Allen was also arrested after specialists conducted interviews with the children. He is being held on .5 million bail.The home was described by reporters as messy with scuffed walls and animal feces in the bathroom. The children slept on cots in the bedroom because they were close, Rogers said.Child protection officials made one prior visit to the home, Rogers said. (KGTV) - Construction is underway on bike and pedestrian improvement projects in North San Diego County.Paths will be built beneath the Interstate 5 overpasses at Santa Fe Drive and Encinitas Blvd.The work, which will cost .5 million, should be finished in late summer 2019.During construction, drivers can expect traffic delays. There will also be periodic noise and lights.“Construction activities have been designed to reduce impacts to anyone using these intersections,” said Caltrans Project Manager Arturo Jacobo. “While there will be narrowed lanes, we do not anticipate any lane closures during construction. Additionally, we are installing a temporary protected path for pedestrians and people on bikes, which now only exists along westbound Santa Fe Drive.”The projects are part of the North Coast Corridor Program, which will eventually add carpool lanes to I-5, double track the coastal rail corridor, provide walking and biking trails, and complete environmental restoration. 1017

ESCONDIDO, Calif. (KGTV/CNS) - CHP officers are investigating a crash in Escondido that left a driver with burns to about 80 percent of his body Wednesday morning.The 22-year-old driver, who police believe is a current or former Marine, hit a tree at Bear Valley Pkwy north of Eldorado Dr. at 2:45 a.m.The vehicle caught fire but emergency crews put out the flames. Neighbors who heard the crash also helped the driver.CHP officers initially believed the driver was dead inside the vehicle but found him alive when they put out the flames.The man was taken to UCSD Medical Center with burns and other severe injuries.The investigation closed Bear Valley Pkwy from Bear Valley Rd. to SR-78 during the morning commute.  750

ESCONDIDO — When Greg Spence talks board games, he isn't referring to your Yahtzee's or Scrabbles.The board games he's passionate about can take hours to play - think Settlers of Catan, Spirit Island, or Sagrada.“There are so many games out there that get deep into different genres and strategies and tactics that are so much fun,” he said. “You can get lost in the variety of board games.”The problem Spence discovered with in-depth games, however, is they have dozens of pieces and can even take half-an-hour to set up.That's why in 2013, he launched the company called The Broken Token - which helps gamers organize pieces. Their products include levels of wooden trays, often marked for different kinds of game pieces.The Broken Token did so well that Spence quit his day job and opened a manufacturing space in Escondido. He's now selling internationally.But last year, he almost left California for Missouri or Indiana, states that would offer more distribution flexibility and are closer to conventions. The states are also lower cost than California, which has some of the highest taxes in the nation.“We didn't want to leave, but we were trying to make the best decision for the company,” Spence said.But instead, he got in touch with the group Innovate 78, a collection of city economic officials that pointed him in the direction of a California Competes tax credit. ESCONDIDO (KGTV) – An Escondido couple is out thousands of dollars after falling for a sophisticated truck scam“You hear about it everywhere, but you’re like it’s not going to happen to me,” Terha Newby said.   Terha and her husband, Chris, found the perfect truck for sale on Craigslist back in September. Someone from El Monte was selling a Chevy Silverado 2600 HD for about ,000. “The registration matches the pink slip, the VIN, everything. You’re like, 'Its good!'” Terha said.  But it was far from good.It turns out the truck was stolen out of Orange County last year. Afterwards, someone replaced the VINs on the truck with a duplicate VIN of a truck that someone owns in Texas. They even had matching paperwork to go with it. But the VINs set off an alarm for the DMV when the Newbys went to get their new truck registered.“The VIN that was in the vehicle belonged to truck in Texas, and it was on a lien,” Terha said. “These guys are professionals, they’re out there, and that’s all they do for a living.”Chris said the seller gave them a Carfax report, but it was a fake one. He now regrets not getting their own. “From now on, for a fee, Carfax would have prevented it,” Chris said.The stolen Silverado was impounded and went back to the insurance company of the truck’s original owner.
