SHANGHAI, June 6 (Xinhua) -- Commercial Aircraft Corporation of China Ltd. (COMAC) unveiled its manufacturing and assembling center here Saturday, the latest step towards the goal to manufacture China's homegrown large aircraft.     The Final Assembly Center of the COMAC was based on the Shanghai Aircraft Manufacturing Co., with a registered capital of two billion yuan (292.7 million U.S. dollars), said COMAC's general manager Jin Zhuanglong. It was one of the COMAC's three key entities which were responsible for aircraft design, manufacturing and service.     Jin said the Final Assembly Center's new base in Shanghai's Pudong area will be constructed within this year.     By 2010, the center will be able to produce 30 ARJ21-700 model planes a year, and the capacity will be expanded to 50 jets by 2012, Jin said. The ARJ21, an acronym for "Advanced Regional Jet for the 21st Century," is the first regional jet that China has fully developed independently, in accordance with the standards set by General Administration of Civil Aviation of China (GACAC), Federal Aviation Administration (FAA) and Joint Aviation Authorities (JAA).     The Shanghai-headquartered COMAC has launched its design and research center, based on the Shanghai Aircraft Design and Research Institute, and a customer service center.     The latter provides aircraft maintenance and repair, pilot training, aviation equipment and materials leasing and consulting for aviation technologies for both large planes and regional aircraft. VIENNA, May 15 (Xinhua) -- Chinese top legislator Wu Bangguo and Austrian President Heinz Fischer met here Friday afternoon, agreeing to further expand cooperation on bilateral and international issues in face of the global financial storm.     Wu arrived in Vienna Friday morning for an official goodwill visit to Austria. He is the first Chairman of the Standing Committee of China's National People's Congress (NPC) who visited Austria in the past 15 years. He said China is ready to expand friendly contact between the governments, parliaments and political parties of the two countries on a basis of mutual respect, equality and mutual benefits.     Wu said the two countries should enhance mutual understanding and trust so as to deepen cooperation in various fields and carry out closer coordination and communication on international affairs.     Fischer appreciates the responsible stance and measures that China has taken in addressing international financial crisis. He said the financial crisis has caused great impact on every country in the world and required joint effort of all countries in addressing it.     Wu briefed Fischer about China's policy measures to address the financial crisis and maintain stable, fast economic growth.     Both sides agreed that despite differences on such issues as Tibet, they should join efforts to bring in a new era of bilateral relations.     Fischer reiterated that Austria will as always stick to the one-China policy, which is a consensus of all political parties in Austria. This stance will never change under any circumstances.     Wu appreciated Fischer's statement and reiterated China's principled stance on the Tibet issue.     On China-EU relations, Wu said both sides should firmly support each other's development by joining hands to address global challenges, including financial crisis and climate changes. He said the two sides should join efforts to curb trade and investment protectionism and maintain rapid growth of trade and economic cooperation.     Wu hopes Austria will play a constructive role in advancing China-EU relations.     Fischer expressed the belief that Wu's visit to Austria will help enhance friendship and advance cooperation in all fields between the two countries.

BEIJING, June 6 (Xinhua) -- Most parts of China would experience cold weather and precipitation during the next week, forecast of the country's central observatory said Saturday.     Northeastern parts of China were to embrace lower weather and scattered precipitation during the period, which would help ease the drought plagued the region, said the National Meteorological Center.     Moderate or heavy rains would sweep most parts of south China. BEIJING, June 17 (Xinhua) -- Chinese Premier Wen Jiabao said Wednesday China's economy is at a critical moment as it begins to recover "steadily".     Wen told an executive meeting of the State Council, China's Cabinet, that economic performance had started to show positive changes, favorable factors were increasing, the overall situation had stabilized and was moving upwards.     He said the government should continue a pro-active fiscal policy and moderately relaxed monetary policy.     Investment growth kept accelerating, consumption maintained a rapid and steady increase, and domestic demand played a stronger role in boosting economic growth, said Wen.     Agricultural and industrial production grew, and regional coordinated development was making progress, said Wen.     The financial market was stable, and investor confidence stronger. Urban employment kept rising, and reconstruction of areas affected by last year's May 12 earthquake was speeding up, said Wen.     Government measures to fight the global economic crisis proved correct and effective, and should continue to be implemented and improved according to the changing situation, he said.     But it should also be noted that the foundation for economic recovery was not stable and many uncertainties remained, said Wen, citing sluggish exports, the fiscal deficit and trade protectionism.     Wen called for clear-headed judgment and readiness for difficulties and complexities that might occur in the long term.     He urged local governments to further promote economic restructuring, guarantee the stable development of agriculture, encourage technological innovation and work to enhance energy conservation and environmental protection.     Comprehensive efforts should be made to boost domestic demand to power economic growth, Wen said, singling out such measures as subsidies for home appliances and automobiles in rural areas.     Housing consumption should be properly guided and the stable, healthy development of the property market should be ensured, said Wen, adding that tourism, entertainment and cultural consumption should be developed.     Central government-invested programs should be carefully carried out, while private investment should be expanded, said Wen.     He also highlighted the importance of the coordinated development of urban and rural areas, called for the further deepening of reform and opening up and the building of social insurance systems.
