SAN DIEGO (KGTV) - Hundreds attended a Juneteenth event in Balboa Park Friday.The event, 'Artists 4 Black Lives,' involved local artists commemorating Juneteenth through songs and performances."It was a way to celebrate Juneteenth, mourn our fallen black brothers and sisters, and amplify our black artists' voices," The event director, Eboni Muse, said.The holiday commemorates the day in 1865 when slaves in Texas learned they were free, two and a half years after the Emancipation Proclamation was issued."As black people, it is our Independence Day. We were not freed July 4," Muse said. "I personally think it's something we need to celebrate all the time."This year's Juneteenth celebration takes place at a time when the country is engaged in a national conversation about racial injustice and police reform. The atmosphere at Balboa Park was inviting and welcoming, drawing a diverse crowd."I'm hoping our artists will open the eyes of those who see us and really understand how we feel and how this has affected our people," Muse said. 1052

SAN DIEGO (KGTV) -- Friday morning, SANDAG’s board will decide how to spend 0 million throughout San Diego County between roads, public transportation and other projects. According to a budget released by SANDAG, most of the funds will go towards transportation, not roads. The move has some throughout the county concerned that not enough will go toward roads in need of repair. “I'm pragmatic about it and I do worry about the fact that these tend to suck up all of the money and leave nothing left for highways,” said El Cajon Mayor Bill Wells.The concern comes after SANDAG announced “5 Big Moves.” The project focuses on the future of public transportation. Read all five points of the plan below: Complete CorridorsThe backbone of a complete transportation system that leverages technology, pricing, and connectivity to repurpose how both highways and local roads are used and managed. Complete Corridors would increase safety, capacity, and efficiency; provide dedicated space for high-speed transit and other pooled services; manage demand in real-time; and maximize use of existing roadways. Local roads are designed and operated to equally accommodate all users, including transit, cars, bikes, pedestrians, and commercial vehicles. Features may include dynamically managed curb space, transit amenities, bike facilities, pedestrian refuges, or smart intersection systems. Smart intersection systems would improve safety for all modes through use of sensors and alerts to vehicles and individuals, and could give transit priority treatments that make transit faster and more reliable. Wireless charging at parking facilities, intersections, and/or roadways will support future induction charging for zero-emission vehicles. Complete Corridors will provide connections to the Mobility Hubs network and infrastructure to support use of shared, on-demand Flexible Fleets. Transit LeapA complete network of high-capacity, high-speed, and high-frequency transit services that incorporates new transit modes and improves existing services. New high-speed services could include grade separated or tunneled services that span long segments with limited stops connecting major destinations. Potential improvements to existing transit lines include double or triple tracking, higher frequencies, dedicated lanes, and signal priorities managed through Complete Corridors. These routes will connect to Mobility Hubs and provide travelers a true alternative for traveling to work, home, and major destinations as fast or faster than driving. Transit services will feature better integration with other services for limited transfers with better timed connections, offer more individualized transit services, and transition to electric or alternative fuels to reduce greenhouse gas emissions.Mobility HubsPlaces of connectivity where a variety of travel options come together to deliver a seamless travel experience in the heart of the communities where people live, work, and play. Mobility Hubs surround high-speed transit in the Transit Leap and integrate with Complete Corridors to align with the network of smart, managed corridors. Supporting land uses that increase housing near transit and enhanced infrastructure for bikes and pedestrians will encourage more people to walk and/or bike. Flexible Fleets also are integrated and offer numerous shared mobility services that extend the reach to high-speed transit and improve access to an individual’s origin or destination. Hubs are customized based on the surrounding community’s transportation needs and include layers of features including shared mobility services, infrastructure improvements, ITS investments, and amenities. Flexible FleetsOn-demand, shared, electric vehicles that connect to transit within a Mobility Hub and provide users a convenient travel option between Mobility Hubs along the region’s network of Complete Corridors. Micromobility fleets range from shared bikes to shuttles and are supported by infrastructure and dedicated space provided in Complete Corridors. These diverse vehicle sizes and speeds provide personalized travel options for different types of trips and environments. Fleets will use a mobile app where users can plan, book, and pay for all their transportation services in one place. As technology evolves, driverless vehicle fleets will communicate to each other and surrounding infrastructure to make safe and timely connections. This includes transporting travelers and delivering commercial and retail goods.Next OSThe “brain” of the entire transportation system. SAN DIEGO (KGTV) — For the first time, the hunting license suspected Poway Synagogue shooter John Earnest presented to buy the rifle used in the alleged attack has been made public.The dates on the license show it was invalid at the time Earnest purchased the gun from a dealer in San Diego.Earnest, 19 years old at the time of purchase, needed a valid state-issued hunting license to get around a new California law that raised the age limit to buy a firearm to 21. The attack took place April 27, 2019. Earnest used the hunting license to buy the semi-automatic rifle from San Diego Guns on April 13. He picked it up the day before the attack, which killed Congregant Lori Kaye and injured three others. This time of year also can signal a slowdown in the real estate market - and an opportunity for buyers.Germaine LaValade took advantage, and is about to own his first home. He’s in escrow for a four-bedroom home in North Pacific Beach, listed for .17 million. LaValade, a software engineer, said a big reason the seller chose him was because the sale would close before the end of the year for tax purposes.“Because we are renters right now we didn’t have any house to sell to buy this one,” LaValade said.A motivated seller is just one of the advantages a homebuyer may have in these winter months - far removed from peak summer season. Another help - interest rates, which have been on the rise, tend to soften as activity slows nationwide.“We’re seeing a lot of prices are coming down from the all-time highs that they were,” said San Diego realtor Gary Kent. “We’re probably off as much as 5 percent from the peak, peak, peak of the market.”But prices are still high in San Diego County. SAN DIEGO (KGTV) — Every prom is memorable, but only one is truly an "Unforgettable Prom." Yet just like so many momentous occasions this year, the Unforgettable Prom had to be canceled. But its legacy lives on, touching lives 20 years later."Scott was an amazing young man. Sorry. He was very charismatic," says Carmen Delgadillo.Twenty years and Carmen Delgadillo still gets choked up talking about her son Scott. At 13, Scott Delgadillo was diagnosed with leukemia. He was determined to beat cancer because he was driven to one day attend Notre Dame, he was a fighter, and was surrounded by loyal friends who would always visit him in the hospital."Scott had a lot of friends that would come to visit, and some of the other kids did not. So, he would ask his friends, 'Hey, can you stop by and see my friend?' That's how Scott was; he brought people together," adds Carmen.Those same friends planned to take Scott to the Winter Formal that year. Unfortunately, Scott's sickness got worse, and he passed away shortly after. But his legacy was just beginning."Shortly after his passing, a nurse at Rady Children's Hospital, a nurse that took care of him, stopped me and asked if we would be interested in putting together a prom for the teenagers at Rady's Hospital," says Carmen.So, Carmen and Scott's friends got together and created the Friends of Scott Foundation. Teenagers with cancer and other illnesses, many too sick to attend their own proms, get the red-carpet treatment here at the Unforgettable Prom. Everything from the limos to the boys' tuxes, to the girls' gowns, and everything in between is taken care of for them."This is a way that they just forget about everything, and it's a free night from cancer. And we're very, very proud of this event," adds Carmen.But like most proms this year, the Unforgettable Prom had to be canceled. Instead, Carmen and the foundation are working to gather donations to create care packages for those teenagers suffering from illnesses and their families."We are providing gift cards, whether it be groceries or gas to help some of these families out during the pandemic," says a smiling Carmen.Now, 20 years later, Carmen Delgadillo and her volunteers have impacted and touched thousands of lives in the memory of her son Scott."I'd like to say how many lives have touched me," says Carmen. "Some of these kids are now parents. I've got to meet their children. They've gone on with their lives, some of these kids have gone on to college. So, all those lives that have been part of Scott and his legacy." 2566
