 SAN DIEGO (CNS) - Strong and gusty Santa Ana winds, low humidity and high temperatures will persist Friday, with a red flag warning denoting a strong risk of wildfire in effect for the San Diego County mountains and valleys.The National Weather Service issued a red flag warning that went into effect at 10 a.m. Thursday in the county mountains and valleys and lasts until 10 p.m. Friday. The NWS also issued a high wind warning for the county mountains and valleys that remains in effect until 6 p.m. Friday.Along with low humidity levels, the strong Santa Ana winds blowing north to northeast are to blame for the fire danger, with winds of 20 to 30 mph in the forecast and gusts near 55 mph possible near the top of the county mountains, according to the NWS. Humidity was expected to drop to 3-8 percent Friday.Fuels are very dry and fires will grow rapidly and be difficult to control upon ignition, according to the Santa Ana Wildfire Threat Index.Warm seasonal temperatures were also expected to add to the potential fire danger. High temperatures Friday will be 81 to 86 degrees in the western valleys, 73 to 78 near the foothills and 60 to 69 in the mountains, NWS forecasters said.With the heightened fire danger, authorities recommended that residents avoid outdoor burning and have emergency preparedness kits in order."An emergency can happen at any time," a forecaster said in a statement on the Santa Ana Wildfire Threat Index Website. SAN DIEGO (KGTV) — A man was arrested on battery and hate crime charges Thursday after he punched a man who recently arrived from Afghanistan and threatened to kill his family.San Diego Police said Robert Compton, 48, was on a trolley in the Grantville area on Feb. 26 just before 12 p.m., when he approached a family of four who recently moved to San Diego from Afghanistan. The family was being given a tour from a Catholic charity helping them during their transition to the area.Police say Compton told the 41-year-old father and threatened to kill the family. But The Wall Street Journal reported that thousands of employees were told this week that their jobs were eliminated, which the company confirmed.Lowe's spokeswoman Jackie Pardini Hartzell said Thursday that the cuts are coming as the company moves to third-party assemblers and facility services to allow store associates to spend more time on the sales floor serving customers. Previously some store workers did assembly work, such a constructing floor models, and janitorial work. Hartzell said that employees in these positions will have the opportunity to apply for other open roles at Lowe's.She said the company is not disclosing how many are affected as the number of employees impacted varies by store and the company has a strong track record of retaining associates in other roles within the company.Lowe's, under its relatively new CEO Marvin Ellison, is trying to return its focus to its home improvement chain and streamline its business.After Ellison took the reins last year, he thinned executive positions at the company and began paring away weaker selling items in its stores. There were plans to use the Third Avenue location for luxury housing, but some county leaders are hoping to use the space as a way to serve the homeless dealing with mental health challenges. Over a decade ago, the location once served as a center for adolescents. The county had plans to use the 7-acre lot for luxury condos. “I don’t believe that the public policy changes we face as a region is a shortage of luxury condos,” says County Supervisor Nathan Fletcher. “I believe the public policy challenge we face as a region is an investment in behavioral health services.”The vacant space on Third Avenue sits less than a mile from Scripps Mercy Hospital and UCSD Medical Center, Hillcrest. “We have 50 to 100 patients in our emergency rooms every day that need some form of mental health services,” says Patty Maysent, CEO of UC San Diego Health. The facility would offer services like psychiatric care and substance abuse. “A lot of folks go to the emergency room, get the most expensive care, get stabilized, and they have nowhere to go,” said Fletcher.
