OCEANSIDE, Calif. (KGTV) - After years of planning, the City of Oceanside is now weeks away from breaking ground on a project that will create a new source of drinking water. Called Pure Water Oceanside, recycled water with go through a rigorous purification system, ultimately supplying 32 percent of the city's water supply needs. "It's more sustainable and will help us stabilize rates moving forward," said Sarah Davis, a Senior Environmental Specialist with the City of Oceanside.Right now, the city is offering tours of its water plant and educating residents on Pure Water Oceanside. "Currently, Oceanside imports the majority of our water from Northern California or the Colorado River, so that comes from hundreds of miles away, and takes a lot of energy to transport. Also, the cost of that continues to increase," said Davis. On Election Night, voters from around the country will sit on the couches, grab their iPads and start paying attention to the results. While we have already profiled why results will likely take awhile this year, perhaps no state is better situated to have delayed results than Pennsylvania. WHY PA RESULTS MAY TAKE WEEKSJoe Corrigan, a political consultant in Philadelphia, says with a record number of voters voting by mail, combined with state rules regarding when ballots can be counted, results will take time. "We are seeing about 10 to 15 thousand mail-in ballots requested a day (in Pennsylvania)," Corrigan said. These ballot requests are overwhelming elections offices across the state."Pennsylvania law prohibits county boards of elections from counting any absentee ballots or mail-in ballots until 8 p.m. on Election Day when polls close," Corrigan added. The Pennsylvania Supreme Court ruled Thursday that ballots can arrive until 5 p.m. ET on the Friday after the election and still count. The ballots do have to be postmarked on or before Election Day to be counted.That doesn't even begin to take into account the state is using relatively new in-person voting machines. "I would very happy to know who won Pennsylvania by Thanksgiving," Corrigan said. WHAT IS BEING DONEElection officials know they have pending issues. OCEANSIDE, Calif. (KGTV) - A car reportedly flew off a freeway in North San Diego County, causing a chain reaction collision.A 20-year-old woman driving a Buick reportedly careened off westbound SR-78 near El Camino Real, through the fence separating the freeway from the Vista Way, and collided head-on with a Ford Thunderbird being driven by a 47-year-old woman traveling eastbound.The collision set off a chain reaction, sideswiping a Nissan van towing a small boat. The boat then came loose from its trailer and flew into the westbound lanes of Vista Way, striking a Toyota Prius, being driven by a 43-year-old man, and a Chrysler 300 being driven by a 95-year-old man.The driver and a male passenger in the Buick both sustained major injuries and were airlifted to Scripps La Jolla hospital. Another male passenger sitting in the back seat of the Buick received minor injuries and was taken to Palomar Medical Center.The driver of the Thunderbird was slightly injured as well, but not taken to a hospital. No other injuries were reported.Police are investigating what led to the Buick driving off the freeway, but said they do not suspect alcohol or drugs to have been a factor. 1216

Officials capture sex offender Stephen Merle Houk in Barstow rail car 4:30 p.m. He is expected to be booked in LA Sheriff's Department Lancaster substation.The Los Angeles County Sheriff's Department Major Crimes Bureau detectives say they are still searching for wanted parolee Stephen Merle Houk.He is a registered sex offender in Oregon. In 2002, he was convicted of sodomy after sexually touching a child younger than 12 years old between 1999 and 2002. He served eight years then was released in 2010. In 2016, Oregon officials say he violated his parole, not updated them on his change of address. They said they issued a warrant for his parole violation and haven't seen him since.Houk allegedly led police on a four-hour police chase in an RV from Los Angeles into Bakersfield, California. 820
