The family of a Pennsylvania woman who died in jail in 2015 from heroin withdrawal symptoms was awarded .75 million in a wrongful death suit settlement this week, CBS News reported. Victoria "Tori" Herr, then 18, died on April 5, 2015, nine days after being arrested after police found drugs in the woman's apartment. Herr told police that she had consumed 10 bags of heroin a day. During her first four days in custody, Herr reportedly suffered from bouts of vomiting and diarrhea. She was treated with water and Ensure, but was unable to keep her fluids down. The result of those symptoms led her to cardiac arrest and to lose consciousness, CBS News reported. Herr's lawyers claimed that the Lebanon County Correctional Facility did not meet her basic medical needs, and then lied. "Anyone who looked at her would have known that she was very sick and that she needed attention," Herr's family lawyer Jonathan Feinberg told CBS. "There was a complete disregard for her needs, which can only be tied back to the fact that she was addicted to drugs."As part of the multi-million-dollar settlement, the jail's warden, nurses and other employees agree that there was no wrongdoing. To read CBS News' full report, click here.  1284

The former chief administrative officer for the Department of Housing and Urban Development says she was demoted in part for refusing to spend more than was legally allowed to redecorate Secretary Ben Carson's new office.In a November 2017 complaint obtained by CNN, Helen Foster said she was told to "find money" beyond the legal ,000 limit for redecorating. In one instance, she says a supervisor said that ",000 will not even buy a decent chair."Foster's sworn complaint with the Office of Special Counsel, the independent agency charged with investigating whistleblower complaints made by government employees, says that after she refused to misuse taxpayer dollars for the office redecoration project she was "retaliated against by being taken out of my position as Chief Administrative Officer."She says that HUD's Acting Secretary Craig Clemmensen pulled her aside more than a month before Carson's March confirmation and told her that Carson's wife, Candy, wanted to "help the Secretary redecorate his office suite." Clemmensen asked Foster to assist with "getting Mrs. Carson access and funds for the project," the complaint states.Foster said she told Clemmensen that legally, the department was limited in how much it could spend on the office redecorating project to ,000, information she says she also passed along to the administrative officer in the Secretary's office. But even so, Foster said she received repeated pressure in multiple conversations to "find money" for the redecorating project in excess of what was legally allowed, including in a one-on-one meeting on February 10. Clemmensen, according to the complaint, told Foster that the administration "has always found money for this in the past."In an exclusive interview with CNN, Foster said each time Clemmensen pushed her to assist Carson's wife with finding the money, it was always "in the context of Mrs. Carson wants to do this. We have to find the money.""There was a sense of 'we are not going to take no for an answer.' There was a lot of staff time spent on this" a former HUD employee with knowledge of the situation told CNN."The most frustrating part of all this was spending so much time on this issue," the former employee said. "Instead of focusing on HUD's mission, we were talking about furniture for the Secretary's office.A HUD official disputed Foster's account."When it comes to decorating the Secretary's office, the only money HUD spent was ,200 to put up new blinds in his office and the Deputy Secretary's office,"HUD spokesman Raffi Williams told CNN. "The Secretary's Administrative officer is aware of the limit and ensured that the limit was not exceeded." In the email which has been reviewed by CNN, she wrote that she had been asked about "finding additional money.""Is there any way Admin could appropriately spend additional funds over 00 to provide new furnishings or decorating for the Secretary's Office without getting appropriations approval," Foster asked Lyberg in the email.Lyberg responded: "We cannot exceed the cap."Further evidence that the issue continued to be a topic for discussion came On February 22, when the office of HUD's Chief Financial Officer sent a memo to Clemmensen and Janet Golrick, the department's acting deputy secretary, detailing the rules surrounding funds for decorating Carson's office.The memo, which was obtained by CNN, said that spending of more than ,000 "requires advance notice to the House and Senate Committees on Appropriations." The City of San Diego was awarded a million state grant that will help save food, save the planet, and save people.  The city will use a majority of the grant to convert its composting system at the Miramar Landfill into a closed system.  A news release from the city said that will reduce air emissions and continue to divert tons of food waste from the landfill.The City of San Diego currently keeps more than 100,000 tons of food waste out of the landfill by composting or making sure it’s diverted to food rescue non-profits before it’s thrown away.“It’s getting tossed because people don’t find the need for it or it’s got a slight cosmetic defect,” said Aviva Paley of Kitchens for Good, a food rescue that feeds hundreds of people a day by using food that could have been thrown away.“You can still make really good food with stuff that you just have to clean it up a little bit,” said Kitchens for Good Chef Trainer Theron Fisher.“It is so heartbreaking to see how much food goes to waste in this country,” said Paley.A portion of the state grant will allow Kitchens for Good to expand its operation.  It fed 35,000 people in 2016.  It would like to feed more than 50,000 by 2018.It would keep more food out of the landfill and feed more people who need meals.  Paley said one in six San Diegans go hungry every day.Another benefit for the Kitchens for Good program:  The cooks who prepare the meals are going through a 12-week training program to prepare them for culinary careers.  Paley said most of the participants have overcome obstacles from crime and drugs to mental disabilities.  The program opens them to a career they could otherwise never reach. 1718

The Catholic Diocese of Pittsburgh has received about 50 new allegations of abuse in the week since a grand jury report was published about sexual abuse by priests, according to diocese spokesman Rev. Nicholas Vaskov, as reported in the Pittsburgh Post Gazette."All of the allegations are from prior to 1990 and go back as far as the 1940s," Vaskov said in a statement to the Post Gazette.CNN has reached out to the Catholic Diocese of Pittsburgh but has yet to hear back.None of the new allegations have yet been turned over to prosecutors, according to the district attorney's office in Allegheny County.Mike Manko, the spokesman for the district attorney, told CNN he was "not aware of any new referrals."The new allegations come in the wake of a Pennsylvania grand jury report that documented decades of alleged sexual abuse by priests and a system of cover-ups by Church higher-ups.
