SAN DIEGO (KGTV) - A priest in the Roman Catholic Diocese of San Diego was suspended Tuesday as church officials investigate allegations of sexual misconduct with a girl in the 1990s.Father Justin Langille, 65, initially faced the claim in the mid-1990s for an act which allegedly occurred with a female teenager earlier in the decade, according to a news release from the diocese. The case was examined in 1995 and 2002, but the diocese concluded that the allegation was unsubstantiated after Langille passed a polygraph test, church officials said.Last month, the case was brought before the diocese’s Independent Review Board as part of its process to review files about the sexual abuse of minors by clergy.“I felt strongly that even older, previously decided cases involving currently serving priests would benefit from being examined by the Independent Review Board,” said Bp. McElroy. “The voice of the laity needs to be heard on these matters and the independent board, with members that include attorneys, criminal investigators, psychologists and a clergy abuse victim, provides the diocese with exceptionally valuable guidance and expertise.”An investigator revealed significant new information that substantially undermined the credibility of Langille’s denials, the diocese said. Church officials did not provide details about the information. The diocese spokesperson did not have information about whether San Diego Police had been contacted. If the Independent Review Board determines the accusation is not credible, Langille may be returned to ministry, according to the diocese.Langille has not had a full-time assignment in the diocese since 2013, officials said. He has assisted on weekends at St. Therese and Ascension parishes in Del Cerro and Tierrasanta. The diocese said it encourages any victim of abuse by clergy to contact the Victim Assistance Office at 858-490-8353.The Diocese of San Diego serves 1.3 million Catholics in San Diego and Imperial Counties. 1999

SAN DIEGO (KGTV) -- A new report found that San Diego is one of the worst cities to buy a home, but a nearby city may give San Diegans hope. The report by GOBankRates lists San Diego as one of the 15 worst placed to buy a home in the country. The site says home prices in San Diego have increased by 1.8 percent over the last year. In the last five years, home values have grown by a little more than 33 percent. “The populous city of San Diego may be home to over 1.3 million people, but home values grow slower than some of the smaller, neighboring cities. San Diego only saw home values increase at a rate of 1.8% over the past year,” the site says. A better option, the website says, is National City, where home values have increased over the last five years by more than 49 percent. “National City offers a smaller footprint for a better value. The median home value is an impressive 5,500, which is almost 0,000 cheaper than San Diego.”If you are considering buying in San Diego, there are options. A new housing development is going up in Otay Mesa geared toward first-time buyers. There's also hope for teachers. School districts around San Diego could begin building affordable housing for employees and teachers struggling to make ends meet. 1267

SAN DIEGO (KGTV) — A man under arrest was hospitalized Sunday night after San Diego Police said he slipped out of his handcuffs and got a hold of an officer's gun, leading to an officer-involved shooting at the department's downtown headquarters.According to police, a 25-year-old Hispanic man was arrested shortly after 6:20 p.m. after an incident at a downtown San Diego hotel. A hotel security guard reported the man was “acting strange” and threatening others.Officers took the man to SDPD headquarters on 1401 Broadway, but just after 8 p.m. police said the man somehow freed himself from his handcuffs while inside the patrol SUV, and then broke a divider that separates the prisoner seat area from the cargo area.Police said it was in the cargo area were the man located an officer’s backpack that contained a backup handgun.Officers went to check on the arrestee after hearing noise and saw that he was still in the vehicle but armed with a gun. Officers drew their weapons but backed up from the car.Police said, “Officers gave the male commands to drop the weapon, but he refused to do so. The male fired at least one round from the handgun.”The officers felt threatened at that point, prompting them to fire at least one round, hitting the man at least once in the torso.According to police, “The male reached out the car window, opened the door and exited the patrol vehicle. He was still armed with the handgun and would not comply with officers’ directions. The male tried to open both the rear cargo compartment and the driver’s door of the patrol vehicle, despite officers’ orders to stop. Because he still posed a threat, a Police Service Dog was deployed on the male. The canine bit the male and officers were able to approach and subdue him. The male was still armed with the handgun at the time of his arrest.”After officers provided aid to the man at the scene, he was taken to the hospital with non-life threatening injuries, according to police.SDPD’s Homicide Unit is investigating the officer-involved shooting.Police stated the following information in a news release:“The names of the officers involved in this incident are not being released at this time, but they have been with the department for 8 years, 6 years and 10 months, respectively. The investigation and review process for an officer-involved shooting is extremely thorough. When the Homicide Unit completes their investigation, it will be reviewed by the San Diego County District Attorney’s Office to determine if the officers bear any criminal liability for their actions. The Internal Affairs Unit will conduct an investigation to determine if there were any policy violations, and the Shooting Review Board will evaluate the tactics used by the officers. The Community Review Board on Police Practices will conduct a review of the incident and provide any appropriate recommendations. The Federal Bureau of Investigations and the United States Attorney’s Office will also be monitoring the investigation.”The San Diego NAACP released the following statement regarding the shooting: 3085
