SAN DIEGO (CNS) - San Diego County's use and support of gun violence restraining orders as a preventive measure is cited as one of the major drivers in the orders' increasing implementation statewide in a recently published study.The UC Davis Violence Prevention Research Program examined the use of extreme risk protection orders -- or ERPOs -- in California between 2016 and 2019, noting a "substantial increase" in their usage over those years.San Diego County had the most notable increase among California counties, issuing 267 gun violence restraining orders -- or GVROs -- in 2019, versus just five in 2016, according to the study that was published in June in the Journal of the American Medical Association. Throughout California, their use grew from 70 in 2016 to 700 last year.The orders allow law enforcement to temporarily seize firearms from people believed to be at risk to themselves or others.San Diego City Attorney Mara Elliott's public endorsement of GVROs, development of a GVRO team and law enforcement training strategy were suggested as possible reasons for the disproportionate use of the orders in San Diego County and southern California as a whole.The study found that gun violence restraining order laws could be useful in prevention of mass shootings, suicides and "interpersonal violence."To that effect, the study cited two instances of GVROs issued in San Diego, one that was granted against a man with dementia who made threats to shoot his wife and neighbor, and another to seize a semiautomatic rifle from a man "who praised a recent mass shooter and made threats to bring his gun to work."Elliott's office has publicly detailed numerous other instances of GVROs served on local residents, including minors."It is encouraging to see our impact on California's use of this indispensable tool to prevent suicides, mass shootings, intimate partner homicides and other gun-related violence," Elliott said in a statement released Wednesday. "Red flag laws allow us to be proactive in identifying dangerous behavior so that we can avert a tragedy before it occurs, and I'm hopeful GVRO use will continue to rapidly grow."However, the study indicates there are many unknowns regarding GVRO use and effectiveness.GVRO use grew rapidly in 2019, and more study is needed to determine whether the increase in its use represented an increased need for the orders or simply marked a greater awareness of their availability, according to the study.While their use in California suggests GVROs "filled a gap in existing firearm violence prevention strategies," the study states more data is needed, as current data does not "allow us to measure the policy's effects on violence prevention."Their use in California also does not entirely allow for direct comparison with other states, due to differences in firearm laws. SAN DIEGO (CNS) - The aircraft carrier USS Theodore Roosevelt will change its home port from San Diego to Bremerton, Washington, ahead of scheduled maintenance slated for next summer, the Navy announced Wednesday.The ship, which is currently deployed in the Western Pacific, will enter Puget Sound Naval Shipyard for scheduled maintenance known as docking planned incremental availability, or DPIA.Lt. Travis Callaghan said the maintenance required to maintain the Nimitz-class carrier's service life is more involved than what can be done pier- side in San Diego. DPIA involves putting the ship in drydock and will require facilities, equipment and personnel available in Bremerton, Callaghan said.The carrier recently resumed its scheduled deployment in the Indo- Pacific after spending months docked in Guam due to the widespread COVID-19 outbreak aboard the ship.The ship originally departed San Diego on Jan. 17 for a deployment, but was diverted to Guam on March 27 when the outbreak took hold, ultimately infecting more than 1,100 sailors, and killing one, Chief Aviation Ordnanceman Charles Thacker, 41.Navy officials said the carrier now operates with a new COVID-19 standard operating procedure, which modifies how crew members move through the ship, expands meal hours and establishes new social distancing procedures. 1337

SAN DIEGO (CNS) - The San Diego City Council today approved an emergency ordinance requiring hotels, event centers and commercial property businesses to recall employees by seniority when businesses begin to recover and to retain employees if the business changes ownership after the worst of the COVID-19 pandemic abates.The local ordinance applies to hotels with more than 200 rooms, janitorial, maintenance and security companies with more than 25 employees and gives recalled employees three days to decide whether to accept an offer to return.The ordinance, which was approved on a 7-2 vote, will remain in effect for six months or until Dec. 31, depending on Gov. Gavin Newsom and whether he signs Assembly Bill 3216 into law statewide. The state legislation has a significantly lower bar, requiring hotels with 50 or more rooms and event centers with 50,000 square feet or 1,000 seats or more to employ retain and recall rules by seniority.Derrick Robinson, of the Center on Policy Initiatives, said the ordinance is a good step toward protecting older workers and Black and Latino workers.``A recall by seniority protects against discrimination and favoritism,'' he said. ``And a retention protects workers when a business changes ownership.''Robinson said more than 90,000 hospitality and food service workers had lost their jobs since March, with less than half returning to work. SAN DIEGO (CNS) - Recent rainfall has led to an influx of seabirds washing ashore and becoming beached along San Diego's coast, the San Diego Humane Society said Friday.The organization's Project Wildlife program, which focuses on animal rehabilitation and conservation, has recently cared for multiple seabirds, including loons, western grebes and a blue-footed booby who became beached during periods of high surf and stormy weather.Seabird diets are also affected by rainfall as vacillating ocean temperatures cause their food sources to dive deeper than normal. Consequently, the birds are often too weak to get past strong coastal waves into the open ocean. Humane Society animal care staff recently transferred their rescued birds to SeaWorld for further rehabilitative care.Residents are advised to contact a lifeguard, the Humane Society's Humane Law Enforcement division at 619-299-7012, ext. 1, or SeaWorld at 800-541- 7325 if they see a beached or struggling seabird.
