SAN DIEGO (KGTV) — San Diego County has recorded its first case of measles of the year. The case was confirmed in an 11-month-old resident who had recently traveled to the Philippines, according to county health officials.Officials said the infant was unimmunized and is currently hospitalized and added others may have been exposed at the following locations: Kaiser Permanente Otay Mesa Medical Office Pediatric Clinic (4650 Palm Ave.) on July 29 from 6 to 9 p.m., Aug. 4 from 8:30 a.m. to 12:30 p.m. and Aug. 5 from 4:45 p.m. to 9:30 p.m.Kaiser Permanente Otay Mesa Medical Office Urgent Care and Pharmacy (4650 Palm Ave.) on Aug. 4 from 8:30 a.m. to 12:30 p.m.Kaiser Permanente San Diego Medical Center (9455 Clairemont Mesa Blvd.) on Aug. 5 from 8 to 10 p.m.County Health and Human Services is currently working with Kaiser Permanente to identify those who may have been exposed to determine if they are at risk.“Measles is a very contagious disease that can be spread easily by coughing, sneezing or being in the same room with an infected person,” Wilma Wooten, County public health officer, said. “Anyone who was at any of these specific locations at the dates and times listed above should watch for symptoms and call their health care provider if they show any signs of the disease.”Measles developed seven to 21 days after exposure. Early symptom include fever, cough, runny nose, and red eyes. A distinctive red rash usually appears one to four days after early symptoms appear. The rash typically begins on the face and head then spreads downward and outward.A person is considered contagious four days before the rash appears.Anyone with symptoms is asked to call their doctor’s office in before visiting directly.Complications from measles are more common in children younger than 5 years old and adults 20 years and older, though the risk is higher with children. Complications include diarrhea, ear infections, and pneumonia. In severe instances, death can occur.Since there is no treatment for measles, the best course is generally bed rest, fluids, and fever control medication. SAN DIEGO (KGTV) - San Diego Metropolitan Transit System officials say ridership spiked in the first quarter of the 2020 fiscal year by more than a million trips compared to the same time last year.From July through September of 2019, 22,258,345 trips were taken on an MTS trolley or bus. In 2018, MTS saw 21,313,801 trips. It's a 4.4% rise from one year to the next."It's encouraging," says MTS Chair Nathan Fletcher.MTS officials say a heavy focus on investment over the past few years is starting to pay off. They recently completed a million plan to streamline services and add frequency to many bus routes. They also added the South Bay Rapid route from Otay Mesa to Downtown and expanded the Rapid Superloop service in the University City area."As we add those services where folks want them, as we squeeze every dime we can get out of our existing budget, as we make a full commitment to engage the community in what they want, people will use it," says Fletcher.The surge in riders helps MTS buck a nationwide trend where public transportation is on the decline.Even in San Diego, year-to-year numbers had been dropping for four straight years, since hitting a record high in 2015 (see chart above).Fletcher says it's a positive step as the city tries to meet strict climate goals that require a reduction in greenhouse gas emissions.Recently, SANDAG put out a plan to increase transit ridership to 10%. That sparked a debate over how much money should go towards transit vs. road construction.Fletcher says any money spent on transit also benefits drivers."Every person who chooses transit is one less car driving," he says. "The individual who says, 'I'm always gonna drive,' should support transit because that means less congestion. Less congestion means less toxic pollution and less greenhouse gas emissions. So it's a win for everybody whether you use transit or drive your car."To raise money for more expansion, MTS is looking into a ballot measure for the November 2020 election that would add a half-cent sales tax. 2046

SAN DIEGO (KGTV) - Ring video captured a man leaping into action, after an incident at a neighbor's Mira Mesa home.Just off Parkdale Avenue, Rod Hutty ran to the front yard in his sandals and saw some frantic neighbors last Wednesday afternoon."I heard a scream and two women came out. One had a stick and shouted, 'Stop,'" said Hutty. Video shows what happened next. Hutty says he spotted a man in his early 20s, who started running."My adrenaline kicked in. He saw another man running in a different direction, causing Hutty to go after him. What isn't seen on camera is Hutty catching up to him."I went like this and he went like this, and grabbed him and almost took him to the ground. Then he got away," said Hutty.Hutty chased them for a bit, before heading back to get his bike. He never saw them again. Witnesses spotted a blue minivan picking up the two men. Hutty later got a visit from the Eggum family, receiving a big "thank you." Hutty's cousin placed the video on the Neighbors by Ring app."Did the best he could ... appreciate neighbors helping out," said Gordon Eggum.Eggum says his wife saw the two men lurking in the backyard after hopping the fence. SAN DIEGO (KGTV) - San Diego may soon have more living spaces in commercial zones, due to ease of regulations approved by the San Diego City Council Tuesday.The amendments to the Live/Work Quarters rules allow for smaller living space in a place of business, add more business types that can include living areas, and authorize additional locations where Live/Work Quarters are allowed.The changes reduce the required minimum floor area from 750 square feet to 500 square feet, and eliminate the requirement for additional parking.RELATED: San Diego housing report focuses on region's needsTuesday’s amendments were part of Mayor Kevin Faulconer’s Housing SD reforms.“This is going to put underutilized commercial and industrial spaces to work in tackling San Diego’s housing crisis,” Mayor Faulconer said. “Lifting restrictions on housing will bring new life to old buildings and allow businesses owners to live where they work. SAN DIEGO (KGTV) -- San Diego County leaders announced Tuesday that churches will be allowed to reopen Wednesday if they have a plan posted and follow newly-released state guidelines. The county said San Diego County's Public Health Officer does not have to approve the plans. "We know that practicing and sharing your faith is important, but we want to make sure we keep everyone safe," said Greg Cox, San Diego County Supervisor.The news follows a state announcement Monday that churches will be allowed to reopen with certain restrictions. Newsom releases updated guidelines for reopening of California churchesSome of the guidelines include limiting attendance to 25 percent of building capacity or 100 attendees, whichever is lower, and arranging for social distancing. Arthur Hodges, the senior pastor at South Bay United Pentecostal Church, is still in a legal battle with the state over restrictions. He said the state's stay-at-home order and restrictions violate religious right and discriminate against houses of worship."This church behind me seats over 600 people," said Hodges. "I could probably come back with a 30 to 50 percent capacity."After being denied in federal court and the 9th Circuit Court of Appeals, Hodges is taking his fight to the Supreme Court, for one main reason."We've got to prevent this from happening in the future," he said. "We need those limits established now that government is not encroaching on our religious rights."His church plans to resume in-person service on Sunday."We are not putting any pressure on anyone to come to church until they want to come, ready to come, comfortable in coming," he explained.Churches will be allowed to reopen beginning midnight Wednesday, according to the county. See some of the other restrictions below: Shorten services to limit the length of time congregants/visitors spend at facilities whenever possible. This could include limiting speeches, asking congregants/visitors to put on garments at home before arrival, etc.Close places of worship for visitation outside of scheduled services, meetings, etc., whenever possible.Discontinue large gatherings that encourage congregants/visitors to travel and break physical distances during activities, such as concerts, large holiday and life event celebrations and remembrances.Close children's play areas and discontinue activities and services for children where physical distancing of at least 6 feet cannot be maintained.Prop or hold doors open during peak periods when congregants/visitors are entering and exiting facilities, if possible and in accordance with security and safety protocols.Close or restrict common areas, such as break rooms, kitchenettes, foyers, etc. where people are likely to congregate and interact.Reconfigure podiums and speaker areas, office spaces, meeting rooms, conference rooms, etc., to allow for at least 6 feet between people.Face coverings are strongly recommended at all times for congregants/visitors and staff.Establish directional hallways and passageways for foot traffic, if possible, and designate separate routes for entry and exit into meeting rooms, offices, etc., to help maintain physical distancing and lessen the instances of people closely passing each other.Close self-service item selection such as pamphlet displays and bookshelves and provide these items to congregants/visitors individually as necessary.Consider limiting the number of people that use the restroom at one time to allow for physical distancing.Discourage staff, congregants, visitors, etc., from engaging in handshakes, hugs, and similar greetings that break physical distance.Reconfigure parking lots to limit congregation points and ensure proper separation (e.g., closing every other space).Discontinue offering self-service food and beverages. Do not hold potlucks or similar family-style eating and drinking events that increase the risk of cross contamination.Strongly consider discontinuing singing, group recitation, and other practices and performances where there is increased likelihood for transmission from contaminated exhaled droplets.Consider modifying practices that are specific to particular faith traditions that might encourage the spread of COVID-19. Examples are discontinuing kissing of ritual objects, allowing rites to be performed by fewer people, avoiding the use of a common cup, offering communion in the hand instead of on the tongue, providing pre-packed communion items on chairs prior to service, etc. 4517
