SAN DIEGO (KGTV) - On Friday, San Diego Police Chief David Nisleit held a press conference to address the controversy surrounding the recent “awards for arrests” program email. It was the chief’s first press conference on a department matter since taking the seat two weeks ago. He announced that a formal investigation had been launched to figure out how the program details were sent out to officers without getting prior approval from supervisors. 10News broke the story earlier this week, after a San Diego police officer approached Team 10 to share information about a program email he found “unethical”. The email was sent last Friday from a sergeant to more than 90 officers in SDPD’s Southern Division. It outlined a new voluntary program offering points to officers who make more drug arrests and give out more drug citations. The highest point-earners would have the opportunity to work in specialized units for up to a month. “Let me make this very clear. San Diego Police Department doesn't have a quota system,” said Nisleit on Friday. “I can tell you right now [that] this program was never authorized, nor was it ever implemented and nor did anybody ever receive any rewards for making arrest,” he added, along with, “This program was never intended to target anyone from a specific group, race or socio-economic class.” However, the timeline would suggest that the program was briefly implemented. The email was released last Friday morning. The chief says he stopped the program last Saturday. An official retraction email was sent Monday afternoon.  Chief Nisleit told reporters he reviewed the number of arrests in the Southern Division and they have not spiked, suggesting officers were not participating in any incentive program. The original email sent by the sergeant reads in part, “there are similar programs going on in other divisions.” The chief told reporters he has no knowledge of any other point system program taking place anywhere else in the department. Any disciplinary action for the email and program are contingent upon the results of the investigation. 2156

SAN DIEGO (KGTV) -- Police Monday identified the suspect who reportedly threatened officers with a knife before being shot in the Midway District last week. According to police, Ryan Bowers, 23, was shot by Officer Matthew Steinbach after raising a knife toward officers. Police responded to the 3100 block of Cauby Street just before 10 p.m. January 3 after a caller said Bowers cut his own throat with a knife before it was taken away. According to police, that’s when Bowers pulled a knife out of his jacket and raised it toward officers. The officers drew their weapons while telling Bowers to back up, which he refused to do. “Fearing for his safety, one officer fired his weapon at the male striking him at least once,” police said. Officers administered medical aid to Bowers until paramedics arrived and took him to the hospital with life-threatening injuries. 1036

SAN DIEGO (KGTV) - One San Diego woman is changing the world, one butterfly at a time. Jan Landau’s family knows the horrors of the Holocaust. She made a promise to them, never to forget. She co-founded the Butterfly Project. It brings the history of the Holocaust to the classroom and introduces an art project, painting ceramic butterflies. Each beautifully painted butterfly represents the life of a child killed in the Holocaust. The Butterfly Project is being taught in schools throughout San Diego County. Volunteers have also brought the lesson to schools around the world. Now ceramic butterflies are displayed on walls on every continent of the world. "We have hope that even in difficult times….things will get better," Landau said.This lesson is told, not by teachers but the children of Holocaust survivors, bringing the past to life in a way that helps students make the world a better place. It starts with understanding history. Landau brings the Jewish star to show students. The star was required to be worn on the outside of clothing. “To identify them as Jews and be treated poorly," Landau said.Jews were stripped of their names and given only a number and a uniform. The living were forced to take pieces of clothing from those who passed. If they were fortunate to find a way to sew pieces on their uniform, it would keep them warmer in the winters of Poland. A volunteer speaker tells how her father used a pocket. “My dad took this pocket in hopes he’d find food to put inside this pocket." Another volunteer speaker show slides of Jewish prisoners sleeping, one on top of each other, on wooden planks, so tightly they couldn’t turn over. They had to rest their heads on their metal food bowl. “There was no mattress, no blanket, no pillow." The mission of the Butterfly Project is to honor and remember the 1.5 million children killed in the Holocaust by creating a butterfly for each life lost. “It represents their voice. They have a voice…we remember these children that were killed," said Landau.Landau and her team share the trait that gave their families a happy life: gratitude. “The most important lesson of the Holocaust is to have perseverance; we all go through stuff, but we have to persevere.” They teach the dangers of hate and bigotry and the importance of being what they call an ‘upstander.’ “To stand up for not only our rights but the rights of others," Landau said.For her mission to spread love and remembrance around the world, we rewarded Jan Landau with the 10News Leadership Award. SAN DIEGO (KGTV) — October historically spells fire danger for San Diego and Cal Fire is asking everyone to be ready.The Cedar Fire started Oct. 25, 2003, and burned 280,278 acres. The Witch Creek-Guejito and Harris Fires started Oct. 21, 2007, and burned 288,430 acres. People lost their lives in both fires.Cal Fire Captain Issac Sanchez said it's extremely important San Diegans are prepared to evacuate at a moment's notice. "Be ready to evacuate, have your defensible clearance space done. Not only do it, but do it responsibly. Do it first thing in the morning when temperatures are low and humidity levels are relatively high," Sanchez said.The weather contributes to a dangerous cocktail, increasing October's potency."You have that combination of fuel and weather really giving a one-two punch to us pretty consistently," Sanchez said.The Valley Fire in September reminded San Diegans of how quickly a spark can grow out of control and how fast evacuations can happen.Next week's weather doesn't look good, according to Sanchez. "It's going to be warm, it's going to be dry and there's going to be some sort of wind blowing from the east," says Sanchez. "That's the kind of combination that gets folks nervous around here."The good news is firefighters are coming home from working in northern California and will be standing by, in addition to Marines and Sailors."A strike team of Type 6 Fire Engines is just getting back to San Diego from the Creek Fire in Fresno," Sanchez said.
