in the U.S. to have its own generic drug label. 1315

SAN DIEGO (KGTV) - A bluff that overlooks Beacon’s Beach in Encinitas is on the brink of collapsing, which could mean changes for the walking trail that leads visitors down to the beach. The City of Encinitas says the bluff is at risk. There is a low-lying failure and the bluff could fall, taking the walking trail with it.“We’ve been told by our experts that there is a chance that the slide could happen at any time,”says Brenda Wisneski, Developmental Services Director for the City of Encinitas. Visitors at Beacon’s Beach say they feel the walking trail makes the beach different from others. “It’s one of my favorite beaches in all of San Diego. A part of that is because of the access, this trail is highly unique and it's not stairs,” says Mark Tayer. The city has a proposal to add a staircase south of the entry to the trail.“That is the most safe, the most secure. It requires a minimal amount of stability at the base of it,” says Wisneski.Wisneski says the city also has plans to move the parking lot back from the failure area. This could mean fewer parking spaces for visitors. The city hopes to begin construction in the fall of 2019. The proposal will go to the planning commission next. The trail will stay there until it poses a safety issue to visitors. On Wednesday, the City of Encinitas will have an open house where members of the community can voice their concerns. SAN DIEGO (KGTV) -- A group of ladies in the North County are part of a nonprofit group that has focused on philanthropic projects for 20 years. Since April, however, six of the women in the group have been on a new mission. "We all go in separate cars and are in a horseshoe line, and someone will ring the doorbell. When the person answers then we're in good shape to sing, ask them how they're doing and tell them we love them and care about them."The group, who call themselves Masquerade Brigade, sing to those who are elderly and vulnerable to COVID-19 on their birthdays. "Just the human connection means a lot to them and it makes them feel like they're not forgotten," said Sophia Bouvier, a member of the singing group.The individuals they sing to are people who they volunteered with before we entered a COVID world."They've texted us after, 'I've been visited by the Masquerade Brigade. You can't believe how uplifting it is to see their faces and listen to their smiles as they sing,'" described Bouvier.Their gift of singing, small gifts, and presence isn't something you can put a price tag on they said, "Kindness is free and it takes so little to make a big difference."The group is out singing every Tuesday at 2:30 p.m., and have visited over 25 people since April. "You can just tell how much this chant has meant to them, it's really beautiful." 1374

  

SAN DIEGO (CNS) - Todd Gloria was sworn in as San Diego's 37th Mayor Thursday morning, alongside the 73rd San Diego City Council, making him the first LGBT and person of color mayor in the city's history.The former assemblyman for California's 78th State Assembly District, City Councilman and Interim Mayor in 2013, thanked the diverse San Diegan community for electing him to the position."A city where a Native American, Filipino, Puerto Rican gay guy just became your mayor," he said.RELATED: Gloria to take over as San Diego doubles pay for mayorFormer Mayor Kevin Faulconer offered his congratulations to his "friend and colleague" Gloria in a prerecorded message in which he touted his own successes over his six-year term.He pointed to declining homelessness rates, road repairs, signing the Climate Action Plan and reducing the city's emissions by 25% and evidence of the success of bipartisan government."When we set aside politics and lead with pride, there's nothing we can't do," Faulconer said.Gloria set a hopeful tone with his remarks after California's Senate President pro Tempore Toni Atkins, D-San Diego, swore him in."San Diego is a big city," he said. "It's time we act like it."Gloria said his staff was preparing an aggressive strategy to tackle to the ongoing COVID-19 pandemic, including the public health, economic and housing components."Our goal is not to go back to normal," Gloria said. "Normal was not and won't be good enough. This is the dawn of a new era. We are going to recover and built back better from COVID-19."Gloria said his priorities will include centering racial justice in all actions, affirming Black Lives Matter, increasing housing supply and continuing to combat climate change. 1737
