SAN DIEGO (KGTV) - The coronavirus pandemic, combined with a recently enacted state law, has created a new problem along San Diego's streets and boardwalks.Business owners say they're being overrun by vendors who set up makeshift stores and crowd sidewalks and walkways, while also luring customers out of long-established businesses."It's pretty much a free-for-all," says David McDaniel, the owner of Paradise Cove near Crystal Pier. "Anybody can sell anything, anywhere."He's partially correct. A new state law, Senate Bill 946, went into effect in 2018. Passed by the legislature and signed by Gov. Jerry Brown, it decriminalizes street vending, telling cities that they can create their own guidelines and can only enforce them with tickets for vendors who violate the rules, instead of criminal charges.Several cities in San Diego County, including Carlsbad and Vista, were quick to establish their regulations. San Diego still hasn't.As more vendors set up shop, the Pacific Beach Town Council is asking city leaders to move the process along."We're calling on city leaders to end the swap meet on our boardwalks now," says Brian White, the President of the Pacific Beach Town Council. "We have lots of pedestrian traffic, bicycles, skateboards. There really is no room for this type of vending activity."Earlier this month, the Town Council sent a letter to Mayor Kevin Faulconer and the City Council asking for specific rules.The San Diego City Council started to establish new rules for vendors in 2019. Faulconer sent a draft ordinance to the Economic Development Committee.It would have prohibited vendors on the boardwalk and other high traffic areas. It also would require business permits, set hours for vending, establish distances from public facilities, require vendors to follow health and safety rules, and several other rules.That ordinance passed the committee unanimously on July 25, 2019.The city then held three public forums about it in October. But it never went to the full council for approval."It is an issue that's becoming a real problem. We definitely need to get some regulations going with this," says City Councilmember Jennifer Campbell, who represents Pacific Beach and Mission Beach."It's really up to the mayor's office to bring us these recommendations to City Council," says Campbell.ABC 10News reached out to Faulconer to see why there has been a delay in moving the draft ordinance forward. SAN DIEGO (KGTV) - The first thing Whitney Dickerson does when she gets home from work each evening is make a cup of her favorite tea.It's because her job as a veterinary technician can be stressful. "Everyday I go in and I don't know what's going to go through those doors," she said. "It could be a really emaciated animal with severe mange, it could be a really happy lab coming through."But Dickerson's angst doesn't end when her shift is over. She's not sure how much more she'll be able to afford. "I feel like the city's slowly pushing me out," she said.Now, the rent's getting so high that it's near a tipping point for thousands of San Diegans. More than half of those who responded to a recent 10News Union-Tribune scientific poll said they'd seriously considered leaving California in the last year. </p><p> The average rent is now ,887 a month, up 8 percent from a year earlier, according to Marketpointe Realty Advisors. And CoreLogic reports the median home price in the county is now about 0,000. "That's a problem for everybody, and I think everybody feels that," said Rick Gentry, who heads the San Diego Housing Commission, which oversees affordable housing in the city. </p><p><strong>HOW DID WE GET HERE?Gentry describes something of a perfect storm when it comes to housing in San Diego -1) There's not enough housing for the middle class.2) There aren't enough resources for low-income individuals.3) The current market has already swallowed up the glut of homes built during the housing bubble before the market crashed in 2008. "And that means the marketplace has gotten that much more expensive and that much tighter," Gentry said. "There's no place to move to."Gentry added turnover has declined drastically at the 3,400 affordable apartments the commission manages, and the section 8 voucher waiting list has ballooned to 80,000. Plus, San Diego County continues to grow with more jobs - employers added 27,000 new payroll positions in the last 12 months. Meanwhile, developers in the county only pulled permits for 10,000 new homes. "It takes a long, long time to get approvals for buildings to put new product online," said Mark Goldman, a real estate lecturer at San Diego State University. "There are more and more impact fees that makes it more expensive, there's a limited amount of land to do it."Goldman said it's a very complicated, risky business to start with a piece of vacant land and try to put a lot of housing on it.He said the amount of time that it takes given environmental review, regulations, and delays raises the cost of projects - to the point that some developers just drop it. WHAT WILL SOLVE THE CRISIS?There is movement in the works to spur development, including a region-wide plan to encourage development along transit routes. The city of San Diego also recently approved streamlining complexes with microunits and fewer parking requirements in these areas.The state also has a new law that allows the Housing Commission to make loans for the development of multifamily complexes that are affordable to middle income earners. 10News will dive deeper into solutions for Making it in San Diego on Friday.But until the prices come down, renters like Dickerson will be bracing for when their leases end. SAN DIEGO (KGTV) - The names of a couple found dead in their Torrey Highlands home and the son accused of killing them were released by San Diego Police Wednesday. Xiaoqun Fang and Yi Cheng, both 58 years old, were due to arrive in San Francisco last Saturday. Concerned family members called police, asking for a welfare check at the home at 7405 Via Rivera. Upon arrival, police looked through a window and saw a body on the floor. Fang and Cheng had both suffered upper body trauma and were pronounced dead at the scene, police said. SAN DIEGO (KGTV) — The explosions that shook a La Jolla neighborhood late last week revealed the surface of a much deeper, bitter fight. The detonations happened behind the home of the late Alex Jvirblis, who died in August at the age of 82. Neighbors describe him as a quiet but pleasant individual, and recalled few interactions. RELATED: Explosions ring out during hazmat scare at La Jolla homeOn Thursday and Friday of last week, the bomb squad exploded illegally stored chemicals from behind Jvirblis' house on Wrelton Road in Bird Rock. Jvirblis had no spouse or children. What he did have, however, was a business called Curtis Technology. It's tucked away in an industrial part of Sorrento Valley. Curtis Technology offers metal forming, cutting and finishing operations, which requires the use of chemicals. A woman named Daksha Dave is listed as its business contact online, and as treasurer with the Environmental Protection Agency. His will gives the state to the full authority to sell, lease, or hold all of his assets. That's where the fight starts. In October, Robert Hockenbrought and Amber Shuey, Jvirblis’ nephew and niece, filed a legal challenge to the Jvirblis Trust. "Except as provided in this will, I have intentionally omitted to provide for my heirs."RELATED: La Jolla party house scene of violent attack, mother saysIn court documents, they accuse Dave of cooking Curtis Technology’s books to increase bonuses, destroying or hiding Jvirblis’ true estate documents, and going into Jvirblis’ filing cabinet when he was hospitalized and stealing gold. A woman who identified herself as Dave declined comment Tuesday at the Curtis Technology headquarters. Her attorneys did not immediately respond to a request for comment. Hockenbrought is also the one who alerted authorities to the illegally stored chemicals, according to federal search warrants. Then, upon Jvirblis’s death, that employee informed Dave and the alternate executor — also at Curtis Technology — of the chemicals stored at the homes. The warrant says the employee was then told not to worry about it and that he was no longer allowed to go those locations. Hockenbrought said the family would have no comment, citing an ongoing FBI investigation into the chemicals. 2623
SAN DIEGO (KGTV) - Sunday morning's rain caused crashes on roadways, damage to construction zones and danger in Sunset Cliffs.One of those crashes had Cristal Ramirez in the passenger seat. "I was supposed to drive for brunch but my friend picked us up and I was glad because I didn't want to drive in the rain," she said.She said as they took the connector from the 163 to the I-8 West they started sliding, "I think we were driving a little too fast because of the rain." Ramirez said they grazed the guardrail. The tires were out of alignment, making it necessary to call for a tow truck."We were like what the heck this is wild!" She said.The group didn't let the accident ruin their afternoon, they continued on in Ramirez's car to Sunset Cliffs.The danger still lurking behind yellow caution tape, draped along the edge of one part of the cliff. From where she and her two friends stood, you could see the cliff carved away underneath the seemingly solid edge."I didn't think about it, I was like 'Oh we're close to the edge.' and we started playing around and I was like, 'Oh we probably shouldn't be playing this close to the edge," Ramirez said when she realized the danger.South of Sunset Cliffs, another problem at the Silver Strand State Beach exit off SR 75. The rain caused metal plates covering trenches in a construction area to bend inward.Crews rushed out to reinforce the plates to make them safe, adding wood supports. An engineer told 10News the construction should be finished by next week, if the weather doesn't delay the work. 1559
