SAN DIEGO (KGTV) — San Diego's City Council head Friday called for a temporary stop on dockless scooters in San Diego until a new plan is developed.President Pro Tem Barbara Bry has called for a moratorium on electric scooters, saying, "enough is enough – scooter companies have had their opportunity." "In May, the City Council approved a permitting and regulatory program that went into effect on July 1. We believed these rules could help reestablish order on our sidewalks," Bry said in a statement. "Instead, we are left with companies willfully ignoring staging restrictions and geofencing requirements."The City Council voted unanimously, in fact, for those regulations, which include:Speed limit drop from 15 mph to 8 mph on the Boardwalk or 3 mph in other high-traffic areas;Bans users from parking scooters near school, hospitals, and Petco Park;Creation of designated scooter corrals so the vehicles do not congest sidewalks; andRequire scooter companies to pay a permit fee of a little more than ,000 every six months, as well as a 0 per device fee.San Diego law enforcement has since been tasked with enforcing the new policy.Even still, Bry says the situation has worsen for residents."Emergency rooms and urgent care centers are filling up with severe injuries. City resources are being wasted to collect and store inappropriately parked devices, and we don’t even know if the fines cover our costs," Bry said, adding a "scooter graveyard" now poses an environmental hazard.Just this last week, scooter companies were left scrambling to recover more than 2,500 dockless scooters and bicycles seized during Comic-Con weekend. Those scooters and bikes were stored at the city’s operation yard in Balboa Park. Companies must pay per impounded device — plus a storage fee — to recover them before the city moves them to its impound yard in Miramar.San Diego has installed scooter corrals to keep the devices organized in high traffic areas, but that hasn't addressed all the issues. San Diego Mayor Kevin Faulconer says Lime Bike, Bird, Skip, and Lyft have all violated its terms of operation in regards to geofencing and operating restrictions.Bry said a temporary ban is needed ban until a "fiscally responsible, well-thought out" plan is developed. 2282

SAN DIEGO (KGTV) - San Diego’s rainy winter led to a bug-infested spring which is, in turn, giving away to a spider-filled summer. County of San Diego officials say 2019 could bring a “bumper crop” of orb weaver spiders due to an increase of its food supply. “So, you’re probably going to be running into a lot of spider webs very soon, if you haven’t already,” said County supervising vector ecologist Chris Conlan. Conlan has a term for what happens after a person walks into a web: the crazy spider dance. Orb weaver spiders, which include any spider that weaves a web, are usually not harmful to people, according to Conlan. They generally don’t bite unless they’re threatened. “A well-fed female can be a pretty imposing spider,” Conlan said to County News Center. “But they’re generally nothing to be worried about. In all honesty, if you run into their web, their general reaction is to bail off quick. They don’t like to hang around once something that’s big enough to smash through their web hits it. They know it’s not anything they want to tackle and wrap up to eat.” Conlan recommends avoiding walking through areas spiders can use as anchor points. SAN DIEGO (KGTV) — San Diego's Metropolitan Transit System (MTS) is introducing a pilot program aimed at reducing fines and plans to move to a zero-emission fleet by 2040.MTS' Board of Directors approved the pilot program recently that will give fare violators new options to pay citations and lower fines. Under the new policy starting in September:Passengers have 120 days to pay fines to MTS in-person at the Transit Store or by mail;Passengers who can't pay a fine can instead perform 3-4 hours of community service through the San Diego Food Bank, with more organizations potentially added later;Passengers can appeal a fare violation within 15 days of the citation;Only citations not paid within 120 days will proceed to criminal courts.The transportation agency says it also plans to convert 800 buses to zero-emissions, most of which will be electric, by 2040.Currently, MTS' zero-emissions pilot program includes eight electric buses, and infrastructure and hardware for 12 new charging stations. The pilot program started in October 2018 and costs about .4 million.MTS plans to purchase its last natural gas buses in 2028.The agency operates about 95 bus routes and three Trolley lines in San Diego County. 1227

SAN DIEGO (KGTV) — San Diego Sheriff’s Department has released documents requested by ICE.Under the California Values Act or Sanctuary laws, the Sheriff’s Department is not allowed to help ICE find or arrest undocumented immigrants.But, Sheriff Bill Gore says the subpoenas that ICE issued last week, requires them to release the records. Congress granted ICE the use of these special subpoenas giving the agency more power to get the information from local authorities.RELATED: ICE subpoenas San Diego Sheriff's Department for migrant arrest dataThe records requested are for four men all from Mexico: A 40-year-old arrested in San Diego last December for sex abuse of a child under 14. A 28-year-old arrested in January for assaulting his spouse and child. A 42-year-old arrested last November for first degree robbery. And a 31-year-old man arrested last December for spousal abuse and false imprisonment. The first two remain in custody. While the last two were released into the community.A spokesperson from ICE sent a statement saying in part, “The California sanctuary laws forces the Sheriff’s Department to release many criminal aliens to the street rather than transfer to ICE custody which they say threatens public safety and national security since many will re-offend leading to more victims.”Sheriff Gore says they want to make sure they follow the rules but make sure they protect all of those that live in the county.“We’re not the immigration police, we’re here to protect the undocumented people in the county just like everyone else. According to the National Endowment for the Arts, the San Diego Chinese Historical Museum, San Diego History Center, San Diego Museum of Art and Visions Art Museum will all be offering free admission this year.
