BEIJING, Oct. 18 (Xinhua) -- U.S. probe into Chinese clean energy policies, dubbed Section 301, will harm the United States itself by revealing more of its own subsidies to new energy businesses, Zhang Guobao, head of the National Energy Bureau, said Sunday evening.The U.S. Trade Representative's office started the investigation on Oct. 15 in response to the United Steelworkers Union's complaint on Sept. 9 that China's support for its renewable energy industries gave Chinese producers unfair edges over competitors."Chinese subsidies to new energies companies are very small, but the United States had subsidized the new energy enterprises with 4.6 billion U.S. dollars in cash in the first nine months of 2010, including 3 billion U.S. dollars to wind power enterprises," Zhang said.Zhang rejected charges that China's wind power bid prefers Chinese enterprises and has discriminated against foreign companies."China has no discriminatory items on new energy equipment producers," Zhang said.Many foreign wind power equipment producers participated in bidding in China and some won biddings from 2003 to 2005, Zhang said.But chances for them to win have been dropping as they offer prices much higher than the Chinese companies, Zhang said."In contrast to China's open attitude, the United States issued a bill in 2009 to subsidize renewable energies, energy efficiency and smart power grid sectors. Among the subsidies, 25.2 billion U.S. dollars went to the renewable energy sectors," Zhang said.The subsidized U.S. solar power sectors are required to use domestically made equipment in the six-month rule starting Aug. 16 in 2010, Zhang said."How much on earth has China exported new energy products to the United States?" Zhang asked."We have only exported three wind turbines to the United States, or less than 10,000 kw (of generating capacity). The U.S. General Electric Company, however, exported 80,000 kw of wind turbines to China in 2005 and the figure increased to about 340,000 kw in 2009," Zhang said, adding that its total wind turbine exports to China topped 1.13 million kw in the past five years."China's wind power (equipment) market stood at 85 billion yuan in 2009, about 21 percent of which was imported from overseas," Zhang said, adding that it showed China's wind power provided large opportunities for foreign producers to send exports to China.China and the United States should carry out dialogues in new energy sectors, Zhang said.The United States had proposed to communicate through video meetings on Oct. 12 with China on new energy products, but it also had been postponing the dialogue before declaring the probe on Oct. 15."I was very much astonished at it, wondering what the United States wants. Now about to turn six, her son, who has cerebral palsy, a neurological disorder that permanently affect body movement and muscle coordination, has regained use of some parts of his body."When he first came to the center, he was not able to crawl, kneel, or stand. Now he has not only learned these abilities, but also learned to walk, even just for a short distance," Wang said.Opened in 1999, the Shanghai Rehabilitation and Vocational Training Center for the Disabled specializes in medical, educational, engineering, and vocational rehabilitation for the disabled.Feeling timid and afraid of the strange new environment at first, Wang's son now very much likes the therapists at the center."The therapists here work very hard, since they provide training to children with cerebral palsy one at a time from dawn to dusk. The children have a busy day as well. My son spends his day either having meals or training," Wang said.The hard work has paid off. Her son has learned by heart many lines of a nursery rhyme and Chinese poem, as well as addition and subtraction.Largely satisfied with the results of the rehabilitation, Wang said she was thinking about sending her son to a regular primary school next year.According to Xu Shenglin, the center's vice director, the center treats children suffering from cerebral palsy or autism with a combination of therapies such as acupuncture, massage and sports, and every child with cerebral palsy is treated in a one-on-one rehabilitation program which has an effective rate of 95 percent.The center also runs a course for parents of children with cerebral palsy to teach them about home rehabilitation.Monthly fees for each child with cerebral palsy at the center is 3,000 yuan (495 U.S. Dollars), with 60 percent covered by health insurance. Families with children with cerebral palsy receive an annual subsidy of 10,000 yuan from the Shanghai municipal government.In Shanghai, the economic center of China, there are 942,000 disabled people, accounting for 5.29 of the city's population. The city's government has spent about 4.4 billion yuan in aid programs for the disabled since 2007, which has helped set up over 2,000 aid institutions and allows 100,000 disabled people to receive subsistence and other kinds of government subsidies.Under a program that offers health and medical services at home, some 130,000 disabled people have received basic rehabilitation services and 160,000 have received health check-up service.The government in Shanghai has also financed at-home care for 15,000 unemployed and severely disabled people who are not committed to any institutions or do not receive any subsidy for day care.In China, the rights of the disabled have always been a priority of the government. In addition to China, the U.S., DPRK and South Korea, other parties to the talks include Japan and Russia.
