SAN DIEGO (KGTV) -- San Diego is on the FBI’s list as one of the top 13 highest sex trafficking areas in the United States - with between three and eight thousand victims a year in San Diego. Most victims find if they make it out the other side - they have few options for picking up the pieces of their lives. As 10News Anchor Kimberly Hunt found, there is one local university giving them light at the end of the tunnel.Kimberly introduces us to a woman who is starting a new chapter in her life and her family’s legacy.Ebony Jones’ story begins with abuse and bondage but emerges into hope and wholeness. She will soon enter the only university program of its kind in the Country at Point Loma Nazarene University. The Beauty For Ashes Scholarship Fund gives former victims of sex trafficking a free college education. In the description of the fund, the university writes: "When we talk to survivors - we keep hearing the same message: 'Survivors dream of a college education!'We asked ourselves, 'What if we could offer scholarships?' What if we could stand with survivors and support their journey, from victim to survivor, to thriver.?This launched the Beauty for Ashes Scholarship Fund, founded with the belief that an education at a Christian university is a critical long-term investment in the empowerment of survivors of human trafficking." 1391

SAN DIEGO (KGTV) - San Diego Gas & Electric customers across San Diego County are on standby Thursday for possible power outages due to an increased risk of fire. About 34,000 homes and businesses received 48 hours' notice of the possible shut-off to lower the hazard posed by power lines, according to SDG&E. The utility company issued two additional notices Thursday and downgraded the number of affected customers to about 18,000 at 4:45 p.m."Notifications are made via multiple channels: outbound dialer calls, text messages, and emails. If you have not signed up for notifications, please visit sdge.com/MyAccount to subscribe to alerts," SDG&E said.Areas that could be affected include East Alpine, Banner Grade, Boulevard, Campo, Descanso, Fallbrook, Julian, Mesa Grande, Mount Laguna, Oak Grove, Palomar Mountain, Pine Valley, Potrero, Ramona, Rincon, Santa Ysabel, Valley Center, Viejas, Warner Springs, and Wynola. MAP: SAN DIEGO COUNTY COMMUNITIES WITH POSSIBLE PLANNED OUTAGES“Our team of five meteorologists continue to closely monitor weather conditions throughout our region,” SDG&E reported, adding it had weather stations "strategically located throughout high fire threat areas.” In Pine Valley, 10News met Brook Varner, a cook at Frosty Burger. She said the last storm blew away a lot of the restaurant's patio umbrellas. In preparation for the Santa Ana winds, Varner took them down. Varner said she and her kitchen staff have to be smart about perishables in case the power goes out. “We actually don’t have a generator, so we have been kind of trying to prepare just by not overstocking any of our food or slicing perishables that will go bad,” Varner said. Northern California power outage: 1.5 million left in the dark, most now for second dayIf SDG&E does shut off the power in Pine Valley, employees have no choice but to close up shop. 10News also met long-time Pine Valley resident, George Desena. Like many others, he was at the pump filling up his gas can for his backup generator at home. Despite the per gallon cost, Desena gladly filled up, saying it's better to have it and not need it, than need it and not have it. "Gotta have it. What’s another few cents? You know?" Desena said. "You have to make sure that it [the generator] is working so that we have some power. Get us through this little event. Hopefully it doesn’t turn into a big event!"CSU San Marcos prepares for possible power outagesDesena said the last time he used his backup generator was during the Red Flag Warning last November. Should any planned outage last more than 24 hours, SDG&E plans to open temporary aid centers with water, snacks, and charging stations.SDG&E warned customers to gather emergency supplies including water, flashlights, and cell phone battery packs. SAN DIEGO (KGTV) - San Diego Gas & Electric is warning customers of a scam in which people are getting phone calls and emails saying they owe hundreds of dollars for a new electrical meter.San Diego resident Maria Genova almost fell victim to the scam."It was very elaborate, very credible, very persistent and very convincing," she said.Genova showed 10News an email she received, and Iit had the SDG&E logo and even a QR code. The email said she owed 8.63 for a meter upgrade and if she didn't pay it, her service would be suspended. It also promised hundreds of dollars of other fees for removal, locksmith services and more.Genova also got a pair of phone calls about the issue, which had her convinced that it was legitimate."I was about ready to pay," said Genova. "I had my credit card in hand. But as soon as he said I had to pay cash, I knew there was something wrong."Genova called SDG&E, and Tthey told her the email and phone calls were not from the company. In a statement, SDG&E told 10News that they will never charge customers to replace a smart electric meter and that if they need to do any maintenance on a meter, technicians will contact the resident before doing any work.SDG&E said they've received reports of more than 13,600 scam phone calls already in 2019. It's something they constantly monitor, and they have a page on their website dedicated to helping people identify and avoid scams.Genova said she's glad she didn't lose any money and hopes other people can learn from her close call."Ask questions if you have any doubt," she said. "Call the company themselves, ask if this is true or not before you give anyone your information."Here is the full statement from SDG&E:"We can confirm that this particular case is indeed a scam. The important thing for our customers to know is that SDG&E will not charge them to come out and replace a smart electric meter. The exception to this is when customers choose to opt-out of having a smart meter and ask for an analog model instead. The cost for the opt-out is a one-time meter change fee of and an additional monthly charge, over a three-year period.SDG&E proactively tracks and maintains 1.45 million electric meters in our service territory daily. If we need to replace a malfunctioning meter, our technicians will knock on the door before changing it. If our customers have any questions or concerns about emails or phone calls they receive from people claiming to be with SDG&E, they can always reach out to our customer service team at 1-800-411-7343 to verify the information. We also encourage customers to file a police report in cases where they suspect fraud.Unfortunately, utility scams are a nationwide problem. This year, SDG&E has so far received reports of more than 13,600 scam calls targeting our customers. For tips on how to spot utility scams, visit sdge.com/scams." 2920

SAN DIEGO (KGTV) - San Diego Police arrested a man this week on suspicion of vandalizing parked cars in Bankers Hill and East Village. Alexander Galarza, 34, was booked into jail Monday on multiple counts of felony vandalism, according to SDPD Lt. Dan Smyth. Galarza used a pole to break the windows of 10 cars in Bankers Hill late Sunday night, police said. He left the area before officers reached the scene. RELATED: Man spotted smashing car windows on Bankers Hill street with metal pipeThe next night, Galarza vandalized 11 vehicles parked near Petco Park, Smyth said. SAN DIEGO (KGTV) -- San Diego County officials are warning that the county could move into a lower, more restrictive COVID-19 tier, but explained if it does happens the shift wouldn't happen overnight. In just one week, San Diego County's COVID-19 case rate per 100,000 residents is up from 5.8 to 6.9. The positivity rate is also up from 3.4% to 4.2%.These two metrics determine whether or not the county moves up or down on the state's new colored tier system. The positivity rate is low enough to move the county from the red to a less restrictive, orange tier. The case per thousand rate is moving the county closer to going from red to purple, the tier with the most restrictions. County officials explain moving up or down from a tier would only happen if there were two consecutive weeks of data in one specific tier. The increased positive cases among students at San Diego State University could have an impact on the state's increasing numbers. As of Wednesday night, there are 440 confirmed cases of COVID-19 and four probable cases. Just last week, the campus only had 20 cases. On Wednesday the county also talked about a discrepancy with testing data, saying the state is not getting the county's correct testing numbers. Dr. Wilma Wooten couldn't say how many tests aren't being recorded properly but says the county is working with the state to resolve the issue in the next two weeks. Case counts will now be updated by the state every Tuesday and the county says they will provide those numbers the following day on Wednesdays each week. 1563
