SAN DIEGO (AP) — The American Civil Liberties Union on Wednesday released documents detailing widespread allegations of misconduct by U.S. border authorities toward children, including kicking one in the ribs, denying medical attention to a pregnant teen who complained of pain and threatening others with sexual abuse.Its report is based on more than 30,000 pages of government documents in response to Freedom of Information Act requests and a subsequent lawsuit. SAN DIEGO (CNS) - A group of civic leaders will gather Monday to announce a proposed outreach program intended to help people experiencing homelessness with a rapid response team.Mayor Kevin Faulconer, City Council President Georgette Gomez, City Councilmembers Chris Ward and Monica Montgomery Steppe and San Diego Housing Commission President and CEO Richard Gentry will meet at Officer Jeremy Henwood Memorial Park in City Heights to discuss the program, which will be presented to the City Council on Tuesday.The Coordinated Street Outreach Program marks a new approach to conducting homelessness outreach in the City of San Diego and addresses gaps in the existing system, while leveraging and enhancing outreach resources citywide.It builds on a 2018 pilot effort started in the Mid-City area by Gomez and Ward in partnership with the nonprofit service provider People Assisting the Homeless. The new program will incorporate a neighborhood- specific approach with proactive contacts with residents, business owners and civic organizations that is modeled after the pilot initiative.The Coordinated Street Outreach Program will consist of two main service elements: a Rapid Response Team and a Mobile Homelessness Response Team.The Rapid Response Team is intended to focus on areas with known concentrations of individuals experiencing unsheltered homelessness and provide immediate intervention and problem-solving resources while working to improve the person's sense of safety and helping to meet their basic needs.The Mobile Homelessness Response Team will provide street-based case management and prioritize interactions with individuals who are among the city's most vulnerable. The plan is for this team to work to identify individuals who may already be connected to a housing resource and are on a localized list developed in collaboration with the Regional Task Force on the Homeless. SAN DIEGO (CNS) - A 26-year-old motorcyclist was killed Saturday after losing control of his bike, hitting the center median curb and continuing across the lanes of Scripps Poway Parkway in the Miramar Ranch area, San Diego police said.The crash took place on the Scripps Poway Parkway, near 11800 Spruce Run Dr., at 1 a.m., SDPD Officer J. Buttle said.The motorcyclist riding a 2017 Yamaha was moving at a high rate of speed, and failed to negotiate the rightward bend in the road, Buttle said. The man ended up along the south curb line.He was pronounced dead at the scene, Buttle said. SAN DIEGO (CNS) - A 19-year-old accused in the fatal beating of a 56- year-old man near a pedestrian bridge behind Petco Park was ordered Friday to stand trial on a murder charge, though a torture count was dismissed by a judge.Dominick Wells is accused in the Nov. 18, 2018, beating of Edward Starland, who was left comatose following the attack allegedly perpetrated by Wells and four juveniles. The juveniles -- two girls and two boys -- face unspecified charges in an ongoing juvenile court case.Witnesses said Starland had been fighting with a group of young people the afternoon of Nov. 18 before he was thrown down and beaten.
